03/17/76 CSC MinutesCIVIL SERVICE COMMISSION CITY OF GOLDEN VALLEY MINUTES March 17, 1976 Commission Members Present: Others Present: Pierre Meyer John Mitchell Director Crawford Lt. Zelinsky Sgt. Dwight Wells Officer Trandem Officer Smedberg Meeting called to order at 7:20 P.M. by Chairperson Meyer. Minutes of February 3, 1976 Annual Meeting were approved. Discussed the sergeant testing which is to be given in 1976. Requirements: Graduation from an accredited four-year college or university with a baccalaureate degree. (This education requirement shall be waived for Public Safety Officers on the Golden Valley Department of Public Safety as of January 1, 1973, except that after January 1, 1978 such Public Safety Officers must have completed 90 credits.) Additional requirements: A period of 4 or 5 years was suggested as a minimum to gain the necessary varied exposure. No length of time was established. Director Crawford to check the requirements of depart- ments in other cities. Officer Trandem to check the Police Association, Inc. Lateral Entry: It was moved, seconded and passed that the sergeant testing in 1976 will be limited to Golden Valley Public Safety Officers. Comments on testing procedure: a) Reduce the weight of the peer and supervisor rating to 10% instead of 20%. b) Written exam should have validated, relevant questions based on sergeant duties. - 2 - c) Psychological test should be a go -no-go, and excluded from test scores. d) In -basket should have a higher rating (say 25%) and should provide sufficient data to accomplish test. e) Group discussion should have a higher rating (say 15%). Questions should be selected such that all applicants have sufficient experience to deal with the question. Next meeting will be at 7:30 P.M. on April 6 1976.
