Chairperson Sandbaken called the meeting to order at 5: 00 P.M. Present were Commissioners Johnson, Sandbaken and Thorsen, and Police Department staff Mooney, Shellum, and R. Johnson. The minutes of the February 28, 1991 meeting were approved by the commission with a correction in paragraph one (1) from 1992 to 1991 and amended to include election of officers for 1991; Gordon Sandbaken, Chair - Carol Johnson, Secretary. Director Mooney presented the Public Safety Department annual report and Captains Johnson (operations) and Shellum (administration) provided updates on the 1991 year and 1992 goals. Among the highlights of these reports: Operations and Administrations * Increase the visibility of the Department in the Community; traffic enforcement, neighborhood monitoring; juvenile officer assigned to Sandburg Middle School. * Training opportunities for officers to increase knowledge, improve skills, use of force training and deadly force training. * Worked toward increasing efficiency of existing staff due to limited resources available to increase positions; ex, use volunteers as a way of expanding crime prevention services. * Developed pawn shop ordinance that includes licensing and fees; (there have been stolen property concerns in Golden Valley and other communities. ) * Discussion of Sergeant Heyda position and Corporal Beardsley filling the position. Union has grieved this decision; Commissioners decided not to review this matter but allow it to move forward through the grievance process. * Director Mooney and staff were commended for their high quality of performance and participation on other boards (Cornerhouse) CounterAct and other community activities. Election of Officers: Secretary, Rosemary Thorsen Chairperson, Gordon Sandbaken Thorsen moved that the meeting be adjourned. Meeting was adjourned.
