08/29/96 Meeting Minutes Golden Valley Police Civil Service Commission Thursday, August 29, 1996 Minutes The meeting was called to order at 5:00 P.M. by Chairperson Peterson. The following people were in attendance: Bruce Peterson, Bill Hobbs, Dean Mooney, Bob Shellum, Roger Johnson and Judy Smith. Peterson welcomed Commissioner Hobbs to the Civil Service Commission. A police officer position has become available due to the retirement of James Berge, who is leaving after 3 0 years to service to the department. Mooney gave an overview of the choices available for the selection process for the position of police officer. Mooney advised that the community service of�icer selection option was created in response to the MPRS lawsuit settlement. Currently, four CSO's have completed college requirements and 1,000 hours or more of training with this department, thereby meeting the criteria set by the Civil Service Commission earlier tkus year. He proposed using this process for this current hiring process and advised that a11 police administrators are in favor of using it. The main advantage to using this process is that if we hire from the currently employed CSO candidates we can get another minority CSO from the N.W. Hennepin Human Services project to fill the CSO opening which would be created. Mooney asked the Civil Service Commission to approve a process whereby we can test CSO's from our department using the same tests taken by the people cunently on the eligiblity register. While the police adminstration is recommending only testing the CSO candidates at this time, the Commission could certainly enlarge the pool of candidates. Hobbs made a motion that we move ahead with the cunent Golden Valley Community Service Officers as the intended entry group for this hiring process. Peterson seconded the motion. Motion passed unanimously by those commissioners in attendance. A copy of the step-by-step testing process in outline form will be included as a part of these minutes. The Commissioners expressed their gratitude to the police department for its commitment to the Community Service Officer program. It serves the city well. Smith, Recorder DATE: September 9, 1996 TO: Director Mooney FROM: Captain Johnson SUBJECT: Police Officer Testing Process Outline 1. Candidates file written application with the department and meet requirements prescribed by Minnesota Statutes and Regulations. 2. The internal testing process recently held required not less than 1000 hours service as a department Community Service Of�icer. 3. Internal candidates completed a written test, the Accomplishment Records Index. The written areas rated in this test were interpersonal skills,judgment, responsibility and conscientiousness, and personal maturity. When this test is scored the candidates answers are identified by a number rather than name. This test was scored by three internal raters and one non-department rater. 4. Candidates who score at the appropriate level on the written test participate in a structured interview conducted by three department staff members. This interview evaluates the candidates work experience and education, communications skill, problem solving skill, interpersonal skill, and their understanding of police work. 5. Candidates who score at a high level on the stnzctured interview are recommended for placement on the civil service Police Officer Eligibility Register. 6. The highest three ranked candidates on the Eligibility Register are interviewed by the Public Safety Director and the City Manager for open officer positions. The City Manager makes the appointment from the three candidates. 7. The candidate is given a job offer, a background investigation, psychological exam, and medical examination are completed and the successful candidate is given a start date. Golden Valley Police Civil Service Commission Meeting September 9, 1996 Minutes The meeting was called to order at 5:05 P.M. by Chairperson Peterson. Present at this meeting were Bruce Peterson, Bil(Hobbs, Dean Mooney, Roger Johnson, Robert Shellum and Judy Smith. The minutes of the February 5, 1996 and August 29, 1996 meetings were approved as distributed by those commissioners in attendance. Mooney explained that the selection process was held in accordance with the procedure approved by the Civil Service Commission at its 2/5/96 meeting. He explained the process and distributed the eligibility register. He advised that all community service of�icers passed the written test and oral interview. CSO Cross scored the highest with ten extra points awarded for military service and CSO training time. However, he is not eligible to be hired at this time because he has not yet passed the POST licensing test. The other three candidates will be interviewed by the City Manager and it will be his decision which person to hire. This person must also pass the physical and psychological testing to be given after offer of a job. When Cross is eligible to be placed on the register, the expiration date of his eligibility will be the same as the other candidates placed on the register at this time. A motion was made and seconded, and passed unanimously by those commissioners in attendance to approve the eligibility register dated September 9, 1996, with JonThomas Cross being provisionally approved, with final approval of Cross to be at a later date showing 9/8/98 expiration of eligibility date.
