Summary
At this meeting, staff will provide a summary of the implementation efforts that have taken place since the
last meeting on March 8, 20�7. There will be time for the Task Force to ask questions about the
implementation of the City's Bicycle and Pedestrian Plan, which will be formally adopted by the City
Council later in 20�8 as part of the 204o Comprehensive Plan.
Implementation Update
The Bicycle and Pedestrian Plan and Map are attached to this memo. The Plan includes a list of
recommended improvements that coincide with the map. Staff has been utilizing these resources to
implement improvements throughout the city.
Infrastructure
The City has been actively implementing a variety of investments to the city's bicycle and pedestrian
infrastructure. The list generally moves from through the city west to east:
Improvements to Luce Line at Nwy�69
Improvements will be made to the Luce Line Regional Trail crossings on Plymouth Avenue near Nwy�69 this
spring by Three Rivers Park District (see attached map). The updates will remove conflicting signage and
add pavement markings at the intersection of Plymouth and Kilmer Lane to make the crossings consistent
with other crossings in the Three Rivers trail network. The attached exhibit provides more detail about the
improvements.
�mouth Avenue Bike Lanes
Improvements will be made to Plymouth Avenue from Mendelssohn Avenue to Winnetka Avenue this
summer (see attached map). The project will add on-street bike lanes, upgrades to traffic signals,
intersections, and trail crossings; trai) reconstruction; and improvements to sanitary sewer, storm sewer, and
water main.
NWy 55 west Area
Sidewalks will be added in the Nwy 55 West Area (see attached map) this summer. The area includes
Golden Valley Road from Nwy 55 to Mendelssohn Avenue, Decatur Avenue from Golden Valley Road to
7th Avenue, and 7th Avenue from Boone Avenue to Decatur Avenue. The project will also include the
undergrounding of overhead power lines, new street lighting, and the reconfiguration of the intersection of
Decatur Avenue and Nwy 55 to improve safety.
Liberty Multi-Use Trail
As part of the Liberty apartment and townhome development on the southeast side of Winnetka Avenue
and Medicine Lake Road, the developer constructed a multi-use trail along Rhode Island Avenue from
Winnetka Avenue to the Pennsylvania Woods Nature Area.

Nwy 55 Crossin�s
Golden Valley staff hosted a meeting with MnDOT staff in March about opportunities to improve crossings
at Nighway 55 for bicyclists and pedestrians. MnDOT wilf be repaving Nwy 55 from General Mills
Boulevard/Boone Avenue to Nwy�oo in 2022 (could range from 2022-2027). This will provide the
opportunity to update pavement markings at intersections to make pedestrian crossings more visible and
comfortable. Staff is currently inquiring with other members of MnDOT staff about the opportunity to add
leading intervals for bicycle/pedestrian crossings to the traffic signals along I-Iwy 55. Leading intervals are
included in the City's Intersection Crossing Treatment Toolkit (see attached). This tool improves the
visibility of crossing bicyclists and pedestrians because they receive the signal to begin crossing before
turning motorists are signaled. It establishes the bicyclist/pedestrian in the crosswalk before motor vehicles
begin to move. Leading intervals are a low-cost, high-benefit improvement that can be made to the traffic
signal system. Staff will continue to pursue these improvements of Nwy 55. Staff also intends to study
lighting at crossings to understand if lighting can be moved directly over crossings to improve visibility.
NWy 55 and Douglas Drive Intersection
Staff is working toward a funding application for the advanced design and construction of an underpass at
Douglas Drive and Nwy 55. The next phase in this pursuit requires approximately$70,00o in design work.
Many large funding applications require that a project be at the advanced design level with construction
costs calculated. This step will be discussed during the City budgeting process. The project is expected to
cost approximately$6 million. The two funding sources that been identified are from state's capital budget
(secured through legislative action) and federal transportation funds (secured through the regional
solicitation process facilitated by the Metropolitan Council). Local funding from the City's Capital
Improvement Program (CIP) will also be utilized.
Glenwood Avenue Bike Lanes
Bike lanes were installed by Nennepin County on Glenwood Avenue from Nwy 55 to Xenia Avenue as part
of their 20�7 pavement rehabilitation project. On-street bike lanes for the portion between Xenia and Nwy
�oo will require further study and design due to space constraints and high traffic counts. The portion east
of Nwy�oo to the boundary with City of Minneapolis is scheduled for pavement rehabilitation in 20�9 or
2020. This will include an assessment of crosswalks along the route.
Xenia and Golden Nills
Street and signal improvements will be made to the following streets in the Xenia Ave and Golden Nills Dr
area (see attached map). The improvements are necessitated by redevelopment in the area, including the
Arcata Apartments, Talo Apartments, and the Xenia Apartments. The project includes the construction of
turn lanes and medians, addition of sidewalks, accessibility improvements to existing sidewalks, storm sewer
modifications, traffic signal modifications and upgrades, mill and overlay of bituminous pavement, restriping,
and railroad crossing improvements.
I-Iwy�oo Pedestrian Bridge
Maintenance will be conducted on the pedestrian bridge crossing Nwy�oo near Briarwood Nature Area
this summer. The sidewalk approaching the bridge on the Golden Valley side will be replaced. The railings
will be repainted and sealed. This project is jointly funded by City of Crystal and City of Golden Valley.

