02/23/72 CSC MinutesLICE CIVIL SERVICE COMMISSION VILLAGE OF GOLDEN VALLEY Minutes Meeting of February 23, 1972 Memberspresent: John Mitchell, Edward Glass, and Pierre Meyer Guests present: David Gorski (Director of Public Safety) and LeRoy Trandem (Patrolman) This was the official annual meeting of the Commission. Chairman Glass called the., meeting to order at 8:07 P.M. in the Village Hall. Minutes of the January 22, 1972, meeting approved as read. The Commission reviewed the reports on status of the Department as presented by David Gorski. The Commission reviewed the current status of the Eligible Registers for Patrolman and Sergeant. The Commission reviewed changes in Staff for 1971. Two Officers resigned from the Department - Sgt. Ludtke and Patrolan Russell. One patrolman was newly employed in 1971 - Jeffrey Arneson. The Director of Public Safety gave a brief oral report on the Department. It included concerns regarding police activity, efficiency, morale, and equipment. The Commission discussed the draft of the statement of responsibilities which was read. Discussion will continue at the next meeting. The Commission has been asked to appoint a representative to the Police/ Community Relations Committee. The Commission agreed that time conflicts make it difficult to do so. Chairman Glass will write to the Village Manager and explain our decision while asking that we continue to be in- formed about activities of the Commission. The Commission discussed the new suggested qualifications for position of Administrative Lieutenant. Changes to be made are.contained within the "Rules and Regulations - Civil Service Commission, Golden Valley, Minnesota", adopted February 1, 1960. After considerable discussion, the,following motion was carried: Motion 3/1/72 to change under Section 23, the statement on "Minimum Application Recuirements" to read: "The minimum requirements are: (1) Graduation from an accredited four-year college or university with a baccalaureate degree in police administration or a'related field, and (2) At least four year's police experience; two years of which are at a rank above patrolman (t+rts- 0 Page 2 Police Civil Service Commission: Minutes requirement subject to waiver by the Commission, and (3) Satisfactory character references and (4) United States citizenship." (Meyer, Mitchell). Motion passed 3-0. Motion 3/2/72 - To delete the entire reference: "Desirable experience and training: Considerable police experience, preferably including supervisory work. Completion of high school.19 (Meyer, Mitchell). Motion passed 3-0.' The Commission then discussed the procedure to establish an eligible roster for the position of Lieutenant. This includes advertising the open position, testing plans, oral examination, and notification. The chairman asked Meyer and Mitchell to prepare such plans so they can be discussed at the next meeting.
