03/20/79 CSC Minutes• Golden Valley Police Civil Service Cbmnission Tuesday, March 20, 1979 Members Present: Ann Gallagher, Chair Gordon Sandbaken Others Present: James Crawford, Director of Public Safety Glen Olson, Deputy Director James Zelinsky, Deputy Director David Stohl, Police Officer Zile meeting was called to order at 5:15 p.m. Deputy Director Olson was asked to present the background on Officer Stohl's request for an exception to the minimtun application requirements. The Commission Rules and Regulations; originally adopted February 1, 1960, and most recently revised and adopted on April 25, 1977, state .in Section 24-Specifications for Position of Police Sergeant, Minimum Application Requirenents, 111. Graduation from an accredited four year college or university with a baccalaureate degree. (This educa- tional requirement will be waived for Police Officers on the Golden Valley Department of Public Safety as of 1/1/73, except that after 1/1/78 such . Police Officers must have completed 90 credits.)" The Commission reviewed a statement from Metro State University dated 6/21/78 stating Officer Stohl had 88 credits. A discussion ensued of the intent of the clause in the Rules and Regulations, past decisions on exception requests, and Officer Stohl reviewed his reasons for submitting his application, expressed his concern about interpreting the Regulation as it is currently stated. It was pointed out that there is no clause in the Regulations granting the Commission members authority to waive the minimum requirement. A.motion was presented: Officer Stohl's application has been received and reviewed, and was subsequently rejected by the Commission on the basis that he does not have 90 credit hours as of January 1, 1978. Seconded and approved. Officer Stohl was commended for the fine work he has done for the Department, thanked for submitting his application, and left the meetings Deputy Director Olson reviewed the test results of an individual currently among the top three on the Police Officer Eligibility Poster, and the Commissioners read the final report and recommendation. Golden Valley Police Civil Service Commission March 20, 1979 Page 2 A uotion was presented: Renove candidate number 11 from the Eligibility Raster dated 10/20/77, based on recent test results provided to the C OUni..ssion by Dr. Imbert Flint, and request Deputy Director Olson to .inform the candidate. Seconded and approved. Because Officer Stihl indicated there was some confusion about the interpretation of the educational requirements for Police Sergeant, it was suggested to the Commission that the item be clarified. Mr. Sandbaken, a member of the Commission at the time the rule was approved indicated the intent was as follows those appointed prior to January 1, 1973 must have 90 credit hours on January 1, 1978, and subsequent applications from individuals who had not zret the requirement by January 1, 1978, would be subject to the four year degree requirement, It was moved, seconded and approved that the above clarifying point be • added to the appropriate page of the Rules and Regulations.
