The Golden Valley—Crystal—New Hope loint Water Commission (1WC) meeting was called to order at
1:30 pm in the City of Golden Valley Council Chambers.

Moved by McDonald seconded by Cruikshank to approve the minutes of the January 4, 2017 Joint Water
Commission Meeting. Motion carried.
Project Presentation of PCCP Analvsis(SEH, Inc.)
All Commissioners and staff introduced themselves to the Short Elliott Hendrickson, Inc. (SEH)
representatives. Paul Pasko and Jen Schumann, both of SEH,gave a presentation of the Joint Water
Commission (JWC) PCCP Draft Analysis.This was a general overview of the geo-database report of the
findings.This will also be presented by Golden Valley staff at the North American Society for Trenchless
Technologies in Washington D.C. on April 11, 2017.This show is a draw internationally.
Items discussed were the review of the projects objective, review of the projects findings, and the next
steps the Commission would like to see in the project.This report covers the 14 miles of the PCCP pipe.
Pasko stated that compared to other cities in Minnesota,the JWC is probably the furthest along in
identifying the condition of the PCCP pipes. Commissioners requested a hard copy of this report to
review.The Commission requested the TAC to determine the next step specifically as how to process
the data and move forward with the testing.The Commission determined to bring this item to their own
councils respectively and that a tri-city meeting is not necessary at this time.
Amendment—Golden Vallev Reservoir Security Fence Proiect#13-030
Staff has determined a second gate is necessary to access a JWC gate valve south of the reservoir site.
Originally the JWC awarded a contract to Town &Country Fence to install a security fence around the
Golden Valley Reservoir.This addition would increase the contract amount by$1,800 for a total of
$31,050.
Moved by McDonald seconded by Cruikshank to approve the amendment to the Golden Valley Reservoir
Security Fence Project#13-030 in the amount of$1,800. Motion carried.
DeCola Update
Item is a request from the lanuary 2017 JWC meeting. No update at this time.Add item to March 2017

Non-Agenda Discussion Item
Previously,the Commission discussed the direction to take and directed Jeff Oliver to draft a Resolution
supporting a Cooperative Project Agreement for DeCola Ponds and Medicine Lake Road Area.
Commissioners are in agreement to bring a Resolution to their Councils for approval.The intent is to
demonstrate to the funding sources that all JWC Cities are all in agreement and in support of the DeCola
Ponds and Medicine Lake Road Area projects.
TAC Update
• 36" PCCP. Project is complete and finaled.Staff is working with consultant on the final drawings
from BMI.
• Arc Flash. Project complete with the exception of some staff training.
• Elevated Tower Inspection.As directed, staff will put one-half of the cost of the painting in the
2021 CIP with the second half in the CIP for 2022. Looking into funding options and reallocating
funds.
• Golden Valley Security Fence. Project complete with the exception of the additional gate.
Amendment was approved at this meeting.
• Golden Valley Reservoir Work. MN Mechanical is moving ahead.Staff ordered plates.Start date
will be late February with 1-2 months for completion.
• Tower Security. Staff to discuss each City's needs at next meeting.TAC Staff will evaluate needs,
budgets, and prioritize for CIP.
• Generator Move.Complete.Staff will process final invoices.
• PCCP Analysis Update. SEH will present Geo-database to the JWC at the February 1, 2017
meeting.TAC will then look for direction from the Commission.Staff will examine gate valve
replacement based on the analysis.
Other Business
Staff reviewed Average Hours Rate numbers with the Commission. The JWC approves the average
hourly rate and charges the Cities accordingly.The hourly charge will be$28.10 with an overtime charge
of$37.20.

Update on the Water Main Proiect and Updates on the Grout Spill
Staff reported to the Commission that the Minnesota Pollution Control Agency(MPCA)gave a positive
review regarding the clean-up efforts in Robbinsdale's Lower Twin Lake. Upon review of the contractor's
clean-up efforts,the MPCA provided written verification that the clean-up is complete. Stating, "On
September 1, 2015,the MPCA conducted a visual inspection of Lower Twin Lake. No remaining material
was observed during the inspection.At this time,the MPCA expects no further cleanup in Lower Twin
Lake."A copy of the press release was provided. Staff was directed to include the press release on the
Joint Water Commission (JWC)website.
Staff updated the Commission on the watermain project indicating the project is moving forward and
the Contractor has paved all the excavations west of Highway 100.At this time,the Contractors primary
effort is between Highway 100 and downtown Robbinsdale west of Broadway.
The boring underneath the Railroad tracks is complete, has been shot for location, and verified by the
Blue Line LRT.

