Minutes of May 29, 1968 Meeting
1 The meeting was called to order at 7:50 pm in the home of Chairman
Erickson. In attendance were Erickson, Hazelrigg, and Glass. Chief
Frandsen also attended. The minutes of the last meeting were accepted
as written.
2 All seven candidates on the eligible register for patrolman have been
hired effective June 1. These men probably will start June 21 or 24
on the six week school.
3 New register is required because the latest register is now depleted.
This preliminary schedule for the development of a new register was
agreed to.

4 The detailed advertising program will cost up to $1,000. Chairman
Erickson will discuss with Roger Ulstad.
5 Com Glass to check with MSES on sending around our notices for posting -
also civil service offices, the Armory, and other locations which MSES
may suggest.
6 Agreed that $120 bill for Mpls Clinic personality testing should be
paid.
7 Agreed to use personality testing for the next register, probably CPI.
Com Hazelrigg will investigate.
8 Agreed that Secretary will send for 4 Civil Service Commission kits,
$5 each, from Public Personnel Association.
9 Com Glass to review Veterans Preference procedure - everything that has
to do with it, including re -write for written request. Gene Spivak
with Federal Civil Service can be of help - Fort Snelling - or else
the League of Municipalities Attorney.

10 Chief Frandsen will prepare the following information to comprise a
Service Register as required by law. Names, classes, birth dates,
compensation, and period of past employment, and promotional history.
11 Chief Frandsen has recommended to Roger Ulstad that additional
supervision be provided in the department. The preliminary plan is
to increase from three sergeants to four and to create a lieutenant
position. Considerable discussion was engendered on the possibility
of having additional supervisory help to provide more opportunity
for planning, etc. Also, whether there would be merit in having a
consulting firm assess and recommend on organization and on hiring
procedures. The Commission agreed on the desirability of requiring
the lieutenant candidate to have experience as sergeant. Therefore,
it was agreed to amend the Regulations at the next meeting. The
existing and proposed organizations are shown attached.
12 Publication of legal notice for sergeant examination ( & possibly
for lieutenant) is tentatively scheduled for June 27.
13 Next meeting is scheduled for 7:30 pm on June 4 at the home of
Com Glass.
14 The meeting was adjourned at 11:00 pm.
