Implementation of the Bicycle and Pedestrian Plan will also be discussed. Meeting Minutes Meeting minutes from Meeting#3 on January��, 20�7 must be approved by the Task Force. Please review the minutes and any changes can be discussed at Meeting#4 prior to approval. Bicycle and Pedestrian Plan Adjustments were made to the list of recommended goals and objectives since Task Force Meeting#3• Policies were added to the list as well.These changes have been incorporated into the attached Bicycle and Pedestrian Implementation Plan. The Plan also includes a list of recommended improvements that coincide with the attached map. The Plan concludes with a list of funding sources and how they will be utilized for implementation. Staff is seeking a formal recommendation from the Task Force that allows staff to proceed in incorporating the attached Bicycle and Pedestrian Plan into the Transportation Chapter of the 204o Comprehensive Plan. Call to Order Schmidgall called the meeting to order at b pm. 2. Approva)of Minutes The Task Force reviewed the meeting minutes from October 3, 20�6. No changes were suggested. MOTION: Motion to approve the minutes as submitted was approved. 3• Goals and Community Input Goellner presented information on the timeline for this planning process and reminded the Task Force that the final deliverable wil) be a set of recommendations that will be incorporated into the 2040 Comprehensive Plan upon approval by the Planning Commission and City Council in 20�7. Goellner summarized the results of the group exercises at Meeting#� and Meeting#2, which focused on goals for the bicycle and pedestrian network as well as specific network connections to fulfill those goals. Goellner noted that themes emerged from these exercises - improving the safety of major intersections, providing comfortable and safe facilities, improving compatibility between the various modes of transportation, Nighway 55 as a barrier to better connectivity, removing barriers and gaps in the system,the desire of community members to reach key destinations by bicycle or walking, and adding bicycle racks. Goellner asked the Task Force for their feedback on the adjustments that were made to the goals by staff following Meeting#2.There was consensus from the group to reorder the objectives to read from the most general statements to the most specific. There was also consensus from the group that details within the Goals and Objectives document such as the emphasis on Nighway 55 and north-south routes as well as the policy allowing bicyclists on sidewalks could be further adjusted following the results of the Task Force's discussion at Meeting#3 and that further changes to this document would be discussed again at Meeting#4• Goellner noted that staff would also work on providing specific policies in this document for Meeting#4 and that the language from this document would be included in the 204o Comprehensive Plan. 4. Route and Intersection Improvements Goellner shared a map of the routes identified by the Task Force,the public via the online Wikimapping tool, written comments from the public,and recommendations from past planning efforts.She noted that staff met about five times since Meeting#2 to work through the Task Force's recommendations and the following routes were eliminated from further consideration by staff with other routes being analyzed instead: �"``�valley Meeting Minutes - Meeting #3 - January ��, 2077 GV2040 • Mendelsohn Avenue route removed and replaced by Gettysburg Avenue due to right-of-way and cost constraints. • Winnetka Avenue south of Western Avenue route removed and Brookview Parkway and Pennsylvania utilized instead. o Nill and Pentel noted that this was an important route to consider for several reasons o Zimmerman and Oliver stated that while it's an ideal route,the implementation if impractical because it would be economically infeasible to provide a route that would be considered safe and comfortable given the physical constraints and high traffic volumes and speeds. o Eckman and Grissman noted that it's important that the City not implement or endorse bicycle routes that are not considered safe for all ages and abilities. o Task Force agreed that even with challenges, this route should still be identified in the Comprehensive Plan for long-term implementation if opportunities arise. • Canadian Pacific Railroad Regional Trail Corridor removed from more detailed further analysis due to significant challenges for implementation. o Klaas noted that it still be shown in the Comprehensive Plan for long-term implementation and the Task Force agreed. Goellner noted that the Metropolitan Council requires that this potential regional corridor be identified in the Comprehensive Plan. • East-West route through Noneywell Campus,crossing under or over the Canadian Pacific Railroad near Duluth Street.Staff proposed utilizing Olympia Street instead because it would be easier to implement. • Connection from Highway�oo pedestrian bridge to Duluth Street that utilized Vail Crest Road and the Bassett Creek Nature Area was replaced with Lilac Drive, Westbrook Road, and Brookridge Avenue in order to avoid challenges to build a facility that is ADA compliant and to avoid the need for a mid-block crossing on Duluth Street. 