Golden Valley Police Civil Service Commission

Members present; John Mitchell, Gordon Sandbakenr Pierre Meyer
Others present; Acting Director Ed Howard, Sergeant Ron Pavlock, Administrative
Assistant Jeff Sweet
The purpose.of the meeting was discuss an individual police officer and the
meeting was therefore closed. The minutes are restricted to the participants.
The meeting was called to order by John Mitchell, chairperson.
There was extensive discussion regarding Police Office David Nelson, His
probationary period is to end on March 15, 1975. The supervisors present
reported on a number of situations from the work of Officer Nelson and
indicated instances of disciplinary action. They indicated that Officer Nelson
has the potential to be a good officer but that he needs additonal
Probationary supervision to insure that he has the qualities necessary for
certification to permanent status,
Officer Nelson must be certified to permanet status or his appointment i3 -
terminated. The Commission discussAd material provided by Mr, Allan Barnard,
associate of the City Attorney, The Public Safety supervisors reported that
. Mr. Nelson was willing to proceed as Mr. Barnard outlined.
It was ,moved (Meyer) , seconded (Sa.ndbaken), and carried (3 yes 0 no):
that the Civil Service Commission not certify Police Officer David Nelson `
for permanent status as of March 15, 1975.
It was moved (Meyer) , seconded (Sandbaken);, and carried (3 yes, '0 no) ;
that, provided Police Officer David Nelson is willing to sign letter
prepared by Attorney Barnard and is willing to abide by the agreement
as outlined, P'clice Officer Nelson be appointed to a probationary position
beginning March 16, 1975 for six months expiring on September 16, 1975,
Announcements: Next meetings - March 20 and 24 to review police officer
applications It was agreed that any person who indicates to Sgt. Pavlock or
Mr. Sweet by Monday, March 17 that they wish to apply and want to interview
regarding the position will have met the March 17 deadline.