Three Rivers Park District will be assuming maintenance responsibilities for the bridge, which is on the route
of the Bassett Creek Regional Trail.
Bassett Creek Regional Trail on Golden Valley Road
Three Rivers Park District applied for a $�oo,000 Nennepin County Bikeway Grant to assist with
engineering and construction of the Bassett Creek Regional Trail on the south side of Golden Valley Road
between Reagent Avenue and Bonnie Lane. Three Rivers Park District will also apply for federal funding for
the construction of the trail from the Metropolitan Council's 20�8 regional solicitation process to complete
the trail. If funding were secured, the construction would likely take place in 2023 before the opening of the
Blue Line Extension light rail project. The trail will be completed from Bonnie Lane to Theodore Wirth
Parkway when the Golden Valley Road bridge over the BNSF railway is reconstructed as part of the Blue
Line Extension light rail project. Construction is anticipated between 202o to 2023.
City staff inet with Nennepin County and Three Rivers Park District staff to consider whether the funding
applications should include the full reconstruction of Golden Valley Road in conjunction with the trail
project. Nennepin County staff noted that Golden Valley Road is not due for reconstruction for another 20
years or so. There are several other roadways in the area that are due sooner based on age and condition.
Therefore, a funding application would not be successful at this point in time. Additionally, all utilities under
the roadway would be replaced with a reconstruction project. This will require several million dollars from
the City budget. The City and County will coordinate schedules and budgets in order to plan for a full road
reconstruction in the long-term. All partners agreed that Three Rivers Park District should pursue funding
for the trail in the interim.
City and County staff also considered whether the funding applications should include the design and
construction of a multi-use trail on Golden Valley Road from Douglas Drive to Regent Avenue. It was
determined that it would be beneficial to wait for the results of advanced roadway design work in this
corridor that will be completed by I-lennepin County this summer. This design work is funded by a Federal
Transit Administration grant associated with the Blue Line Extension. After this step is completed, the City
and County will assess the scope of the project and opportunities for funding. The City anticipates that
even with grants and agency partnerships, this project will require substantial funding in the City's CIP.
Courage Kenny Project on Golden Valley Road
In 20�7, Nennepin County installed temporary safety improvements to a crosswalk on Golden Valley Road
that connects a bus stop to Courage Kenney Rehabilitation Institute about 45o feet east of Nidden Lakes
Parkway (see attached map). Delineators and pavements markings were installed to create a median refuge
for bikers and pedestrians since many motorists fail to yield at this crosswalk. The County is interested in
constructing a permanent concrete pedestrian refuge island in the future.
CP Rail
Representatives from the Canadian-Pacific (CP) Railway inquired with the City, County, and Three Rivers
Park District in fall 20�7 about the future of a railway segment that CP is willing to sell at some point in the
future. The segment runs under Nwy�oo and Nwy 55 near Breck School (see segment A to B on attached
map). A multi-use trail on this property would provide excellent connectivity. It would also provide below-

grade crossings of major highways to improve comfort and safety. Extensive negotiation for this land would
take place, so a price was not discussed at the initial meeting. Staff at the City, County, and Three Rivers
Park District agreed that the trail would serve as a local route until a trail is constructed on the other CP rail
line in the City (see the multi-use regional trail identified in purple on the Bicycle and Pedestrian Plan Map).
Therefore, the City would be the best agency to lead the effort to negotiate a land sale. Staff has added
this segment to the Bicycle and Pedestrian Plan. This is a long-term project due to its high cost. The City will
include adjacent property owners in future discussions.
Talo Apartments Multi-Use Trail
The developer of Talo Apartments, located on the northwest quadrant of Nwy�oo and I-394 (accessed
from Circle Down), the developer will be finishing the construction of an off-street trail from Xenia Avenue
to the terminus of Circle Down on the south side of the property near I-394.
Central Park West Apartments Central Park
As part of the master plan for the Central Park West area, located on the southwest quadrant of Nwy�oo
and I-394, the developer of the Central Park West Apartments has constructed a park with biking and
walking paths on the south side of the building. The park provides a connection between the West End
Shopping Center on �6th Street and the South Tyrol neighborhood to the east along Wayzata Boulevard.
The park will connect to a multi-use trail planned for Wayzata Boulevard (see Plan Map). Two �o-story office
towers with protected bike parking, showers, and other biking amenities are planned on the south side of
the park for a future phase of development.
Signed Bicycle Routes
Public Works staff will be installing signage on nearly 4 miles of local streets this summer. The routes are
located within Maintenance District 3 (see attached map).
On-Street Bike Lanes
Staff is analyzing whether all planned on-street bike lanes on the GV Bicycle and Pedestrian Plan can be
striped and signed using funding from a future CIP. The City is obtaining a quote for this work in order to
inform this budgeting discussion.
Planning, Policies, & Programs
The City has been working on a variety of policies, programs, and planning efforts that implement the goals
and objectives set forth by the Bicycle and Pedestrian Plan.
LimeBike
Golden Valley will be the first city in Minnesota to implement dockless bike sharing. The City has launched
a pilot program with LimeBike. This spring, road bikes and electric bikes will be spread throughout the City.
Rides will cost $� for every half-hour, with discounts available for students and lower-income residents.
Riders use a smartphone app to locate, unlock and pay for a bike. Once the trip is over, users can lock it at a
bike rack in a public area. The LimeBike system has similarities to the NiceRide Minnesota program, which
includes docking stations for bikes when not in use. LimeBike will maintain the bikes and keep track of
where they are. LimeBike will be responsible for the operations and maintenance of the bikes. The pilot

