MINUTES
Call to Order
Attendance/Roll Call
The meeting was called to order by Chair Peterson at 5:30 PM. Present at the meeting were Bruce Peterson, Gloria Kumagai, Bob Shellum, Roger Johnson and Dee Ann Deaton.
Agenda Approval
Peterson asked for a review of the agenda for any additions or corrections. Four agenda items were added as follows: 2002 Goals-Homeland Security, Police Officer Hiring Process, New
Commissioner Status and Commission Guidelines. The agenda was approved with these additions.
Opening Comments by Chair
Peterson opened the meeting by stating that the Commission is thankful for the professionalism of the Golden Valley Police Department and they are privileged to serve in this capacity.
Approval of Minutes
The minutes of the November 5, 2001 meeting were approved by consensus.
Director’s Report
Shellum reported on the 2001 Department Accomplishments, the 2002 Department Goals, and Staffing Projections for Year 2002 and Johnson reported on the Police Officer Hiring Process with
highlights as follows (see attachments for details):
2001 Department Accomplishments
Shellum stated that the department has gone through a lot of personnel changes over the year. We hired two officers; one has since resigned, however; three CSOs; and Administrative
Assistant Deaton. There were two promotions – Kelly Blad was promoted to Juvenile Officer and Dave Born was promoted to Sergeant. Sgt. Arons was assigned to patrol, Sgt. Hernz was
assigned to investigations and Sgt. Gove was assigned to administration.
Shellum stated that the speed trailer has become a very effective tool in traffic enforcement.
Shellum stated we continue to use the Safety Camps and Kids and Cops programs. We continue to work with juvenile issues in the area of alcohol and tobacco compliance.
Shellum stated that we have expanded our ERT Program to include Crystal Police Department and our ERT vehicle is ready for use.
Shellum stated that we have added two FTOs for training new officers and updated the FTO manual.
2002 Department Goals
Shellum stated that with respect to traffic enforcement, we will specifically target school zones and complaint areas, ensuring a continued relationship with the engineering department
in monitoring traffic complaints.
Shellum explained that there are some retirements coming up in the near future, so there will be some turnover with respect to personnel.
Shellum explained that the coordination of the department training function will be transferred to the administrative sergeant. He also stated that there will be supervisory training
for all senior officers as part of the “Officer in Charge” responsibilities.
Shellum stated that we are implementing a campus-wide security plan and training of all employees will begin next week.
Kumagai asked if there is a certain priority for the list of goals. Shellum stated that everyone places different priorities on each goal, but that they all are priorities.
Staffing Projections for 2002/Police Officer Hiring Process
Johnson reviewed the last list of police officer applicants, and stated that of that list, two officers were hired. One officer has since resigned. The Eligibility Register dated March
26, 2001, was viewed as exhausted by the Department and the Commission. Police Administration began the new hiring process in December of 2001. There were 100 applicants for the police
officer position. Five people made it through the process and are eligible to be licensed. There were three others who are not yet eligible to be licensed.
Peterson asked if the police officer recruitment process was conducted consistent with the existing approved Civil Service Commission approved process. Roger stated that it was.
Peterson asked if there were any reservations in recommending this register for approval by the Commission.
Shellum and Johnson both stated that there were none.
The February 11, 2002 Police Officer Eligibility Register was approved by consensus.
Peterson stated that the Commission extends its gratitude to Police Administration for their diligence in administering this process.
CSC New Commissioner Status
Peterson inquired as to when the recruitment process for a new commissioner might be completed. Shellum stated that, because there is a new City Council, the process has been delayed
a little longer than it normally would be, but it is hopeful the process can be completed by sometime in March.
Election of Officers
Peterson called for election of officers for the Chair and Secretary positions. By consensus, Bruce Peterson will continue as Chair and Gloria Kumagai as Secretary.
Commission Guidelines
Peterson stated that the Commission has received and filed the Commission Guidelines dated December 27, 2001.
Closing Comments
The Commission remains in support of the Golden Valley Police Department staff and programming. They are most appreciative of the stature of the department in the community.
