MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Tanick at 6:05 PM. Commissioners present: Marshall Tanick, Bruce Peterson, and Gloria Kumagai. Staff present: Bob Hernz, Roger Johnson, Paula
Graff, and Amanda Johnson.
Approval of Minutes
Peterson noted an error on page three of the March 8, 2004 meeting minutes, second paragraph. Tanick advised the last sentence should state, “This process represents what has already
been approved by prior Commission action.”
Peterson moved to approve the corrected minutes, seconded by Kumagai. The minutes of the March 8, 2004 meeting were approved unanimously.
Approval of Police Officer Eligibility Register
R. Johnson advised two hundred applications were received for the officer testing process. Fifty four applicants went on to take the written ARI test as well as participated in a short
interview with a sergeant and officer. Twenty oral interviews were conducted by Hernz, R. Johnson, Sgt. Nate Gove and Paula Graff. The resulting eligibility register was presented.
Peterson asked if the Commission would re-convene to add non-eligible candidates to the register once they become eligible and was advised it would. Peterson inquired if the 5 additional
points were included in the score of the non-eligible candidates who are current CSOs and was advised they were. Candidate Jason J. Sturgis’ score also includes 5 veteran’s preference
points.
R. Johnson advised that 1/3 of candidates on the register have a Bachelor’s degree. Candidates Jeffrey D. Johnson and Jason J. Sturgis are currently employed as police officers with
other departments in the metro area, and both have 7-10 years of experience as licensed police officers.
Tanick inquired about the increase in applications received and R. Johnson stated it was partially due to extending the POST-eligibility requirement to December 2004.
Kumagai asked if the register included any people of color. As of this date, the demographic profile of the candidate pool has not been compiled. Once the information is available it
will be distributed to commissioners.
Peterson asked if the police officer recruitment and selection process was conducted consistent with the existing, approved process of the Civil Service Commission. Hernz stated it
was. Peterson also inquired if there were any reservations in recommending the police officer register created as a result of this process. Hernz stated there were not.
Kumagai moved to approve the police officer eligibility register, seconded by Peterson. The Register was approved unanimously.
Approval of Revised Job Descriptions
Hernz noted a change made to the revised job description of police officer since it was forwarded to Commission members. Page three, section G – Work Environment, paragraph one was
modified to more accurately reflect the work environment.
Peterson inquired as to why the job description is so much longer than the current description. Paula Graff stated there was higher emphasis on putting physical demands, tools and equipment
used, and duties in the job descriptions. She stated the officers and sergeants would be advised of the changes made to their job descriptions, but the changes would not need their
approval.
Tanick asked about the difference in the Hay system and the P.D.I. system. Paula Graff advised that the Hay system is more universally accepted and is the most commonly used system
by Minnesota government entities.
Tanick noted an error in the numbering of items under section D. Changes were made to reflect items 1-5.
Peterson moved to approve the revised position description for police officer, seconded by Kumagai. The position description for police officer was approved unanimously.
Hernz noted changes in the revised police sergeant job description. Changes include revision of the required educational requirements and work environment.
Tanick asked how often the Commission will be asked to review job descriptions. Paula Graff stated the process of reviewing job descriptions will be ongoing. Peterson advised the job
descriptions were well-written and inclusive.
Peterson moved to approve the revised position description for police sergeant, seconded by Kumagai. The position description for police sergeant was approved unanimously.
Other Issues
Peterson inquired about the necessity of developing a current sergeant register. Hernz said that no vacancies are expected in the sergeant position in the foreseeable future. When
a vacancy is anticipated, a new process will be initiated.
Closing Comments
Peterson thanked police administration for the diligence demonstrated during the recruitment process. He also thanked them for their hard work and encouraged such work in the future.

Kumagai moved to adjourn, seconded by Peterson. The meeting was adjourned at 6:43 PM.
