06/04/90 Meeting Minutes Amended fi/4/90 Golden Valley Civil Service Commission Minutes of the Annual Meeting February 5, 1990, Public Safety Building Attending: Gordon Sandbakken, Rosemary Thorsen, Carol Johnson, Dean Mooney, Roger Johnson The meeting was called to order at 5:00 p.m. by Commission Chair Gordon Sandbakken. The November 9th minutes were read and amended to reflect a preference for four year college degree candidates. Dean Mooney asked that the Commission receive a report regarding Promotion Standards from L.E.L.S. Representative (Mary Lee Abrams) and Greg Bastien, Union Representative. The issues presented are related to the Commission' s obligations under Minnesota Stat. Chapter 419 and whether the reassignment of officers constitutes promotion (i .e. increased pay. benefits) or special assignments. Part of the dilemma facing the Commission is whether or not the Public Safety Director can at admin. prerogative assign police to special assignments and whether or not there is potential for discrimination. Commission members asked questions for further clarification and it was decided that further information would be sent to commisioners by the L.E.L.S. Representative and Director of Public Safety Mooney. A follow up meeting would be scheduled for discussion and action. Director Mooney presented the 1990 Operations and Administrative Division Goals, (see attached). This past year Captains Shellum and Roger Johnson have switched positions in an effort to give staff varied experiences. The department has worked for more career development and flexibility vs . permanent positions. All 5th grade elementary students in Golden Valley have participated in Project Counteract, a drug education program. This program has been disseminated to students and schools in the state and nationwide with support from the Hazelden Foundation. The department will continue to participate in the Northwest Metro Drug Task Force and officers are being trained as drug recognition experts so that they can testify with accuracy. In response to a question from Commissioner Johnson Dean Mooney stated that "It continues to be difficult to recruit racial minorities into the department. The racial minorities with college degrees in this area are more likely to choose other careers and/or large urban city departments. The department had one (1 ) minority officer in 1979 who later transferred to Minneapolis. " Golden Valley Civil Service Commission Meeting -2- In the next five years the radio system will need to be replaced. It is becoming increasingly more difficult because of interference from scanners. Work will continue toward developing a ptan for the completion of the Command Data System. Commission Chair Sandbakken commented on the positive work done to improve the department again this year. Commissioners Thorsen and Johnson concurred and asked that the minutes reflect these comments. Commissioners reaffirmed their support of Public Safety Director Mooney and commended him for the emphasis he has placed on personnel as valued resources and additional training in various areas. spectfully submitted, ,;�--��� Car 1 John n Secretary Amended: Commissioner Rosemary Thorsen moved to amend the February 5, 1990 minutes. The minutes were amended on June 4, 1990 to include the election of officers: Golden Valley Civil Service Officers, 1990-91 Chair, Gordon Sandbakken Secretary, Carol Johnson 1990 GOALS OPERATIONS DIVISION - 1. To continue to emphasize the importance of timely initial patrol response to criminal and suspicious activity, accomplishing thorough at-scene investigation at the time of the report and/or arrest to develop leads and informants, completing initial, applicable follow-up with the purpose of clearing cases. 2. To improve our intelligence reporting system for patrol and investigations through the use of FIR's, intelli- gence reports, the scoop sheet, and Express Mail in order to ensure all officers receive the same infor- mation in regards to criminal activity in our City. 3 . To designate the police officer training program as a function of the Police Operations Captain position. This function includes forecasting training needs and planning a training program for the Department and individual officers, with consideration for the cost- effective use of the training budget. 4. To continue to display our high concern for the problem of illegal drugs in the community through: A. Maintaining our aggressive enforcement posture through participation in the Northwest Metro Drug Task Force and encouraging officers to generate intelligence information to identify targets and to participate in task force operations. B. Continuing the citywide implementation of the COUNTERACT elementary school drug education program. - _ C. Vigorous traffic enforcement with particular emphasis on those violations indicative of driving under the influence of alcohol and/or drugs. 1990 GOAIS ADMINISTRATIVE DIVISION - l. To continue involvement in planning the 800 megahertz trunking system for public safety communications. 2. To develop a comprehensive expansion plan for the Public Safety building to accomodate anticipated needs and growth, and to use this plan to prepare for construction and renovation in 1991. 3 . To develop a plan for the completion of the implementation of the Command Data System. This plan will include a fully functional Computer Aided Dispatch, a totally integrated word processing system, an operational Case Management System, and comprehensive training for all personnel. 4 . To develop a personnel system within the department that will provide a resource for all employees, and will bring consistency and sensitivity to functions such as: new employee orientation, special assignment selection, retirement and financial planning, physical and mental health resources, payroll and benefit questions, and the merging of personal and organizational expectations. 5. Conduct a functional Emergency Preparedness exercise and fulfill all requirements for continued Emergency Management Assistance funding.
