3.21: Water Access Charges
Subdivision 1.
In all areas of the City and for all uses, whenever any building permit to be issued
by the City includes authorization for work that requires a SAC Determination, a
water access charge must be paid to the City by the permit applicant or property
owner prior to the issuance of the permit.
Subdivision 2.
The amount of the water access charge shall be based on the number of REC Units
resulting from the use of the City water system due to the work authorized under
the building permit. The number of REC Units shall equal the number of SAC Units
determined under the SAC Determination to which the building permit relates.
Subdivision 3.
The per REC Unit water access charge shall be established in the City's master fee
schedule.
Subdivision 4.
Water access charges collected under this Section shall be deposited into the City's
Water Enterprise Fund, or other similar fund, and shall only be used to finance
improvement or replacement projects for or related to the City's water system, and
shall not be transferred into the City's general fund at any time.
Subdivision 5.
This Section shall only apply to building permits issued after January 1, 2017,
provided:
A. This Section shall not apply to:
1. Building permits issued before January 1, 2018, for which the City received
the complete building permit application before January 1, 2017; and
2. Building permits issued before January 1, 2018, which permits are issued for
development or redevelopment projects that received land use approval from
the City prior to January 1, 2017.
