Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Tanick at 8:32 AM. Present at the meeting were Commissioners Marshall Tanick, Gloria Kumagai, Bruce Peterson; staff members Stacy Altonen, and
Amanda Johnson.
Approval of Minutes
The minutes from the January 29, 2007 meeting were approved by consensus.
Police Officer Recruitment Process- Addition of Fitness Testing Component
Stacy Altonen presented a handout outlining a proposal to add a fitness testing component to both the current and future hiring/selection processes for the position of police officer.
This component would be scored as pass/fail and would require the candidate to display ability/strength in the following: 300 meter sprint, bench press or push-ups, leg press or vertical
jump, sit-ups and a 1.5 mile run. These assessments are age and gender specified and candidates would be weighed the day of the test. “Above average” scores are desired to continue
in the hiring/selection process. The Cooper Aerobic Institute will assist the Golden Valley Police Department in determining fair scoring standards. The testing would be conducted
at the YMCA using trained employees of the Golden Valley Police Department.
Peterson inquired if fitness test results would be added to an applicant’s overall score and Altonen advised it would not; the tests would be pass/fail and applicants would know at the
time of testing whether or not they would be continuing in the process.
Peterson asked if there has been any known litigation surrounding fitness testing components and Altonen advised there were no litigation issues in Minneapolis during her years working
there.
Tanick inquired if re-testing would be available and Altonen stated it would not.
Tanick asked if the fitness testing had to be negotiated through the police union and Altonen advised it did not as applicants are not unionized.
Peterson inquired if city administration approved of the addition of fitness testing to the hiring/selection process and Altonen stated it did. Tanick asked if current officers would
approve of the addition and Altonen advised she has received positive feedback from officers.
Peterson asked if Altonen had any reservations in adding this component and she advised she did not.
The commission commended police administration for its attentiveness in recognizing the need for physical fitness testing. The commission approves a physical fitness pass/fail scoring
component for the selection of police officers as proposed by administration on 06/22, with the understanding that administration shall develop specific details to implement such proposal.
The commission stated requirements should be amended to include a physical fitness pass/fail scoring component for new police officers consistent with the proposal.
Peterson moved to approve the aforementioned proposal and requirements; seconded by Kumagai. Motion carried.
Other Business
Peterson welcomed Altonen to the department and asked if she had any questions of the commission. Altonen confirmed the meeting schedule of the commission and advised she is revising
performance measures and goals for 2007, and will devise a department plan for 2008. The 2008 work plan will be presented to the commission at the annual meeting in February.
