Minutes of February 7, 1969 Meeting
The February 7, 1969 Golden Valley Civil Service Meeting was held at the home of
Chairman Edward C. Glass, Mr, Glass called the meeting to order at 7:31 P.M. In
attendance were Chairman Glass, Secretary R. J. Hazelrigg, and Past Chairman
Wallace E. Erickson, Police Chief Frandsen was on vacation,
Mr. Erickson was congratulated for the fine job he did as last years chairman,
More Commission business was conducted last year than in any year in recent history.
Mr. Glass reviewed his letter of January 29, 1969 directed to Robert Skare.
Mr. Glass reported on his January 9, 1969 visit, as a guest, to the Golden Valley
Human Rights Commission. Chief Frandsen, Lieutenant Ed Howard, Sergeant Kilbo, and
Sergeant Schonecker were also guests at this same meeting. In speaking to this
group, Mr. Glass reviewed the Civil Service Commission's hiring procedures. He
described our advertising, application forms, oral examinations, written
examinations, etc. He explained that we are an equal opportunity employer and that
we must check quite thoroughly on each applicant regarding his military experience,
past history of employment, recommendations, etc. The Civil Service Commission
does not have an administrative function on complaints until a formal complaint
has been issued as prescribed by Civil Service Law, The Civil Service Commission
is an independent body appointed by the Village Council, Members of the Civil
Service Commission may be dismissed by the Village Council, for just cause, after
due notice and after a hearing, A Commissioner holds his office until his
successor has been duly appointed and has qualified.
Mr. Erickson agreed to send a letter to Mr, John N. Mitchel, Chairman of the
Golden Valley Human Rights Commission, explaining procedures which should be
followed to legally dismiss a Civil Service Commission member, 2ke
The group reviewed the Police Department's proposed new policy on encouraging
continued training and education. Basically, the Commission feels that this is a
splendid program.
The Department of Safety Operational Plan for Civil Disorders was also reviewed
in spite of the fact that this is not a Civil Service Commission responsibility.
Secretary Hazelrigg agreed to up -date all current files. It was decided that at
each annual meeting the Secretary should be sure that the files, the personnel
roster, and the eligibility register are up-to-date. The personnel roster is to
show name, age, address, date of employment, pay, and position.
Mr. Glass presented a Minneapolis pap newspaper clipping describing a man ruled
as a veteran after serving only nine days in the military service. The clipping
will be filed.
The meeting was adjourned at 8:47 P.M.
