02/06/95 Meeting Minutes GOLDEN VALLEY POLICE CIVIL SERVICE COMMISSION
ANNUAL MEETING, FEBRUARY 6, 1995
The meeting was called to order at 5 :45 P.M. by Chairperson
Johnson. The following people were present: Carol Johnson,
Bruce Peterson, Arthur Sirkin, Dean Mooney, Roger Johnson,
Robert Shellum, Judy Smith.
C. Johnson introduced and welcomed Arthur Sirkin, recently
appointed Civil Service Commissioner.
The minutes of the 11/7/94 meeting were accepted as written.
STATUS OF M.P.R.S.
Mooney provided an overview of the court case, and provided
copies of the court order issued by Judge Solomon subsequent
to his finding that the (Minnesota Police Recruitment System
(M.P.R.S. ) test was inadequate with respect to
discrimination. He has issued this order so that the test
can continue to be used with some modification. It is
lawful to use the test as needed.
As of April, 1995, there is a second court hearing scheduled
to place a permanent order on the system as to how it should
be modified and also to determine damages to the plaintiffs
in this case.
Golden Valley can still use the test. We will re-visit this
issue after the judge orders permanent changes and decide if
we want to continue with M.P.R.S. or perhaps look at
alternate testing to select entry level police officer
candidates. In any event, Golden Valley does not expect to
be hiring this year (1995) unless we get an officer as part
of the Clinton administration's crime bill.
Mooney thinks we should be educating ourselves about the
alternatives because the M.P.R.S. test may be counter
productive to hiring because it is widely disliked by the
minority community. PDI is working on developing a test
with the U.S. Dept. of Justice, but the cost per candidate
is not yet available.
Shellum advised we have only hired three candidates since
1982 from the M.P.R.S. list and this has proven to be
expensive for the city.
Peterson asked about legal fees the city may incur as a
result of the lawsuit. Mooney advised that Golden Valley is
covered by insurance in this instance.
Mooney recommends staff work with PDI to bring an
alternative test to Civil Service Commission after final
court decision and then .make a recommendation to Council for
funding. Peterson wants tv make sure all the steps will be
delineated about how the new test process will work for the
Civil Service Commission and the Council. Mooney suggested
that a work session would be helpful to sort all of this
out. A representative of PDI should also meet with these
two groups.
C. Johnson asked if using PDI means a change in the
structure of the process or the content. Shellum advised
that PDI test instruments are designed exclusively for
police officer testing. Also, PDI can structure the test to
whatever criteria Golden Valley needs for a police officer
(using the Employment Inventory. } He also feels that Civil
Service Commission participation would enrich the process of
structuring the test. After the Employment Inventory, which
covers the dimensions of importance to Golden Valley, the
Police Career Index and Accomplishment Record Index would be
given also.
DIRECTORrS REPORT
Mooney reported on 1994 accomplishments:
1. PSB remodel and expansion.
The old building was very inadequate and not user
friendly. The new building has appropriate interview
areas, etc. Volunteers are necessary to help us
expand our services to the community. The new building
provides adequate space for the volunteers.
2. Dispatch re-located to St. Louis Park. There is a User
Group in place to facilitate this joint venture.
3 . COPS Program - consists of Bike Patrol, Apartment
Managers Association, Neighborhood Watch, Turn Off the
Violence, Public Safety Awareness classes.
4. Northwest Metro Drug Task Force - street level drug
enforcement. _
5. FBI National Academy, Quantico, VA. Sgt. Dennis Smith
attended during fall of 1994. There are now three
NA graduates on our department, a remarkable number
given the size of the department.
6. Crime Alert Network - working with the State of
Minnesota on this project. Sheila Miller, our crime
prevention specialist is on loan to the state for one
year to implement and coordinate this important project.
Police Operations Goals (See attached)
R. Johnson advised that in addition to Sandburg Middle
School, the juvenile officer works at the Technical Learning
Campus (TLC) in Robbinsdale and is assigned cases involving
Golden Valley children.
