Subject: Comprehensive Plan Work Session —Land Use and Transportation Updates
Staff will provide updates on the progress of the Land Use and Transportation chapters of the 2040
Comprehensive Plan.
Since the last time the Land Use topic was discussed, staff has continued to refine the land use
categories—specifically the Open Space and Flexible Use categories. One refinement that is being
considered is the designation of each of the 15 areas guided for Flexible Use as either Neighborhood
scale or Community scale activity centers. Staff asks that Commissioners review the proposed land
use category descriptions in the attachment and arrive prepared to discuss how each of these 15
areas might be assigned as either Flexible Use - Community or Flexible Use— Neighborhood.
Preliminary information from the Transportation chapter will also be presented, including the
Functional Classification map for the roadway network and maps of existing and projected 2040
Congestion Levels based on population projections and the land use plan. Staff will also provide an
update on the Highway 169 Mobility Study, which includes the potential for Bus Rapid Transit on
Highway 55.
