Minutes- 170206 '"`� POLICE CIVIL SERVICE COMMISSION �k ��l l� 7800 Colden Valley Road—Golden Valley,MN 55427 1 y MEETING Monday, February 6, 2017 —3:00 PM Pu61ic Safety Boildiug Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Kumagai at 3:02 PM. Present at the meeting were Commissioners Gloria Kumagai, Ra1ph Schulz and Andrew Wold; Police Chief Jason Sturgis and Administrative Assistant Amanda Johnson. Agenda Review Chief Sturgis requested the topic of Social Media be added to the agenda. A�proval of Minutes of November 21, 2016 Commissioner Schulz moved to approve the meeting minutes from November 21, 2016; seconded by Commissioner Wold. The November 21, 2016 minutes were approved by consensus. Staffin¢Proiections for 2017 Chief Sturgis advised 2 police officer candidates staRed on 02/06/17. The candidates are#1 and#2 on the police officer eligibility register, and the candidates have police experience with the Buffalo Police Department and the Wright County Sheriff's Office. Another officer candidate just completed the field training program and the department is currently fully-staffed. Two investigators have given notice of their intentions to retire at the end of February and late April. Background investigations are being conducted on the next three candidates listed on the police officer eligibility register to prepare to fill those vacancies. Commissioner Wold inquired whether detectives have a higher rank and whether an internal candidate will be selected to fill those vacancies. Chief Sturgis advised detectives are not of a higher rank, but do receive an extra 5% in wages. Per contract, the vacancies will be filled from within the department. Chief Sturgis advised Sandburg School will be utilizing a full-time school resource officer beginning in the 2017 school yeaz. Currently the school resource officer is staffed half-time. The job posting for this position has been published in order to allow the incoming school resource officer to be trained in by the current one before his retirement. Chief Sturgis advised a new community service officer also began employment on 02/06/17. Chief's Report Chief Sturgis advised the department has seen some changes to the command structure since he became chief. The department eliminated one commander role and instead created an administrative sergeant position. That sergeant began his role in December 2016. In addition, Sgt. Kuhnly moved from Patrol to Investigations and Sgt. Persons moved from Investigations to Patrol. A new traffic officer started in January and has been very Police Civil Service Commission Meeting Minutes ` ,,� �1�� February 6, 2017-Page 2 j active in enforcing traffic laws and responding to complaints about traffic concerns. Traffic continues to be the #1 complaint received from the public. Commissioner Wold inquired about the work involved to enforce the winter pazking ban. Chief Sturgis advised the prohibited hours were revised to 0200-0600 hours this year. Many shifts have the minimum number of officers permitted to respond to calls for service, but officers enforce the ban as time allows. Chief Sturgis reported the department hosted a number of successful events in 2016 including, but not limited to, Citizen's Academy, Coffee with a Cop, Police in the Parks and Shop with a Cop. Two new squads and new squad computers were purchased. The department conducted two officer hiring processes, and currently there are still several viable candidates on the eligibility register. Chief Sturgis advised Part 1 (most serious) and Part 2 (less serious) crimes remained about the same from 2015. Calls for service went down a bit from 2015. Commissioner Schulz inquired whether officers still participate in bike patrol. Chief Sturgis stated staffing shortages have prevented officers from being able to do much pah�olling on bikes, except For special events like Police in the Parks. Election of Officer Per state law the commissioner in the last year of his/her term is the designated chair of the commission. Commissioner Schulz nominated Commissioner Wold as Chair; seconded by Commissioner Kumagai. Commissioner Wold was elected chair by consensus. Commissioner Wold nominated Commissioner Schulz as secretazy; seconded by Commissioner Kumagai. Commissioner Schulz was elected secretary for 2017 by consensus. Social Media Chief Sturgis reminded commissioners that if commissioners engage in conversations via social media, those could be in violation of the open meeting law. Other Business There was no other business Yo discuss. ClosinQ Comments Chair Kumagai thanked Chief Sturgis for his first year of service as chief. Adiournment Commissioner Schulz moved to adjourn the meeting; seconded by Commissioner Wold. The meeting was adjourned at 3:53 PM.
