Motion carried. Approve Chan& Order #1 for Joint Water Commission Golden Valley Reservoir Repair Project L#19-19) The Joint Water Commission (JWC) awarded the Golden Valley Reservoir Repair Project on December 4, 2019. Construction began in January of 2020 and shortly thereafter, two leaks were discovered with water leaking In to the empty reservoir tank. The first leak is located in the pipe that connects the south reservoir to the clearwell. The second leak is near the Inlet pipes into the reservoirs located in the north reservoir. These leaks contribute an estimated 400 to 500 gallons per day to the reservoir in areas that crews are working to keep dry for the crack repair portion of the project. In order to complete necessary repairs that were part of the original scope of the project, these leaks need to be sealed. The JWC TAC received a change order to repair the leaks. The TAC has evaluated Change Order #1 and recommends approval. Motion by Cruikshank seconded by McDonald to approve Change Order #1 for the Joint Water Commission Golden Valley Reservoir Repair Project (#19-19) in the amount of $22,750. Motion Carried. Approve Nqw Rates for Maintenance Work Staff reported that employees from the cities of Crystal, Golden Valley, and New Hope all work on facilities that belong to the Joint Water Commission. When an employee works on the system, the respective city bills an hourly rate to the JWC. A survey was done from all three cities and new rates were determined. The new rate for straight time is $31.22 and the overtime rates is $46.83. The 2020 JWC budget includes $100,000 for maintenance and labor. In 2019, labor reimbursement was $38,738.93. Motion by McDonald seconded by Cruikshank to Approve New Rates for Maintenance Work. Motion carried. Scheduled for spring. • Reservoir Work 65-17: Project complete. Staff completed final closeout documentation. Crystal pump and motor will be pulled and replaced late winter/early spring. Golden Valley Reservoir Crack Filling: Slack Painting has begun crack repair. • Valve Replacement 2020 project will focus near Crystal reservoir and on 42nd heading west from Douglas. Replace a 16-inch valve within Crystal M&O project — Pennsylvania and 32nd. Determination that all valve will now be gate valves Instead of butterfly valves. • Tower Painting KLM provided specs and project manual for Golden Valley tower painting in 2020. Staff is working with KLM on specs (May 2020 to Aug 2021 construction). Golden Valley will replace altitude valve while tower is down for painting. • Miscellaneous Parts Storage Medicine Lake Tower: Staff is acquiring racking or tower. Staff will now stock two sets of PCCP to DIP pipe adapters for each size JWC pipe. Adapters to be stored in Medicine Lake Road Tower. Parts have been ordered. The leaks needed to be repaired to complete the original scope of the project. The increase is a result of providing additional NACE inspection services to monitor the repair procedures during the additional three-week extension granted to the contractor to perform the repairs. Original Amount $25,418 Amendment #1 $ 6,332 Total Revised Contract Amount $31,750 Recommended Action Motion to accept KLM Engineering Professional Services Amendment #1 for the 4,500,000 Gallon Ground Storage Reservoirs in the amount of $6,332. The next step will be for the Communications Departments from the three cities to meet and discuss the options for updating the website's content. Staff worked with KLM Engineering to draft plans and specifications that include interior abrasive blast and coating and exterior spot repair coating and power wash. The anticipated project schedule is as follows: Pre -Bid Conference* March 17, 2020 Open Bids* March 26, 2020 JWC Awards Contract* April 1, 2020 Golden Valley City Council Awards Contract* April 7, 2020 Begin Project June 15, 2020 Complete Project July 31, 2020 Subject to change* Financial Or Budget Considerations The 2020 JWC Capital Improvement Project Includes $663,000 for the rehabilitation of the Golden Valley water tower. The estimated cost is as follows: Interior abrasive blast and coating $220,000.00 Exterior spot repair coating and power wash $80,000.00 Design, specification, and inspection services $46,700.00 Total cost of project $346,700.00 Recommended Action Motion to approve the plans and specifications and order advertisement of bid for the Golden Valley Water Tower Rehabilitation Project.