program will last through the end of 20�8 at no cost to the city, at which point the City will weigh the pros
and cons of the service and decide if the program should continue. The trial period will allow the city to
grapple with some of the challenges posed by dockless bikes. This will also provide the opportunity to
analyze data about bike use patterns and locations or routes of highest demand. LimeBike and the City are
currently in discussions with neighboring communities about opportunities for expansion.
204o Comprehensive Plan
Staff recently completed a draft of the Transportation Chapter of the Comprehensive Plan. The
recommendations, maps, input, and meeting minutes of the Bicycle and Pedestrian Planning Task Force has
been included. A draft of the entire plan, including full reports from various consultants, will be released for
a bo-day public comment period in May 20�8. The Bicycle and Pedestrian Plan has been incorporated into
the City's CIP, grant writing, maintenance and operations, redevelopment project approvals, and agency
partnerships.
Downtown Golden Valley Planning Study
Through the Comprehensive Plan process, the 204o Future Land Use Plan identifies Downtown Golden
Valley as one of four Planning Districts that will experience population growth and redevelopment. The
study area is generally located between the Luce Line and Nwy 55 and between I-Iwy�b9 and Pennsylvania
Avenue. The Downtown Planning Study will be conducted in the summer of 20�8 and it will address bicycle
and pedestrian connections to and within the area. A vision statement has not yet been created for this
area, but the vision will most likely focus on commerce, community gathering for people of all ages,
historical and authentic charm, walkability, and bikeablity. Staff will assess whether there are outstanding
issues within the area that may act as a barrier to realizing this vision for the area.
20�8 Bike Rodeo
This annual event will take place on Thursday, May 3, 6-8pm, at the Crystal Community Center at 4800
Douglas Drive. The Bike Rodeo educates kids in bike safety and introduces them to local law enforcement
in a fun environment. Participants try out their biking skills on an obstacle course while experts teach hand
signals and fix mechanical problems with bikes and helmets. It is sponsored by the Cities of Golden Valley,
New Nope, and Crystal, and Golden Valley VFW Post 705�. Registration is not required and the event is
free.
Updates from Neighboring Cities
Plymouth
The updates to the Luce Line Trail on Plymouth Avenue are located in Plymouth as well. There are other
trail projects underway in Plymouth, but not near the Golden Valley border.
New Nope
This summer, an off-street multi-use trail will be added on Boone Avenue in front of the Spanish Immersion
School. As part of a mill and overlay project, it will transition to on-street bike lanes and sidewalk north of
the school up to 42"d Avenue. Bikers and walkers traveling on Boone Avenue can utilize facilities on
Medicine Lake Road and Winnetka Avenue into Golden Valley.

The City of Crystal is working in partnership with Golden Valley on the maintenance of the Nwy�oo
pedestrian bridge.
Robbinsdale
The reconstruction of Noble Avenue between the BNSF Railroad and 36th Avenue began last year. The City
is constructing a �o-foot wide multi-use trail on the west side of the road. Construction will begin again this
spring and the project will be completed mid-summer 20�8. Noble Avenue crosses into Crystal from 36th
Avenue to 34th Avenue. The Golden Valley plan calls for a multi-use trail on Noble Avenue from 34th
Avenue to Golden Valley Road.
St. Louis Park
There are several trail, sidewalk, and bikeway projects underway in St. Louis Park for 20�8, but they are
south of Cedar Lake Road. Visit the "Connect the Park!" webpage for more information.
Minneapolis
Last summer, the City upgraded the sharrow pavement markings to dedicated bike lanes on Glenwood
Avenue between the boundary with Golden Valley and I-94. This summer, the City will be upgrading the
bike lanes to curb protected bike lanes on Plymouth Avenue from Penn Avenue to Lyndale Avenue. The
City has started project planning and design for a bike boulevard and pedestrian improvements on Queen
Avenue between 44th Avenue and Glenwood Avenue. Several other projects are occurring throughout the
City.
What's Next
Staff will continue to pursue a variety of infrastructure projects, studies, programs, grant funding, and
agency partnerships in order to implement the Bicycle and Pedestrian Plan.

