MAY 24, 1995
The meeting was called to order by Secretary Peterson. The following people were
present: Bruce Peterson, Archur Sirkin, Dean Mooney, Roger Johnsoc� Judy Smith.
A quorum was present. It should be noted that Bruce Peterson chaired the meeting in the
absence of Chairperson Carol Johnson.
The minutes of the February 6, 1995 meeting were unanimously approved as written. The
agenda and companion agenda of the I�4ay 24, 1995 meeting were unanimously approved.
Presentation and Discussion - Director Dean Moonev
Descri�tion of Process Used to Create List
• Mooney advised that the process of establishing the Eligibility Register was overseen
by Captain Roger Johnson and that it was procedurally consistent and adminsitratively
sound.
Johnson gave an over�iew of the process used to establish the Eligibility Register
being considered at this meeting.
- 80 males and 13 females applied for this police officer position. Of this number,
30% had four year colle�e degrees.
- Of the original applicants, 37 scheduled a test and 31 were actually tested.
- The test process consisted of:
Phase 1 - Short Oral (pass/fail)
Phase 2 - PDI test, Entry-Level Police Accomplishment Record Index.
Phase 3 - A final, one hour interview was conducted with nine candidates, 3 of
which were women. Four of the nine scored high enough to be placed on the list.
- Mooney explained the background check process. It is very extensive. After a job
is offered, a psychological and medical tests are given. If both are passed the
candidate is accepted for employment.
- Johnson gave a brief biography of all four candiates being newly certified on this list.

• I�tooney reported that a lifting of the court order issued earlier was given by the judge
so that testing could continue in cities served by MPRS. This allowed lower score
applicant names to be submitted to the communities. A final ruling has not yet been
issued. When it is availabile, Golden Valley will decide if it will be viable for us to
continue using the MPRS rystem. Johnson advised that the register under
consideration at this meeting would not be impacted by the temporary ruling.
• There were several minorites who applied, but did not mal:e the final phases of the
process. Atooney advised that the biggest problem we have in getting minority
candidates is in the college system - there aren't many attending.
• There are two names on this list carried over from the last list. All testing for both
groups was the same.
• The effective and expiration dates for the current list are shown on the list dated May
24, 1995, copy attached.
Other Issues
• Nlooney advised that the City has applied for a"Clinton Cop" and been accepted. We
are currently waiting for final disbursement of federal money. Hiring of this police
officer will take place after receipt of the money.
• I�400ney advised that the only other police officer hirings that would be considered in
1995 would be because of resignation or retirement of current officers.
• Our process includes the Rule of Three, which means we can hire any of the top three
candidates on the list in no particular order.
Motion to Ap�rove Eligibili List
A motion to approved the Golden Valley Police Department Eligibility Register was
made, seconded and passed unanimously by those in attendance at this meeting.
- The Eligibility Register was given signature approval by Secretary Bruce R Peterson.
Director and Staff Topics
Mooney advised on the all City Campus Open House and Dedication of the newly
remodeled Public Safety Building to be held June 21, 1995 and invited all commissioners
to attend.

Mooney also advised the commissioners that the police department recently completed its
CounterAct Drug Prevention Program at the School of Extended Leaming, which is a
Minneapolis School Discrict program housed in the Olson Elementary School building in
Golden Valley. This was the department's first exposure to inner city youngers at the Sth
erade level, and was considered successful by the officers who presented the progam.
Peterson reported that his recent ride-along with the police department went very well and
he commended the police department personnel for the fine job they are doing in Golden
Valley.
