Minutes-101501 MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Peterson at 5:20 P.M. Present at the meeting were Bruce Peterson, Gloria Kumagai, Bob Shellum and Dee Ann Deaton. Approval of Minutes The minutes of the March 26, 2001 telephone conference meeting were approved by consensus. Approval of Sergeant Promotion Process Discussion/Questions Shellum reviewed the memo to the Commission regarding Sergeant Dennis Smith’s upcoming retirement, which has created an opening for that position. He explained that the last Sergeants register expired in March of 2000, which necessitates the creation of a new register. He stated that we have advertised for the position using the criteria established by the Civil Service Commission, and that process resulted in applications from seven internal candidates. Shellum reviewed the promotion process, which will consist of three parts, which are a written exercise, with a value of 30%, a promotability index, with a value of 30%, and an oral interview, with a value of 40%. Chair Peterson asked Shellum to review the difference in the process from the 1998 process. Shellum explained that a fourth part of the process, the Behavioral Personnel Assessment Device (BPAD), in which the candidates review a series of short videos and present a response which is also taped, has been eliminated. He explained that it is too expensive and difficult to coordinate. Kumagai asked what the duties of sergeant are and what the range of experience of the candidates is. Shellum reviewed the duties of sergeant and the range of experience of the candidates, stating that they range in experience from 3-10 years with the Golden Valley Police Department. The sergeant promotion process was approved by consensus. Approval of Process to Allow Testing of Current CSO’s for Police Officer Positions Shellum stated that this was an informational item only and that, in the minutes from the February 5, 1996 meeting, (which were included with the agenda) the Commission approved the process to add CSO’s to the eligibility list. He stated that there are two CSO’s that will be eligible in the near future to be put on the list. Chair Commentary Peterson stated, on behalf of the Civil Service Commission and the citizens of the City of Golden Valley, with regard to the passing of Commissioner Bill Hobbs: “With deepest sympathy, this Commission recognizes the many contributions of Mr. Bill Hobbs. We are saddened by his passing. He will be remembered.” Peterson also gave a formal welcome to the new Administrative Assistant and staff liaison, Dee Ann Deaton. Other Business Shellum stated that there would continue to be two members on the Commission until January, when a new City Council is elected. The new City Council will then appoint a new Commissioner. Set Meeting for Approval of Sergeant Promotion Register The meeting for the Commission to approve the Sergeant promotion register was set for November 5, 2001 at 5:30 p.m. in the Conference Room at the Golden Valley Department of Public Safety building.