Introduction
The Golden Valley Transportation Plan includes the long-term goals for the bicycle and pedestrian network
in the City.This section focuses on implementation of the community's vision from today through 2040.
This plan is meant to be used as a guide by which decisions regarding transportation facilities and programs
will be made in Golden Valley.
Bicycle and Pedestrian Policy Plan
The following text will be incorporated into the Goals Section of the Transportation Chapter of the 2040
Comprehensive Plan, which will include goals established for the roadway and transit networks.
Goal ��:
Expand the Bicycle and Pedestrian Network in Order to Provide a Balanced System of
Transportation Alternatives
Objective#�: Ensure that Local and Regional Destinations are Accessible by Biking and Walking
Policies:
• Prioritize the construction of routes and intersection improvements near destinations such as
Brookview Community Center, Blue Line Light Rail Stations, schools, parks and nature areas,
Greater powntown, retail centers, senior housing developments, healthcare facilities, and the West
End
• Conduct further study opportunities to improve the bicycle and pedestrian network in the
Downtown West area
• Conduct site plan review as redevelopment occurs to ensure that sites provide an environment
conducive to walking and biking
Objective#2: Work with other Agencies and Property Owners to Construct New Bicycle and Pedestrian
Routes and Upgrade Inlersections
Policies:
• Require property owners to install sidewalks in identified areas as redevelopment occurs
• Collaborate with Hennepin County, Minnesota Department of Transportation, Three Rivers Park
District, Minneapolis Park and Recreation Board, and other applicable agencies during repaving and
reconstruction projects on roads and intersections
• Work with adjacent city governmental agencies to implement consistent facility treatments across
municipal boundaries
• Seek opportunities to partner with organizations to implement the recommended improvements

Objective#�: Identify and Remove Safety Challenges for Pedestrians and Bicyclists at Intersections,

Objective#5: Encourage Year-Round Walking and Biking by Ensuring that Winter Maintenance of
Bicycle and Pedestrian Facilities is Adequately Addressed
Policies:
• Continue providing winter maintenance on bicycle and pedestrian facilities in the City
• Evaluate the option of shifting winter maintenance responsibilities to property owners
• Consider enhancing volunteer opportunities to ensure timely winter maintenance
Implementation Plan
Implementation of this plan will occur as opportunities arise and financial resources become available.
Exact timing of implementation will depend on funding, staff time,grant funding, and opportunities to
partner with other organizations and property owners. It is important that City staff evaluate the
assumptions that were made when this plan was created and update the plan as assumptions change. These
assumptions include cost estimates,financial resources, future population and employment growth
projections, the City's Land Use plan, community and City Council input on goals and priorities, existing
roadway classifications, rate of accidents involving bicyclists or pedestrians, destinations within the
community, and other factors that affect implementation.
Bicycle Route Improvements
Since most of the roadways in Golden Valley have been reconstructed in the last 25 years, reconstruction is
not expected again on most roadways until the 2o4os. During reconstruction, the City has the opportunity
to build sidewalks, multi-use trails, or protected bike lanes at a fraction of the cost. It is more cost-effective
to complete many of these improvements at that time. In the meantime, City staff will implement
improvements that balance the space and cost constraints on current roadways. Projects will be
implemented as financial resources become available or redevelopment opportunities arise.
Signed bicycle routes with wayfinding signage as well as on-street bicycle lanes can be constructed with mill
and overlay projects, which occur in a shorter time frame than road reconstruction. Signs can be erected on
these routes as a routine maintenance activity.The Public Works Division divides maintenance
responsibilities into five geographic zones. Each year, staff will implement the projects identified within that
zone.
Pedestrian Route Improvements
The City of Golden Valley has focused on implementing pedestrian routes for several decades. Nearly all
major roadways in Golden Valley have a sidewalk or trail located on at least one side of the roadway. The
204o Comprehensive Plan focuses on the following improvements for the pedestrian network:
• Fill important gaps in the existing sidewalk network
• Prioritize the enhancement of crossings and intersections for pedestrian safety and comfort
• Continue bringing existing facilities into compliance with the standards established by the
Americans with Disabilities Act
• Continue to conduct regularly scheduled maintenance on existing pedestrian facilities
• Explore options for improving winter maintenance (snow removal) of existing and future facilities
