Minutes-020700Police CIVIL SERVICE COMMISSION 7800 Golden Valley Road - Golden Valley, MN 55427 ANNUAL MEETING Monday, February 7, 2000 - 5:30 PM Public Safety Building Conference Room MINUTES Call to Order Attendance/Roll Call The meeting was called to order by Chair Peterson at 5:36 PM. Present at the meeting were Bruce Peterson, Gloria Kumagai, Bob Shellum and Liz Atherton. Agenda Approval Peterson asked for a review of the agenda for any additions or corrections. No one had any additions or corrections and the agenda was approved. Opening Comments by Chair Peterson opened the meeting by congratulating Bob Shellum on his promotion to Public Safety Director and welcomed Liz Atherton as administrative assistant to the Commission. Approval of Minutes The minutes of the March 1, 1999 meeting were approved by consensus. Director’s Report Bob Shellum reported the 1999 Department Accomplishments (Operations and Administrative), the 2000 Department Goals, the Technology Update for Year 2000 and a Staffing Update for Year 2000 as follows (see attachments for details): 1999 Department Accomplishments - Operations Bob Shellum noted in the Community Oriented Policing area, that a Public Safety Awareness seminar (a joint police and fire safety seminar) was held in the fall and a second session is scheduled for February 2000. Bob Shellum was pleased to report in the area of Emergency Management regarding preparations for potential Y2K system failures, nothing happened. 1999 Department Accomplishments - Administrative Bob Shellum stated we met 1999 goals to complete archiving (scanning) of all case files from 1995 to the present. Also, the new mobile computing devices (MCD’s) for the officers arrived today, with the fifth laptop for the detective unit to arrive soon thereafter. 2000 Department Goals Bob Shellum discussed that Business Watch as part of Community Oriented Policing has not had overwhelming success in 1999 and it was determined in order to better meet community needs, we will segment the market. To that end, we have identified specific groups and issues and are meeting with these groups. We have already met with liquor license holders and the faith community and will be meeting with congregate care facilities in the near future. Bob Shellum also reported we will soon be purchasing a new trailer speed sign which will be used especially in residential areas to address citizen concerns and complaints in Traffic Enforcement. In the training area, the department is continuing state mandated officer training, especially in emergency driving courses and the concerns relating to pursuits. Regarding Juvenile Issues, we are working on closer relationships with the school districts (Robbinsdale and Hopkins). Bob Shellum discussed the state crime levy law, which provides $1.50 per resident to the school district to compensate school/police liaison officers, and that we are working with the schools to best meet those needs. CounterAct continues to be a positive, successful program in the schools with 85-90 percent parent turnout at Park Valley and a 75 percent parent turnout at Noble School for the evening graduation ceremonies. Meadowbrook hosts afternoon ceremonies and a third of the parents have participated. Kumagai inquired as to the revenue to support CounterAct. Bob Shellum stated we do not charge the schools, but we do receive royalties for the original inception and creation of the CounterAct program in 1989. To date, we have received in excess of $50,000 in royalties and those monies go to support the program in Golden Valley. Also, the Crime Prevention Fund finances a lot of the materials. Technology Update for Year 2000 – Staffing Update, including Projections for 2000 Bob Shellum reported Officer Mario Hernandez has three weeks of training left. He also noted we currently have one captain, one administrative sergeant, one detective sergeant and five patrol sergeants. Previously, we had two captains and five sergeants. Peterson asked about the selection process for choosing an administrative sergeant versus a captain and whether or how we would utilize an eligibility list. He also asked how the candidates for administrative sergeant were considered. Bob Shellum stated that Sergeant Bob Hernz was selected as administrative sergeant based on his credentials and strengths in technology and personnel experience. Peterson asked for more communication to the Commission regarding these decisions and Bob Shellum confirmed he would do so. As regards future internet-based LOGIS developments, Peterson asked whether this would be a point in time startup. Bob Shellum stated some conversion would probably be possible, however, decisions would be made at that time. Peterson also asked if LOGIS is the custodian and what safeguards are in place for internet security, to which Bob Shellum replied LOGIS is the custodian and we are confident in the security of the system. Police CSC Membership – Appointments Bruce Peterson agreed to serve another 3-year term (expires 01/01/2003) with his appointment approved by the City Council in January 2000. Election of Officers Peterson called for election of officers for the Chair and Secretary positions. By consensus, Bruce Peterson will continue as Chair and Gloria Kumagai will assume the Secretary position. Statement of Support for GVPD Peterson confirmed his and the Commission’s support of the whole department and his appreciation of its stature in the law enforcement community.
