12/20/90 Meeting Minutes I GOLDEN VALLEY POLICE CIVIL SERVICE COMMISSION Thursday, December 20, 1990 MINUTES The meeting of the Golden Valley Police Civil Service Commission was held in the Lower Level of the Public Safety Building on Thursday, December 20, 1990 . The meetinq was called to order at 5: 10 P.M. Present were Commissioner Thorsen and Commissioner Johnson. Commissioner Thorsen was acting Chair in the absence of Chairperson Sandbaken. Also present were Director Mooney, Captain Shellum and Captain Johnson of the Golden Valley Police Dept. The minutes of 6/4/90 were approved by the Commission. Director Mooney and the police staff presented the Commission members with the need to initiate a hiring process to fill an existing vacancy in the police department as well as the potential for an additional police officer position approved by Council in the 1991 budget. In addition to the MPRS screening test, or equivalent test, staff proposed that each applicant complete a Golden Valley Police Dept. Accomplishment Record Index, which is an essay type test developed by Personnel Decisions, Inc. This test is designed to evaluate writing skills, background and experience of police candidates. PDI has also agreed to train staff in scoring the instrument. Upon completion of the training and payment of fees, the testing instrument will become the property of the Public Safety Department. In order to give as many candidates as possible a chance to compete in the process the Commission was also asked to approve a "mini-interview" process whereby all thirty or so candidates expressing an interest in the Golden Valley position would be offered a brief interview with two police officers before taking the written test. Candidates must successfully pass both phases of the initial evaluation process before being advanced to the final interview. Upon review of the testing instrument, Commissioner Johnson moved to approve the above process, seconded by Commissioner Thorsen. Motion passed. Setting a date for the annual meetinq was postponed until a date compatible with the schedules of all Commissioners could be determined. The next Commission meeting will be called at such time as there is a new eligibility register ready for Commission approval. Meeting adjourned at 5: 45 P.M.
