03/25/75 CSC Minutes• MINUTES Police Civil Service Commission March 25, 1975 Members Present: John Mitchell Gordon Sandbaken Pierre Meyer Guests and Staff Present: Ron Pavlock Jeff Sweet Roxie Kiefer (League of Women Voters Representative) We discussed earlier material sent to the Golden Valley Human Rights Commission about our decision to use a two-year college degree requirement. We agreed that copies of this letter from three years ago would be sent to the Human Rights Commission. We continued to review police officer applications. The affirmative action totals for applications by this date are 317 white males, 38 white females, 2 Asian American males, 2 Spanish Surnamed American males, 5 American Indian males, • 2 black males and 1 black female. Sgt. Pavlock had reviewed earlier applications and had set aside a number of them for review by the commission members. He set these aside as questioning whether or not they met application requirements. The commission reviewed those files. At the end of this review the commission discussed the number of individuals who would be passed from the written exam on to the oral exam stage of the register development. A motion was made (Meyer, Sandbaken) to "express our intention to pass the top thirty names on the list, or those tied for the last position, unless further indication makes us believe we should change that number". Motion passed 3 - 0. The commission then was joined by the following individuals; Police Officers Dwight Wells, Dave Stohl, James Beardsley, Leroy Trandem, and Jim Berge; and by Sergeants Jim Zelinsky, William Sullivan, and Gary Quanstromf and by Harry Karasov,, • a representative of the Human Rights Commission. The discussion was on the Lieutenant's Register. The police officers present expressed concern about the decision to eliminate one civil service position for Lieutenant in creating the Assistant Public Safety 1U '10 • Minutes of the Police Civil Service Commission Page 2 Director position. We also discussed whether or not the commission would waive the requirement for four years of education for this lieutenant level. Considerable discussion was given over to educational requirements. At the end of this discussion a motion was made (Meyer, Sandbaken), The motion was "that the Civil Service Commission request a meeting with the City Manager, Barkley Omans, as soon as possible to discuss the decision to change a civil service position and that the members of the City Council be invited to that meeting". Motion passed 3 - 0. It was agreed that we would try to establish that meeting for Thursday, April 3, and Jeff Sweet was asked to make arrangements for that meeting. A final item was that we agreed that police sergeants would assist the commission in developing questions for the oral exam for police officers.
