Meeting of January 8, 2020
The Golden Valley — Crystal — New Hope Joint Water Commission (JWC) meeting was called to order at
1:30 pm in the City of Golden Valley Council Chambers.

Approval of Revised Minutes — December 4. 2019
Moved by McDonald seconded by Cruikshank to approve the minutes of the December 4, 2019 Joint Water
Commission Meeting. Motion carried.
Approve Purchase of ErneEgency Repair Parts
Staff reported the Joint Water Commission requires specific equipment in the inventory to effectively repair
the PCCP in the event of a water main break. Staff has completed a parts inventory in Crystal, Golden
Valley, and New Hope and determined the following items as necessary to replace inventory. Each City will
have two sets of parts to make repairs as necessary.
Motion by Cruikshank seconded by McDonald to approve the Purchase of Emergency Repair Parts with
Ferguson Waterworks for $20,337.75. Motion carried.
Authorize Agreement with Total Control for C stal Pump Station Cradle Point Upgrades
Staff reported that the Crystal Pump House Cradle Point will create communication redundancy for all Joint
Water Commission properties in the event of fiber communication failure. The funding for this upgrade will
come from the professional services budget of the General Fund.
Moved by McDonald seconded by Cruikshank to authorize agreement with Total Control Systems for the
Crystal Pump Station Cradle Point Upgrades in the amount of $6,798.18. Motion carried.

Commissioner McDonald introduced the following resolution and moved its adoption:

Commission Cruikshank introduced the following resolution and moved its adoption:

Approve Contract with MMRK Certified Public Accountants to perform the December 31 2019 Audit
Staff reported that every year the Joint Water Commission is required to have a State Legal Compliance
Audit performed in accordance with the auditing standards established by the Auditing Standards Board
and Minnesota Statues. Staff is recommending the authorization for services with MMRK for the 2019
audit in the amount of $10,000. This amount is $200 more than 2018 audit services. Preliminary fieldwork
will begin in January with final fieldwork starting on February 24, 2020. Staff stated that the rate remains
low due to bundling of services and that there will be a Request for Proposal next year.
Moved by McDonald seconded by Cruikshank to approve the contract with MMRK Certified Public
Accountants to perform the December 31, 2019 audit. Motion carried
LAC Update
Staff reported on the following:
• Elevated Towers: Worked completed except turf and hard surface restoration.
Scheduled for spring.
• Reservoir Work
65-17: Awarded to Keys Well Drilling: Pump has been installed and will be wired
and balanced in December.
Crystal pump and motor will be pulled and replaced late winter/early spring.
GV reservoir crack filling: Recommend award to Slack Painting
GV will drain reservoir in December to prepare for crack filling project
• Valve Replacement
Douglas and 39th valve replaced this year.
2020 project will focus near Crystal reservoir and on 42nd heading west from
Douglas.
Replace a 16-inch valve within Crystal M&O project — Pennsylvania and 32nd
• Tower Painting
KLM provided specs and project manual for Golden Valley tower painting in 2020.
Staff is working with KLM on specs (May 2020 to Aug 2021 construction).
Golden Valley will replace altitude valve while tower is down for painting.
• Miscellaneous
Between the three JWC cities, we will stock two sets of PCCP to DIP pipe adapters
for each size JWC pipe.
Adapters to be stored in Medicine Lake Road tower.
Will bring quotes to JWC for purchase.

Approve Change Order #1 for Joint Water Commission Golden Valley Reservoir Repair Project

Summary
The Joint Water Commission awarded the JWC Golden Valley Reservoir Repair Project on
December 4, 2019. Construction began in January of 2020 and shortly thereafter, two leaks
were discovered with water leaking into the empty reservoir tank. The first leak is located in the
pipe that connects the south reservoir to the clearwell. The second leak is near the inlet pipes
into the reservoirs located in the north reservoir. These leaks contribute an estimated 400 to
500 gallons per day to the reservoir in areas that crews are working to keep dry for the crack
repair portion of the project.
In order to complete necessary repairs that were part of the original scope of the project, these
leaks need to be sealed. The JWC TAC received the attached Change Order #1 with a proposed
cost to repair the leaks. The updated contract amount with change order and project budget
are shown below:

The Technical Advisory Committee has evaluated Change Order #1 and recommends approval.
Recommended Action
Motion to authorize the execution of Change Order #1 for the JWC Golden Valley Reservoir
Repair Project with Slack Painting, LLC in an amount not to exceed $22,750.

Approve reimbursement rate for 2020

Summary
All three cities work on facilities that belong to the Joint Water Commission. When an
employee works on the system, they bill an hourly rate to the Joint Water Commission. A
survey was done from all three cities. The new rate for straight time is $31.22 and the overtime
rate is $46.83.
Finance or Budget Consideration
The 2020 budget includes $100,000 for maintenance and labor. In 2019, labor reimbursement
was $38,738.93.
Recommended Action
Motion to Approve New Rate at $31.22 for straight time and $46.83 for overtime for work on
the Joint Water Commission facilities.