5. Facility Types and Treatments Kienitz presented information about various bicycle facilities and answered numerous questions from the Task Force.Topics covered included:the use of signs and/or sharrows on Local-Residential streets; education for drivers; locations of street stencils; the concept of"sign clutter"; and school proximity as a potential criteria for applying treatments. Kienitz also presented information about various intersection crossing treatments and the Task Force discussed the following: signage at pedestrian crossings; potential locations of bike boxes in Golden Valley;various aspects of lighted crossing signals; and the usefulness of stand-alone pedestrian signage. Zimmerman handed out a map of the existing and proposed bike routes with the staff-recommended treatments applied to each segment. Ne asked that the Task Force members look closely at the recommendations before Meeting#4 and come prepared to discuss any potential changes. Rubinyi asked about grade separated options for crossing Highway 55. Oliver described the proposal to construct a tunnel under 55 in the vicinity of the Perpich School if funding can be obtained. He also described a concept for improvements at the intersection of Glenwood Avenue and Nighway 55.Grissman asked that grade separated options be included in the (ist of tools for intersection improvements. 2 ' Meeting Minutes - Meeting #3 - January 11, 2017 �v2o4o Numphrey suggested that the final product should include mention of new technologies in automobiles or bicycles that may influence how facilities are designed or maintained. 6. Glenwood Avenue Binder discussed the upcoming opportunity to influence the design of Glenwood Avenue as part of the upcoming mill and overlay by Hennepin County in 20�7 and 20�8. Ne stressed his preference for protected bike lanes on Glenwood with pylons. Pentel asked if there was enough room to install protected bike lanes. Kienitz replied that widths along Glenwood varied and that in some places there was not enough room. Oliver gave an overview of the high costs associated with the installation and maintenance of pylons and the risks to the integrity of the pavement that they might introduce. Ne stressed that the volumes on Glenwood do not warrant protected bike lanes, and that staff felt the significant financial commitment could be better used elsewhere in the City. Klaas pointed out that residents along Glenwood and bicyclists who use it would prefer protected bike lanes and that the physical barrier is very important to instilling a feeling of safety. Oliver indicated that Hennepin County would be holding an Open House soon to get feedback from residents along Glenwood. Binder reported that Minneapolis is putting in protected bike lanes on Glenwood closer to downtown and that studies have suggested three times as many people would use protected vs. unprotected bike lanes. 7. Motion carried unanimously. 3 �' BICYCLE AND PEDESTRIAN PLAN Golden Valley Bicycle and Pedestrian Planning Task Force G ♦ 2044 Meeting#4 - March 8, 20�7 Introduction The Golden Valley Transportation Plan includes the long-term goals for the bicycle and pedestrian network in the City. This section focuses on implementation of the community's vision from today through 2040. This plan is meant to be used as a guide by which decisions regarding transportation facilities and programs will be made in Golden Valley. Bicycle and Pedestrian Policy Plan The following text will be incorporated into the Goals Section of the Transportation Chapter of the 2040 Comprehensive Plan, which will include goals established for the roadway and transit networks. Goal #1: Expand the Bicycle and Pedestrian Network in Order to Provide a Balanced System of Transportation Alternatives Objective#�: Ensure that Local and Regional Destinations are Accessible by Biking and Walking Policies: • Prioritize the construction of routes and intersection improvements near destinations such as Brookview Community Center, Blue Line Light Rail Stations, schools, parks and nature areas, Greater powntown, retail centers, senior housing developments, healthcare facilities, and the West End • Conduct further study opportunities to improve the bicycle and pedestrian network in the Greater Downtown area • Conduct site plan review as redevelopment occurs to ensure that sites provide an environment conducive to walking and biking Objective#2: Work with other Agencies and Property Owners to Construct New Bicycle and Pedestrian Routes and Upgrade Intersections Policies: • Require property owners to install sidewalks in Identified Areas as Redevelopment Occurs • Collaborate with Nennepin County and the Minnesota Department of Transportation during Repaving and Reconstruction Projects on Roads and Intersections • Work with adjacent city governmental agencies to implement consistent facility treatments across municipal boundaries Objective#3: Prioritize the Implementation of Primary North-South Bicycle Routes Policies: • Prioritize improvements to north-south connections to the Luce Line Objective#4: �mplement a Multi-Modal System that Balances Space and Financial Constraints �'"''�valley