Two sergeants have completed probation in 1994. Both
completed a 14 month supervisory course.
Mooney reported that the Ministry of Defense Police Force in
England has offerred to train one of our sergeants. He is
hoping to do that, and it would involve a three week course
with the timeline being next fall. The only expense to us
would be airfare to England and back.
Part I crimes are up slightly over 1993 , but the city is
still a very safe place to live.
R. Johnson reported that many commendations were given out
in 1994 . We have a very active police force and need to
recognize this good work. He outlined several cases where
commendations were given.
Police Administration Goals (See attached)
Shellum advised on certain aspects of the new building. Ae
indicated the front desk is the true focal point of the
building, to greet people and make them comfortable with
being in a police department.
There will be an alarm monitoring service installed in the
new building which will finance the 24-hour operation of the
police department. Golden Valley and National Guardian will
monitor both residential and business alarms, and this
service is scheduled to be on-line by second quarter of
1995.
ELECTION OF OFFICERS
A motion was made by C. Johnson to continue with current
officers. This motion was unanimously approved. President
- Carol Johnson, Secretary - Bruce Peterson._
Peterson asked that the letter to Rosemary Thorsen thanking
her for her years of service to the Commission be sent by C.
Johnson.
A short discussion on how the Civil Service Commission can
be involved in the police department beyond the mandate of
the Commission resulted in the Commissioners offering to be
a resource, if needed, as long as there is no conflict of
interest.
Peterson suggested that the Civil Service Commission should
be involved in the process of hiring, promotion and
discipline as per legislative mandate. Feedback from the
community is appreciated by the department.
Peterson asked if any response would be made to the recent
city-wide survey, since the overall response from the
community was an extremely high level of support for the
police. Peterson made a motion which was seconded and
passed unanimously to commend the Golden Valley Police
Department and its administration for the wonderful response
they got in the survey. This was a remarkable achievement.
The next meeting will be called contingent with results of
the court order.

OPERATIONS DIVISION
1. REMODELED POLICE DEPARTMENT BUILDING TRANSZTION
To move back to our remodeled building and adjust our police
operations to make use of the additional space, detention
area, customer service areas, and the overall building
design, in order to maximize the efficiency of our personnel
so that they will be better able to carry out their duties
in serving the community.
2 . COMMUNITY ORIENTED POLICING INITIATIVES
Along with continuing to serve the community in our
traditional police functions, to continue our community
oriented policing initiatives including school liaison,
counteract drug education, safety camp, apartment manager
liaison and association, commercial facility liaison, and
bicycle patrol. -
3 . TRAFFIC ENFORCEMENT •
To implement additional traffic enforcement on neighborhood
streets using both enforcement and public awareness
strategies.
To provide additional DWI/traffic enforcement on a selective
basis during times when DWI violations peak. The foregoing
efforts will be contingent on the availability of budgetary
resources.
4. EMERGENCY PREPAREDNESS
To configure a new Emergency Operations Center in the lower
level of the Public Safety Building and conduct required
exercises to train staff and fulfill all emergency
preparedness requirements.

ADMINZSTRATIVE DZVISION
1. BUILDING PROJECT
Monitor completion of PSB Expansion/Remodeling Project
including separate contracts for cabling, signage,
furnishings .and moving. Plan and oversee integration of
public safety department computer system in City LAN as well
as complete design and installation of phone system in new
facility.
2 . ALARM MONITORING
Establish alarm monitoring program by purchasing hardware,
hiring additional employees, training employees on system
(and jail monitoring responsibilities) and marketing this
service to residential and business customers.
3 . MDT/RECORDS
Continue to work with Logis to develop and install MDT
system for patrol and integrate it into communications & ,
records systems.
4 . PERS�NNEL
Conduction orientation for new Police Civil Service
Commissioner, and work with Commission, City Manager and
City Council to establish new system for police officer
selection.
