02/07/78 CSC Minutes1977-78 ANNUAL MEETING GOLDEN VALLEY POLICE CIVIL SERVICE COMMISSION CITY OF GOLDEN VALLEY FEBRUARY 7, 1978 Commissioners Present Ann Gallagher John Mitchell Gordon Sandbaken Others Present James Crawford Glen Olson James Zelinsky The Committee held a general review of the status of the Department of Public Safety and the activities of the Commission. 1. Personnel Management - The department is now up to normal staff of 30 sworn officers. 3 officers left during the year of which 2 were for promotional opportunities and 1 for private business. One CSS has become a permanent officer. 2. Department Training - Considerable training has taken place beyond the so called normal on-the-job training. It is apparent that the quality has improved dramatically over previous years. • 3. Labor Relations - The police association has decided they would would like to be represented by a bargaining unit and a petition was filed accordingly. 4. The department management is having informal discussions with members of the department regarding changes, improvements, critiques, etc. These discussions will continue to take place over a period of several months. 5. The team policing concept seems to be working well and we are optomistic about its future. 6. The department reorganization has provided job enlargement and enrichment opportunity although several officers are "buried". Hopefully this overload will work itself out. 7. Town Meetings A. The department has conducted a series of town meetings with different geographical areas within the city. The meetings are intended to be information getting and giving for the purpose of mutual education. The feedback has been good. B. The same kind of meetings are taking place within the business • community. 1977-78 Annual Meeting February 7, 1978 Page 2 0 8. Affirmative Action - The department has received an award from the city for its contribution in this area. Additionally, we have now employed our first minority officer. 9. The Chairman of the Commission reviewed his 1977 annual report. It is attached. 10. New officers were elected for calendar 1978. Chairperson - Gordon Sandbaken Secretary - Ann Gallagher 11. The Commission passed a resolution commending John Mitchell for his years of dedicated and loyal service to the city and the commission. 12. The Commission also passed a resolution commending James Crawford and the Department of Public Safety for a highly successful year.. Respectfully, is Gordon O. Sandbaken Secretary 0
