Meeting of October 3, 2018
The Golden Valley—Crystal—New Hope Joint Water Commission (JWC) meeting was called to order at
1:00 pm in the City of Golden Valley Council Chambers.

Approval of Revised Minutes—May 2,2018
Moved by McDonald seconded by Norris to approve the revised minutes of the May 2, 2018 Joint Water
Commission Meeting. Motion carried.
Approve Replacement of the Original Altitude Valve and butterfly Valve in the Pit at the North Water
Tower
Staff reviewed the quotes from Total Control,Valley-Rich Company, and Vessco, Inc. Staff gave a quick
reviewed the need to replace the original valves from 1959 and 1960. Staff recommend replacement at
this time as the tower is down and is an ideal time for replacement.
Moved by McDonald seconded by Norris to approve the replacement of the original altitude valve and
butterfly valve in the pit at the north water tower. Motion carried.
TAC UPDATE
Nothing at this time.
Other Business
Staff reported that we have been chosen to give a presentation on the DeCola Study Project at the
Minnesota Association of Flood Plan Management.
Staff provided the Commission with an update of the DeCola Ponds Project stating bid requests will be
August or September of next year.

The Commission discussed the meeting schedule.Specifically changing to quarterly meetings or to
remain with the present schedule of meeting according to agenda items. . The Commissioners agreed
the meeting schedule is fine and will continue to hold meetings when there are agenda items for action.
Staff provided the Commission with an update on the North Tower stating the structural work is done
and presently working on the inside blasting and maintenance.The exterior painting will being next
spring. Staff was requested to keep the Commission updated on the progress.
Staff was requested to provide an update of Capital Improvement Funds at the next meeting.
Next Meeting November 7, 2018.

Moved by Cruikshank seconded by McDonald to adjourn meeting. Motion carried.
Chair Norris adjourned the meeting at 2:30 pm.

- Terms are Net 30 days from invoice date. No retainage allowed. A 1.5%
charge per month added to any past due balance. Price may be dependent
on past credit history.

- Work to commence after receipt of an acceptable written purchase order
acknowledging acceptance of our terms.

Joint Water Commission TAC Meeting

1 . Project Updates
a. Elevated Towers
• Bypass work is complete- need to check remaining budget if
any.
• Primer will be applied this year, tank refilled for winter.
• Final painting will take place in spring.
b. Reservoir Work
• TAC working with Bolton and Menk to replace high service
pump #3 at Golden Valley pump house and replacing gate
vale and ball valve associated with pump#3.
• Will use Gate Valve Replacement funds to replace valves at
Golden Valley pump house.
• Will look into type of starter with design (VFD vs. soft start).
• Looking to use old meter pit to install new meters -this will
be a future project not associated with this contract.
• Still working with Minneapolis to install 48-inch valve at
Golden Valley reservoir later this year- have not heard
anything from Minneapolis in months.
c. Tower Security
• Total Control looking into options for JWC.
d. Crystal Valve Replacement
• This project will be moved to 2019, when more money is
available.
• Project budget is being used at Golden Valley pump house
(see above)
e. SCADA Updates
• TAC approved quote from Total Control.
f. Maintenance Items
• A/C unit repairs at GV pump house-will be done in spring.
• Fence repair at GV pump house- has been completed.
