CIVIL SERVICE CCWISSION
CITY OF GOLDEN VALLEY
Monday, May 19, 1975
7:00 p.m. - CLOSED MEETING - Commission members and City Administrative
staff - Mitchell, Sandbaken, Meyer, Crawford, Pavlock, and Sweet
Commission was informed about State of Minnesota Department of Human
Rights allegation of discrimination against City of Golden Valley and
one police officer.
Heard report from Mr. Sweet regarding questions on education and exper-
ience. City Attorney advisory indicates that it is not possible to
have two different sets of requirements for in or outside department
applicants for Lieutenant position. Also, concern expressed about
legality of Lieutenant's educational requirements. Discussion limited
to question of asking for closed meeting with City Attorney staff.
Oral testing for Police Officer was discussed. Concern about establishing
an Eligible List from first 30 on written exam and holding a pool of the
• next 30 persons to be held for second listing. Discussed items for
oral examination and validity for answers. Time limited so only two
items discussed.
8:00 p.m. • OPEN MEETING - Others joined by Sgt. Quarnstrom
1. Veterans preference law (revised) approved as of April 18, 1975.
2. Requirements for Lieutenant position and examination were discussed.
Mitchell discussed possibility of setting educational requirement
at three years (135 credits) with law enforcement emphasis. Consider-
able discussion regarding effects of any educational requirement
was held. Questions on reaction of present officers were raised.

For Lieutenant position - reduce educational requirement to three
years and restrict eligibility to those'.within the department with

For Lieutenant position - reduce requirement from four-year degree
to three years of college in police administration related curriculum
and other current requirement (without waiver on experience)

For 1977, Lieutenant's Eligibility Register, the education#
requirement be a four-year degree.
(Motion passed, 3-0)
3. Testing for Lieutenant position. Written exam, oral exam,
pshyhological exam, and in -basket exercise. Agreed to request
fun8s for consultant to assist in developing valid written exam
and in -basket exercise. Request made to City Manager to provide
funds for consultant to assist in preparation.
Advertising was discussed. Question of cost and extent was of
concern. Commission agreed to advertise statewide and provide
some national notification of particular groups related to affirma-
tive action concerns. It is understood that applicants from
out-of-state would have to cover their own expenses to come for
oral examinations process. Tentative deadline for applications
will be July 15, 1975.
• 4. Police Officer examination was discussed. It was agreed to notify
the first 30 names that they are eligible for oral examinations.
The next 30 letters will say that they have completed the first
step, that no further action will now be completed, and that at
a future time, they may be invited for oral examinations.
