Call to Order
Attendance/Roll Call
The telephone conference meeting was called to order by Chair Peterson at 10:32 AM. Present at the meeting were Bruce Peterson, Gloria Kumagai, Roger Johnson and Liz Atherton. (Due to
technical phone limitations, phone conferencing capabilities were limited to a 3-way conference call. Bill Hobbs stood by to be telephoned separately as needed.)
Approval of Minutes
The minutes of the February 5, 2001 meeting were approved by consensus.
Summary Update – Police Officer Selection Process
Discussion/Questions
Johnson reviewed the police officer selection process to date. Beginning in January 2001, the police department received 154 applications, of which 123 took the LEAP test or submitted
scores from previous LEAP tests. Forty-six candidates passed Phase 1 and of those, 42 took the Accomplishments Record Index test and participated in a15-minute oral interview. Thirteen
passed Phase 2 and were invited to a 1-hour oral interview during the week of 03/19/01 through 03/23/0. Eight (5 females and 3 males) passed Phase 3 and were accepted and placed on
the hiring list.
Peterson inquired if any Golden Valley Community Service Officers (CSO) were part of the testing process. Johnson related one CSO did take the LEAP test in Phase 1, but did not score
high enough to continue on to Phase 2.
Kumagai asked if there were any candidates of color. Johnson noted of the 154 applications, 34 were females, 117 males, 140 Caucasians and 14 minorities. As noted previously, the final
13 candidates consisted of 5 females and 8 males, of which all 5 females and 3 males were accepted and placed on the eligibility list.
Peterson, in keeping with the commission guidelines, inquired of the police administration/Johnson if the police officer selection process was conducted according to existing, approved
processes of the Civil Service Commission, to which Johnson replied yes. Peterson also inquired if the police administration/Johnson had any reservations in recommending the eight candidates
be placed on the eligibility list, to which Johnson replied no.
Police Officer Eligibility List
Commission Approved
Kumagai moved for approval of the eligibility list consisting of eight candidates. Peterson seconded the motion. The list was approved by consensus.
Execution
The letter of execution for the eligibility list will be drawn up and then signed by Peterson forthwith.
Chair Commentary
Peterson stated, on behalf of the Civil Service Commission and the citizens of the City of Golden Valley, he wished to thank the police administration for their professional and diligent
efforts in the police officer selection process.
Commission Guidelines – Mayor M. Anderson
Dated 02/22/01
Peterson inquired if Commission members had received and read the Commission Guidelines dated 02/22/01 from Mayor Anderson.
Comments by Chair
Peterson noted, with Kumagai’s agreement, that these guidelines appeared to be more closely aligned with advisory commissions and not necessarily befitting the Civil Service Commission.
Peterson suggested any feedback be directed through Liz Atherton as liaison to the Commission.
