Golden Valley Civil Service Commission
April 14, 1975
Members present: John Mitchell, Gordon Sandbaken, Pierre Meyer
Others present: Roxie Kiefer (LWV), James Crawford, Jeff Sweet, Leroy Trandem,
Dwight Wells, Jim Zelinsky, Gary Quanstrom, Ron Pavlock, Jim Beardsley,
Dale Smedberg, and Lee Wanglie
1. Director James Crawford was introduced.
2. Public Safety Officer exams were discussed. ORal boards must have job-related
impact and answers must be determined before the interview; bds may include
.non -commission members. The Commission agreed to establish teams of one member,
a Sgt, and a department official.
Robert Flint will be asked to score written inventories after the Oral;- inventories
are to be given before each person's interview. It may be worthwhile to ask
for psychological interviews before a person would be appointed to a probationary
Position.
Written exams are Saturday, April 26. First oral bd will be around May 24.
3. Veteran's preference legislation has passed and becomes law upon Governor's
signature. It awards five points for original appointment; no pts for promotion.
4. The Director discussed a draft of the job description for Asst Public Safety Director.'
5. Modification of education and experience requirements for Lieutenant were
discussed at length. Mitchell proposed consideration of grandfather clause
for education for persons in the G.V. dept. A motion was made (Meyer, Sandbaken):
to request the City Attorney to provide to us an opinion
as to whether or not requirements made can be different
for applicants from within vs. those outside the department.

6. Discussed Rules and Regulations. We need to review and update: veteran's pre-
ference clauses, part-time officer rules, termination of -appointment at
end of probationary appt, fringe benefits since those are not Civil Service
related, Captain position, titles for positions - "Police" or "Public Safety",,
position descriptions, yearly evaluation of performance, Code of Conduct
as it relates to Rules and Regulations, and affirmative action statement.
7. Director Crawford asked that we certify the next three names on the Sgt Register.
Motion made (Meyer, Sandbaken):
to send to the City Manager the names, in order, of
1) Dwight Wells, 2) James Beardsley, and 3) Dale Smedberg.

8. Director Crawford discussed a questionnaire he is using in department
interviews he is now conducting.
9. Next meeting is scheduled for Tuesday, April 29 at 7 p.m. to discuss
oral examinations for Public Safety Officer. Before that time,
department administrative staff will meet to frame some questions.
