Minutes- 180523 POLICE CIVIL SERVICE COMMISSION � � � 7700 Golden Valley Road—Golden Valley,MN 55427 0 � MEETING Wednesday, May 23, 2018 — 9:00 AM Public Safety Building Training Room MINUTE S Call to Order Attendance/Roll Call The meeting was called to order by Chair Kumagai at 9:07 AM. Present at the meeting were Commissioners Gloria Kumagai, Ralph Schulz and Andrew Wold; Police Chief Jason Sturgis, City Manager Tim Cruikshank, Human Resources Director Kirsten Santelices, Council Member Joanie Clausen, Council Member Gillian Rosenquist, Commander Steve Johnson, Commander Dave Kuhnly, City Attorney Maria Cisneros and Administrative Assistant Amanda Johnson. Agenda Review Commissioner Wold moved to strike the New Business (Meeting Recordings/Retention) from the agenda, advising the matter would be discussed as part of the Old Business (Rules & Regulations Discussion); seconded by Commissioner Schulz. Agenda was approved as amended. Approval of Minutes of April 9, 2018 Commissioner Schulz moved to approve the meeting minutes from April 9, 2018; seconded by Commissioner Wold. The April 9, 2018 minutes were approved by consensus. Rules &Regulations Discussion Attorney Maria Cisneros gave an overview of the rules and regulations discussion that has taken place over the last several months. Attorney Cisneros presented a new draft of the rules and regulations for review, which included the back-and-forth comments between her and Commissioner Wold. Key topics discussed included the exclusion of an indemnity statement since state statute language already addresses indemnification, the decision not to audio-record meetings due to HIPAA privacy concerns and redaction/storage issues, and the criteria listed for rejecting applications. Chief Sturgis gave an overview of the steps administered during an officer hiring process and promotion process. Commissioner Wold requested the commission be informed if changes are made to these processes in the future. Commissioner Wold recommended all relevant Civil Service Commission documents be assembled in one location for easy access and staff will work on gathering documents, including: rules and regulations, exams and job classifications. Commissioner Wold moved to approve allowing staff to proceed with finalizing a draft of the rules and regulations for future commission approval, taking into consideration all of the negotiated changes that were discussed, but excluding language relating to Affirmative Action or Equal Employment Opportunity goals; seconded by Commissioner Schulz. Commissioner Wold moved to bring an Affirmative Action goal discussion to a council/manager meeting with the full city council; seconded by Commissioner Kumagai. Further discussion ensued and motion failed with a 1-2 vote.
