Examples of alternate formats may include large print,electronic, Braille,audiocassette,etc. JOINT WATER COMMISSION MINUTES Golden Valley - Crystal - New Hope Meeting of May 2, 2018 The Golden Valley—Crystal—New Hope Joint Water Commission (JWC) meeting was called to order at 1:00 pm in the City of Golden Valley Council Chambers. Commissioners Present Anne Norris, City Manager,Crystal Kirk McDonald, City Manager, New Hope Tim Cruikshank, City Manager, Golden Valley Staff Present Joe Hansen, Utilities Supervisor, Golden Valley Randy Kloepper, Utilities Superintendent, Crystal Dave Lemke, Operations Manager, New Hope Jim Muellner, Utilities Maintenance Supervisor, New Hope Marc Nevinski, Physical Development Director, Golden Valley Jeff Oliver, City Engineer, Golden Valley Mark Ray, Director of Public Works/City Engineer, Crystal Sue Virnig, Finance Director, Golden Valley Bernie Weber, Public Works Director, New Hope Approval of Revised Minutes—April 4,2018 Moved by McDonald seconded by Cruikshank to approve the revised minutes of the April 4, 2018 Joint Water Commission Meeting. Motion carried. Approve Repairs to Gate Valve Manhole Staff reported on the repairs to the gate valve manhole.Valley Rich is doing the repairs. Staff has not received all the invoices from Valley Rich but expected this to be in the$3,000 to$4,000 range. Staff explained the Joint Water Commission has budgeted for this type of work as per the Joint Water Commission bylaws,The Commission has the authority to approve$20,000 per occurrence for repairs. This is an operation repair and does not require action. Receive and File 2017 Financial Report and Management Letter Staff report on the 2017 Financial Report indicating the numbers are basically the same as last year and is requesting the Commission to accept, receive, and file the 2017 Financial Report and Management Letter. Staff provided a spreadsheet to the Commission running from 2017 through 2048. Moved by McDonald seconded by Norris to accept, receive, and file the 2017 Financial Report and Management Letter as submitted. Motion carried. Joint Water Commission May 2, 2018 Page 2 of 3 Approve Resolution#18-03 Adopting the 2019-2023 Capital Projects for the Golden Valley-Crystal- New Hope Joint Water Commission Staff reported on the 2019 through 2023 Capital Projects.The Commission stated they were approving of the capital plan. Commissioner Cruikshank introduced the following resolution and moved its adoption: RESOLUTION 18-03 RESOLUTION APPROVING THE ADOPTION OF THE 2019-2023 CAPITAL PROJECTS FOR THE GOLDEN VALLEY—CRYSTAL—NEW HOPE JOINT WATER COMMISSION The motion for the adoption of the foregoing resolution was seconded by Commissioner McDonald and upon a vote being taken thereon,the following voted in favor thereof: Norris, McDonald,and Cruikshank; and the following voted against the same; none; whereupon said resolution was declared duly passed and adopted; signed by the Chair and their signature attested by the Vice Chair. Approve Resolution#18-04 2019 General Fund Budget Staff reported a total overall budget increase of 3.96%.The percentage increases for each city varies based on usage.City of Golden Valley's increase is 1.90%. City of Crystal is 5.07%.City of New Hope is 2.30%.The Commission stated they were accepting of the increase. TAC Update Staff reported on the following projects: • Water Supply Plan. Met with SEH to finalize draft of plan for JWC. Draft should be completed by mid-June. • Elevated Towers Bypass work is complete. • Reservoir Work. Crack sealing is recommended inside the GV reservoir. Working with Bolton and Menk to replace high series pump#3 at Golden Valley pump house and adding an effluent meter with the project. Working with MPLS to install 48-inch valve at Golden Valley Reservoir. • Tower Security Total Control will provide options • Crystal Valve Replacement Should begin in fall of 2018. • SCADA Updates Staff working with Total Control Joint Water Commission May 2, 2018 Page 3 of 3 Other Business Staff provided the Commission with an update on the DeCola Ponds Project.
