ANNUAL MEETING

The meeting was called to order by Chairperson Sandbaken at 5:11
P.M. The minutes of the 11/2/92 meeting were corrected to
include the following: The selection process from PDI for the
position of seraeant was aQain approved. Minutes from this
meeting were then unanimously approved. The minutes of the
12/17/92 meeting were unanimously approved.
MPRS Lawsuit/Status
Mooney advised he will be including as many minorities as
possible in our hiring process. He explained that Golden Valley
wants to pursue hiring of not only police officer minorities, but
community service officers who can go to school, skills, etc. and
then get into the officer hiring process. It was again
emphasized that there is an extremely small number of qualified
minority candidates. He has contacted 2 candidates in an attempt
to include them. One black female was not interested in Golden
Valley. One black male contacted is interested in Golden Valley
but is not yet eligible to be licensed as a police officer. He
will take part in this test but can only be placed on the list
when he passes the test and submits a qualifying civil service
test score.
Mooney has spoken to Larry Thompson of MPRS who has indicated he
is willing to have candidates take the MPRS test early (before
they are eligible) which would give us an early indicator of
their abilities. Mooney advised the city is willing to work with
minority candidates in every possible way to get them to come to
Golden Valley. We will continue to give preference to candidates
with 4 year degrees and minority candidates.
Mooney advised that the City of Golden Valley has been served
with the lawsuit regarding the Minnesota Police Recruitment
System (MPRS) . He discussed possible defenses put forth by the
MPRS attorney and their consultant.

Hirina Status for Police Officer
Roger Johnson advised that the actual testing process will start
Thursday, February 4th with a short written test and a short oral
interview, with the finalists having oral interviews the next
week. He also reported that one officer may retire in April,
1993 , creating an additional vacancy.
Annual Police Department Report
Roger Johnson reported on the Department's 1992 goals (copy
attached. )
1. The department was unable to proceed on this goal due to
the pregnancy of an officer who had to be assigned to
light duty.
One area of the traffic enforcement goal - weight
enforcement, has been successful. The police dept.
has two officers trained in this area now.
2 . The state has given the police department more flex-
�bility in mandated use of force training. This
training has proceeded.
3 . The NW Metro Drug Task Force has had the best year in
its history. At the beginning of 1993 the task force
had to stand down temporarily until April lst. The chiefs
from the seven cities did meet and in an attempt to keep
the task force going part-time they did authorize Sgt.
Dennis Heyda of Golden Valley Police Dept. to oversee the
task force on a part-time basis. Budget cuts in all of
the cities are making it very difficult for the task force
to continue its operations.
The CounterAct program continues with the training of more
officers to teach these classes to elementary school
children. A high level of participation by parents has
been reported by officers.
4 . Community Involvement has gone well, especially in the
area of Neighborhood Watch groups. This is an extremely
popular program in Golden Valley.
The School Liaison program in Independent School District #281
has been expanded to include the TLC school in Robbinsdale.
Mooney outlined probable future Joint Dispatching alternatives to
commissioners.

Sandbaken commended the department for its successful operation
in 1992 and indicated he appreciated the efforts being made in
minority recruitment.
Election of Officers
Thorsen thanked Sandbaken for his many years of service to Golden
Valley as a Civil Service Commissioner. She then nominated
Sandbaken for Chairperson for 1993 . She also suggested that next
year the Commission should look at rotating through the positions
of Chair and Secretary. Johnson then nominated Thorsen as
Secretary. Both motions passed unanimously.
The meeting was adjourned at 6:20 P.M.

1992 GOALS
OPERATIONS DZVISION
1. Traffic Enforcement - To continue emphasis on serious
moving violations including DWI. To initiate a Traffic
Enforcement Officer assignment with the purpose of
responding to community traffic violation concerns and to
increase overall department traffic contacts.
2. Training - To establish a training program for officers
which implements the Minnesota Peace Officer Standards and
Training Board's learning objectives for use of force. To
continue in-service training courses and use of outside
training conferences to improve officer proficiency based on
individual officer and department training needs.
3 . Drug Enforcement - To continue the department's
participation in the Northwest Metro Drug Task Force by
providing a first-line supervisor for the full-time unit,
and to work to integrate officers who are available on a
part-time basis into the unit investigations. To continue
conducting the CounterAct Drug Education Program in the
elementary schools in the City.
4. Community Involvement - To continue to strengthen
department communications and relationships with the
community through officer involvement in Neighborhood Watch
meetings, programs in the schools, at meetings in businesses
with their employees, through the Public Safety Department
�pen House, and at other community activities.
