Summary
Staff from the light rail Project Office will provide the City Council with a preview of the items to
be presented to the public at the Open House on Thursday, November 10.
These are expected to encompass: updates to the 30%design plans (including changes to
platform access and bike trail improvements at the Plymouth Avenue station);the status of the
proposed Park and Ride at the Golden Valley Road station; initial design concepts for the
platform and vertical circulation station elements; and potential noise wall mitigation designs.
The Open House will be held in the Council Chambers and Council Conference Room from
5:30-7 pm on November 10 and will include a presentation at 6 pm.

Permits
If the work has been started the fee will double for all permits such as building,plumbing,
mechanical,and electrical.
All building permit values will be based on the current Minnesota Department of Labor
and Industry Building Valuation Data.
Plan Review Fee May Be Due at time Plans are Submitted at City Discretion on Projects Over 2 Million 65Yo of Fee
Building&fire Permit Fees based on fee schedule below.
Mandatory State Surcharge:per permit is a minimum of.50 and when a permit
fee is over$1,000 in value the state surcharge is.0005 times the permit value.
Surcharge is remitted to MN State Treasurer.
Permit Cancellation Policy:80%of the permit fee will be returned upon written
notice of cancellation. Ifjob has been started no refund will be made.
Cancellation request must be made within 180 days of permit issue date.
No surcharge or plan review fees will be returned(includes the fees for
stormwater management,right-of-way(ROW)and tree preservation permits).

Summary
Council is asked to consider two modifications to the 2017 Master Fee Schedule. Staff is
proposing to increase the Park Dedication Fee and to add a city Sewer Access Charge and Water
Access Charge (SAC/WAC). Such fees, if implemented, would add new or expanded revenue
streams to fund infrastructure improvements, which is something identified by the Council's
2015 strategic plan.
Park Dedication Fee
In order to more adequately fund the park infrastructure improvements identified in the
Comprehensive Plan, staff recommends increasing the Park Dedication Fee. Currently, the Park
Dedication Fee is equivalent to 4%of the fair market value for any land that is being platted in a
development project. Fair market value is determined by the Hennepin County Assessor's Office.
Staff recommends increasing the Fee to 6%of the fair market value for land. Between now and
2030, Golden Valley is expected to grow by 660 households and 2,400 employees. The 2030
Comprehensive Plan identifies over$25,000,000 worth of park improvements to be made in that
time frame that will not be funded by the Parks Capital Improvement Program. The Park
Dedication Fee of 6%would align better with the City's expected growth and the planned park
improvements.
Following completion of the 2040 Comprehensive Plan, staff will evaluate whether the City
should consider adopting a fee based on a "per unit" or "per acre" basis rather than utilizing a
percentage of fair market value. Several city governments in the metropolitan area utilize a "per
unit" or "per acre" basis for Park Dedication Fees, as shown in the attached spreadsheet. The
attachment also demonstrates that the proposed fee of 6% is comparable to other suburban
cities.
Sewer Access Char�e/Water Access Char�e (SAC/WAC)
As part of the Infrastructure Evaluation Analysis and Council goal to identify alternative revenue
sources, staff has been working to identify different ways to fund infrastructure improvements. In
particular,the Sewer and Water Fund has been a priority as the system ages and increasingly
requires attention and repairs. A number of cities in the metro area impose a local Sewer Access
Charges (SAC) and/or a Water Access Charges (WAC)to fund the capital costs of infrastructure
installation and rehabilitation. The Metropolitan Council Environmental Services (MCES) already
imposes a metro wide SAC fee on new development, redevelopment, or changes in building use
(i.e. office to restaurant), which funds MCES projects to its system.
Staff has drafted ordinances (attached) which would mirror the MCES program and implement a
city SAC and WAC fee on all new development, redevelopment and changes in use. The fees
would be established using the same methodology developed by the MCES, which assigns a
number of"units"to different types of uses (due to differing sewer capacity demands) and then
multiplies the units by a predetermined dollar amount. For example, a new single family home
generates one unit, which is then multiplied by a fee, say$2,500/unit, resulting in a charge of
$2,500 to the developer. In contrast, a car wash,which uses considerably more sewer capacity
than a home, might generate ten SAC units, which are then multiplied by$2,500/unit, resulting in
a total SAC charge of$25,000. The City would establish its SAC and WAC fees annually by
ordinance.

It should be noted that a number of projects have already received land use approval but are not
yet underway. The City Code Sections, as drafted, includes a grandfather clause to accommodate
these projects. Specifically,the ordinances are proposed to be effective January 1, 2017 for any
projects which have not yet received land use approvals. Any project with land use approvals
granted prior to January 1, 2017 would not be required to pay a city SAC or WAC, unless the
project commences after January 1, 2018.

building permit relates.