Bicycle and Pedestrian Plan - Meeting #4 - March 8, 20�7 GV2040 Policies: • Utilize existing road width when road is schedule for pavement replacement to implement bicycle facilities • Reevaluate facility options when roads are scheduled for reconstruction and build multi-use trails or buffered/protected bikeways as well as sidewalks when feasible Goal #2: Maximize Safety, Comfort, and Convenience for Pedestrians and Bicyclists of All Ages and Abilities Objective#�: Identify and Remove Safety Challenges for Pedestrians and Bicyclists at Intersections, Particularly on Arterial Roadways Policies: • Continue to monitor accidents with bicyclists and pedestrians and prioritize the improvement of facilities that reduce potential for accidents • Work with the Minnesota Department of Transportation to improve intersections on Nighway 55 for bicyclists and pedestrians • Continue enhancing existing pedestrian facilities to comply with standards established in the Americans with Disabilities Act Objective#2: Design Routes and Facilities that are Comfortable for All Users Policies • Build multi-use trails in identified locations to maximize comfort and safety • Provide a clear separation between different modes of transportation Objective#3: Ensure that the Bicycle and Pedestrian Network is a Convenient and Easily Understood System Policies: • Fill gaps in the sidewalk and bikeway system to maximize convenience and connectivity • Provide consistent wayfinding signage on bicycle and pedestrian routes that includes mileage to major destinations • Provide bicycle racks at destinations located along existing and planned bicycle routes Objective#4: Provide Information that Educates and Builds Awareness on Safety Precautions Policies: • Review City Sidewalk Policy for bicyclists, make adjustments to policy as bicycle and pedestrian network expands, and educate the public on this topic • Develop an education campaign on bicycle and pedestrian safety • Explore programming that encourages walking and biking in Golden Valley J ,�:,..� ��1den valley " " Bicycle and Pedestrian Plan - Meeting #4 - March 8, 20�7 GV2040 Objective#5: Encourage Year-Round Walking and Biking by Ensuring that Winter Maintenance of Bicycle and Pedestrian Facilities is Adequately Addressed Policies: • Continue providing winter maintenance on bicycle and pedestrian facilities in the City • Evaluate the option of shifting winter maintenance responsibilities to property owners • Consider enhancing volunteer opportunities to ensure timely winter maintenance Implementation Plan Implementation of this plan will occur as opportunities arise and financial resources become available. Exact timing of implementation will depend on funding, staff time, grant funding, and opportunities to partner with other organizations and property owners. It is important that City staff evaluate the assumptions that were made when this plan was created and update the plan as assumptions change. These assumptions include cost estimates, financial resources, future population and employment growth projections, the City's Land Use plan, community and City Council input on goals and priorities, existing roadway classifications, rate of accidents involving bicyclists or pedestrians, destinations within the community, and other factors that affect implementation. Bicycle Route Improvements Since most of the roadways in Golden Valley have been reconstructed in the last 25 years, reconstruction is not expected again on most roadways until the 2o4os. During reconstruction, the City has the opportunity to build sidewalks, multi-use trails, or protected bike lanes at a fraction of the cost. It is more cost-effective to complete many of these improvements at that time. In the meantime, City staff will implement improvements that balance the space and cost constraints on current roadways. Projects will be implemented as financial resources become available or redevelopment opportunities arise. Signed bicycle routes with wayfinding signage as well as on-street bicycle lanes can be constructed with mill and overlay projects, which occur in a shorter time frame than road reconstruction. Signs can be erected on these routes as a routine maintenance activity. The Public Works Division divides maintenance responsibilities into five geographic zones. Each year, staff will implement the projects identified within that zone. Pedestrian Route Improvements The City of Golden Valley has focused on implementing pedestrian routes for several decades. Nearly all major roadways in Golden Valley have a sidewalk or trail located on at least one side of the roadway. The 204o Comprehensive Plan focuses on the following improvements for the pedestrian network: • Fill important gaps in the existing sidewalk network • Prioritize the enhancement of crossings and intersections for pedestrian safety and comfort • Continue bringing existing facilities into compliance with the standards established by the Americans with Disabilities Act • Continue to conduct regularly scheduled maintenance on existing pedestrian facilities • Explore options for improving winter maintenance (snow removal) of existing and future facilities g��deri valley " Bicycle and Pedestrian Plan -
