02/03/76 CSC Minutes• Civil Service Commission City of Golden Valley MINUTES February 3, 1976 Commission members present: John Mitchell, Gordon Sandbaken, and Pierre Meyer Others present: Director Crawford, Asst. Director Pavlock, Lt. Olson, and Officer Trandem Annual meeting called to order at 7:20 P.M. by Chairperson Mitchell. Minutes of December 4, 1975, meeting approved. Commission heard report on LEAA Grant request for team policing, the influence it may have on opening positions, the reaction of current police personnel, the plan for neighborhood involvement, and in-service training. Chairperson Mitchell reported on his "end -of -year" meeting with the City Council and his responses to a questionnaire from the League of Women Voters. Eligible lists for current registers have been posted in the Public Safety Building. Gordon Sandbaken has been reappointed to a three-year term for the Commission. Chairperson Mitchell distributed a report on actions of the Commission during . the past year (copy attached). Director Crawford distributed information on personnel status as of January 1, 1976. There was discussion on the annual report of the Department of Public Safety. Commission discussed changes in the Department and informal assessment of morale. • As per legislative mandate, the 1976 Chairperson will be Commissioner Meyer. Gordon Sandbaken was elected Secretary for 1976. Suggestion was made to clarify the use of the titles, "Public Safety Officer" and "Patrol Officer". Chairperson Mitchell asked the Director to clarify the use of titles, particularly when the Rules and Regulations of the Commission -are updated. Commission discussed preparation for testing process for the Sergeants' Register which is to be acted upon during 1976. An open meeting will be scheduled to discuss the procedures. Meeting adjourned at 9:10 P.M. Pierre Meyer, Secretary The next meeting of the Commission will be Tuesday, March 16th, at 7:00 P.M. The Sergeants' Register and testing will be discussed at this open meeting. • Civil Service Commission Chairman Report 2/3/76 Highlights of 1975 Activities • Established Public Safety Officer Register. Expires August 5, 1977. The sergeants provided valuable assistance in testing applicants. Established Lieutenant Register. Expires December 4, 1977. Testing was conducted by Personnel Decisions, Inc. • Received excellent support from the Director and Assistant Director of the Public Safety Department. • Met with the City Council to discuss the need for two lieutenants. 0 • State of Minnesota legislation has changed the veterans preference rights for civil service appointments. Absolute preference and promotional points have been eliminated. Items to Consider in 1976 • Update the Rules and Regulations of the Civil Service Commission. Remove sex references. Include Affirmative Action requirements. Specify or delineate educational requirements. is Assure compatibility with department regulations. - 2 - s Start the procedure to establish a new sergeant register. Current register expires June.22, 1976. • Review lateral entry. • Review the 1976 plans of the Public Safety Department to determine how the Commission should be involved. •
