Annual Meeting
February 4, 1985

Others Attending: Dean Mooney, Deputy Public Safety Director
The meeting was brought to order by ,the Chairperson, Gordon Sandbaken.
The minutes from the previous annual meeting were approved.
Mr. Sandbaken noted that he has accepted reappointment as a Commissioner
for a three year term.
It was moved and approved for the upcoming year that Ann Gallagher serve
as Chair, and Gordon Sandbaken serve as Treasurer.
° Current Eligibility Rosters
Currently there are 28 people in the Department which is the
authorized number. There will be no hiring unless there is
turnover.
° Department overview - Director Mooney covered the following topics:
a. Crime prevention - the Officer exchange program in England.
In return for our representation in England, an officer from
England will visit our operation this spring.
b. Cable TV - Every other week "Police UPdate" is shown. Subjects
covered are such areas as 911 , abuse, safety, crime prevention, etc.
c. Upgrading the computer system.
d. Neighborhood Watch - Dedicated to pursuing this approach in order
to continue to improve the quality of life in our community.
e. College Liaison program with Golden Valley Lutheran College
f. Emergency Response Team-This has been effective where needed.
g. Physical Fitness Program
h. Quad Cities DWI Enforcement Grant has been continued.
(Robbinsdale, Crystal , New Hope, and Golden Valley)
i . Tragedy Response Program
Services provided to the spouse and/or dependants of officers
involved in some "tragedy" situation.
j . Statistics for 1984 are now available (and were requested by the
Commissioners)
k. There were 10 complaints against Officers during the year, and
none required disciplinary action.

The Commissioners commended the Department for their continued excellent
results.
It was agreed that another meeting be held to review and update the
Rules and Regulations. A copy of the City Ordinance will be available at
that meeting, and a notice with the date will be posted.
