POLICE CIVIL SERVICE COMMISSION MEETING
City of Golden Valley
May 17, 1977

Meeting was called to order by Chairperson Mitchell at 7:00 p.m.
Item 1: The Commission has been requested to attach a copy of the Proposed
Plan for 1977 to the copy of the May 17 meeting minutes.
Item 2: The updated copy of Rules and Regulations was reviewed. A motion
was made, seconded and approved that the Rules and Regulations be
accepted.
Item 3: Public Safety Director Crawford was commended for the part he per-
formed at the dedication ceremony of the Minnesota Law Enforcement
Memorial program.
Item 4: The 1977 recruitment effort was reviewed.
A) Jeff Sweet and Glen Olson are making contacts with various
colleges and universities to make the applications available.
B) The Police Officer Entrance Examination provided by the State
of Minnesota seems to be the most effective test available at
this time.
C) An agility test will be reviewed at the next meeting.
D) The written examination will take place on June 28 from 6:30 -
9:30 p.m.
Item 5: The schedule which will be used as a guideline for the recruitment
of public safety officers is as follows:
A) Position requirements announced by department.
B) Closing date for applications is June 13.
C) Commissioners will review applications on June 14 to determine
. if candidates meet basic requirements.

D) Notify the acceptable candidates that the written examination
date is June 28.
E) Send rejection letter to candidates judged not acceptable.
F) Written examination administered on June 28.
G) Notify the candidates who passed written exam.
H) Notify the applicants who did not pass written examination.
I) Agility test - week of July 25, 1977.
J) Individual interviews - week of August 15, 1977.
K) Candidates who pass interview will be invited for psychological
examination.
L) Comprehensive application form completed.
M) Notification of those rejected.
N) Background check conducted.
0) Commission meets to rank the candidates basis scores on the
written examination and interview.
P) Request veterans preference use of appropriate candidates.
Q) Develop the Register.

Tentative Program - 1977
Golden Valley Police Civil Service Commission
1. Update rules and regulations.
2. Establish new register of Public Safety officer candidates.
3. Establish new register of Lieutenant position condidates.
4. Review and make recommendations concerning the characteristics,
attitudes and experience future commissioners should possess.
5. Handle any personnel or disciplinary matters.
6. Meet with City Manager to consider staff reorganization of the
Public Safety Department.
