07/15/75 CSC Minutes• MINUTES GOLDEN VALLEY CIVIL SERVICE COMMISSION Tuesday, July 15, 1975 Members present: John Mitchell, Gordon Sandbaken, Pierre Meyer, Others present: Director Crawford, Assistant Director Pavlock, Jeff Sweet, LeRoy Trandem 1. Minutes approved for May 28, 1975. 2. Mitchell called attention to letter commendation for officers Lebsock and Ego, dated June 30, 1975. 3. Lt. Howard's request for leave of absence was approved by City Manager Omans. Leave approved through October 1, 1975• 4. Reviewed testing for Lieutenant. Discussed proposals from various agencies and consulting firms. Proposals received from Personnel Decisions, Inc.; International Association of Chiefs of Police, International Personnel Management Association; State of Minnesota Department of Personnel; and Hobart -Martin Associates. The proposals are briefly described as follows: A. PDI - Assessment Center Phase I - Written (50 persons) $ 975.00 Phase II - Interview, Psychological assessment, and In -basket (12) 1300.00 Phase III - Group and Role Playing (6) 400.00 On alternative for PDI is to have the Civil Service Commissioners do the interviews and score the in - basket exercise. The cost would be about $1575 B. IACP - Written and Oral exams an alternative $4500.00 for this would be a full assessment center for a cost of $4500. C. Hobart -Martin - Writen, Oral, and Psychological Exams $1500.00 D. IPMA — Written examination would be provided now but other segments would need further discussion. Civil Service Commission Minutes (Continued) Page 2 E. State of Minnesota Civil Service - could provide written examinations for $50 + $1 per examinee. Would want to cooperate with validation project for assessment center. Would require 4 to 6 months but cost would be only for administrative service. There was considerable discussion among commission members and guests as to the advantages and disadvantages of each proposal. The commission was concerned about the ability of the proposers to provide excellent service at reasonable cost. A review of the discusion is: State of Minnesota - low cost but not timely; can not wait for six months IPMA - no good "Bid", we do not know what they can do. IACP - Approve of their approach and elements but cost is higher than others. Hobart -Martin - modified assessment center approach is worthwhile but does not include all aspects thought necessary. PDI - assessment center is most acceptable as it includes all parts at reasonable cost. Motion made: To recommend to the City Council and the City Manager that funds be provided (approximately $2700) and that we accept the bid from Personnel Decisions, Inc. for a full assessment center examination for Lieutenant. (Meyer, Sandbaken). Motion passed 3 to 0. Material will be prepared and submitted to the council. 5. Commission discussed budget needs for 1975 and budget estimates for 1976. Needed: 1975 balance of year additional $2738 1976 $4275 In 1975, we have already expended $1223. The estimates for 1975 include costs for general commission activities and Sergeants Register testing. The Commission adjourned.
