POLICE CIVIL SERVICE COMMISSION ` ���� �` 7800 Golden Valley Road—Golden Valley,MN 55427 V � .. ��,;; � v MEETING Thursday, June 30, 2016—3:00 PM Public Safety Building Training Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Kumagai at 3:04 PM. Present at the meeting were Commissioners Gloria Kumagai, Ralph Schulz and Andrew Wold; Police Chief Jason Sturgis and Administrative Assistant Amanda Johnson. Introduction of New Commissioners: Ralph Schulz &Andrew Wold New commissioners Ralph Schulz and Andrew Wold introduced themselves and were welcomed to the commission. Approval of Minutes of February 1, 2016 There were no additions or corrections to the minutes. The February 1, 2016 minutes were approved as written. Approval of Police Officer Eli i�bilitv Re�ister Chief Sturgis advised 140 applications were received for the police officer position. Approximately 100 candidates were invited to participate in the written test. Approximately 50 candidates were then invited to take the PT test and 16 of those were invited to the first round of interviews. Final interviews were conducted with 10 candidates. Chief Sturgis advised none of those candidates were selected to continue in the hiring process and a new group of 10 candidates was invited back for final interviews. Of those 10 candidates, 3 were selected to be placed onto the police officer eligibility register, which was presented to commissioners for approval. Chief Sturgis advised candidate Levi Siljander is currently a community service officer for the department. Chair Kumagai inquired whether the department keeps demographic information(specifically race and gender) on candidates. Chief Sturgis advised demographic information is not requested on the application, but from participating in the hiring process phases he is aware there were many female candidates and candidates of color. The eligibility register presented to commissioners includes two females and one candidate of color. Commissioner Schulz inquired whether the department receives candidates from other police departments and Chief Sturgis advised it does. Chief Sturgis advised it can be difficult to acquire lateral transfers due to seniority, vacation time, etc. at candidates' current departments. Commissioner Wold asked if any of the final candidates have been offered positions elsewhere and Chief Sturgis advised two of the candidates have not, but he is unsure of the third candidate. Commissioner Wold moved to approve the police officer eligibility register; seconded by Commissioner Schulz. The police officer eligibility register was approved by consensus. One has completed training and two are still in field training. The department is still short one officer. Additionally, another vacancy is expected in a couple months and three officers are eligible for retirement. Chief Sturgis requested approval to initiate a police officer hiring process sometime in late July. Commissioner Wold moved to approve the initiation of a police officer hiring process; seconded by Commissioner Schulz. The initiation of a police officer hiring process was approved by consensus. Election of Officers (Secretary� Commissioner Schulz nominated Commissioner Wold as secretary; seconded by Chair Kumagai. Commissioner Wold was elected secretary for 2016 by consensus. Other Business Chief Sturgis advised the med box was installed in the police department lobby. Police in the Parks events continue to be popular and Open House was a success. Chief Sturgis advised 9 vehicles were stolen in a 5-day period from a dealership in Golden Valley, spiking an increase in overall auto thefts. Commissioner Kumagai inquired whether a Citizen's Academy would be held this year. Chief Sturgis advised one was held in early 2016 and will likely be held again in early 2017. Closing Comments There were no closing comments. Adj ournment Commissioner Wold moved to adjourn the meeting; seconded by Commissioner Schulz. The meeting was adjourned at 3:43 PM.