The contractor has requested a contract extension in a letter sighting a number of reasons.Staff
recommends agreeing to an October 21, 2015 extension which is a three week extension.Technically,
the project is substantially complete meaning the pipe is back in service.The restoration completion
date is November 6, 2015. The contractor has been paving the excavations as soon as they are back
filled.Staff stated the contractor has definitely showed great effort to meet the September 30th deadline
and during some primary discussion it became evident this deadline would not be met.
Change Order#1 ($8,091.00).This change order includes additional costs due the contractor to meet
the deadline for work at the east end of the project.The contractor was unable to procure the specified
pipe to meet the interim substantial completion date of June 15, 2015 as per the specifications.This
represents an additional cost for the contractor to provide different pipe material.The reason being is to
use a pipe material that it is a heavier wall pipe. Hennepin County, as part of their County Road 9
project, imposed a June 15th completion date.This accelerated the project and required the contractor
to supply a heavier wall pipe. Staff directed contractor to use a similar pipe in a slightly thicker wall and
heavier pressure class to ensure the construction was completed on time.
Change Order#2 $14,074.00. This was a requirement imposed on the project by Hennepin County to
grind in all of the striping on the project.This is a requirement that Hennepin County has blanketed on
all projects that require an excavation on a county road. This requirement was not in effect at the time
of the design of the project and was brought upon the project as a condition of the permit and was
acquired only after we had secured contractor and a bid.The grinding is a condition to put down more
paint to be level with the roadway surface.This material is an epoxy paint which has a longer life and is a
much thicker material especially with the reflective glass beads in it.
Change Order 3 is for discussion only.This will include the extension of the contract to October 215t and
some additional costs that the contractor encountered to jack and auger under County Road 81.Also
staff encountered a manhole that Hennepin County had reported as being abandoned. The project
incurred approximately$25,000 of additional costs with delays and additional equipment required to
punch through the manhole.Also,storm sewer that was never located during the survey or shot had to
be repaired.The bulk of Change Order#3 will be the extension and the additional costs for the boring.
The paperwork will be submitted at the next JWC meeting.
All these items were discussed at the most recent TAC meeting and staff recommends approval.
Change Order#1 is$8,091.00
Change Order#2 is$14,074.00
Change Order#3 is approximately$27,000.
As of October 6th,the County Road 9 portion of the pipe from our original project was complete.
Everything east of County Road 81 is now complete.The testing will be the week of October 5`h or the
following week.

Discussion Water Suqply Plan
The Water Supply Plan needs to be updated every 10 years. In previous years,this was completed by an
outside contractor, Barr Engineering Company. This will be discussed at the next TAC meeting and staff

will come back with recommendations. Jeff Oliver is the lead person on this project. Project is due in
2017.
Other Business
Staff has requested direction on relocating the Golden Valley generator. The Commission instructed

following offices of the Commission: Chairperson; Vice Chairperson; and
Secretary/Treasurer. The Chairperson or, in his or her absence, the Vice Chairperson
shall preside at all meetings of the Commission. The Secretary/Treasurer shall act as
the Clerk of such meeting, shall give notice thereof and shall be custodian of all books
and records of the Commission. In addition, the Secretary/Treasurer shall be the
custodian of all monies received by the Commission, shall keep accounts thereof, shall
pay out money on orders signed by the Chairperson, shall submit to the Commission
such reports as it may request regarding the financial affairs of the Commission.

Summary
Over the past few years,the City has worked with Sundial Solar to identify and implement solar panel
installations throughout the City. One of the sites identified as a possible location for the installation
of solar panels is the Golden Valley Reservoir. Staff began conversations last year with the Joint Water
Commission (JWC), who owns the reservoir; and the Minneapolis Park and Recreation Board (MPRB),
on whose property the reservoir is located, regarding the installation of solar panels. Unfortunately, a
change of investors resulted in the project ending before it could be brought to Council for discussion.
Recently a new investor has shown interest in the reservoir site, which would include installing
approximately 12 rows of panels providing approximately 780,000 (DC watts) annually. The panels will
be facing North/South on the reservoir and range in height from 6 to 8 feet tall at the north end to
about 3 to 4 feet tall on the south end of each row.
They will be similar to the panels installed on Golden Valley City Campus buildings, however the panels
will be installed at a lower angle to catch more direct light. This will also reduce the amount of light
that is reflected and potentially seen by neighboring properties. The underlying and surrounding area
would then be seeded with low maintenance native plantings. Access will be left to keep maintenance
operations of the reservoir open. As the project moves forward, staff will work with neighboring
property owners to address possible concerns.

Similar to the installation of the solar panels on the City Campus buildings, there is no cost to the
City/JWC to install panels on the reservoir. The investor will own and maintain the panels for a period
of 25 years. After 6 years the City/JWC will have the option to buy and own the solar array. This is
indicated on page two of the attachment, short term PPA. After the 25 years if the City/JWC does not
want to own the panels,the investor must remove them and their own cost.
The Power Purchase Agreement (PPA) Long&Short Term Comparison for the Golden Valley Reservoir
is attached. The City will purchase directly from the investor all energy produced by the solar arrays.
Any additional energy needed would be purchased from Excel Energy.The rate that the investor
charges is lower than the rate from Excel; therefore every kilowatt hour of electricity purchased from
the solar investor generates savings to the City. The City would pay$.075 to Excel for energy and is
only charged $.055 from the investor. The city also receives a solar credit from Excel on all energy
produced. The PPA indicates the breakdown of costs and credits over the next 25 years. It also shows
estimated annual savings for the life of the contract.
° If installation of the panels proceeds,two options exist for utilizing the energy that would be
generated. First,the energy could be directed to power the reservoir operations. This would save the
JWC approximately$17,000 in the first year and increase thereafter (see PPA Long Term).
The JWC TAC has reviewed the project and recommends moving forward with final design of the solar
array and structural analysis of the reservoir.
Recommended Action
Staff recommends moving forward with the final design of Golden Valley Reservoir Solar project.
