GOLDEN VALLEY POLICF CIVIL SERVICE COMMISSION
Minutes of February 3, 1971 Meeting
This meeting constituted the 1971 Annual Meeting of the Commission.
It was held at Chairman Erickson ' s home and was opened at 7 :45 PM.
In attendance were:
Wallace Erickson, Chairman
Bob Hazelrigg
Ed Glass
Pat Moberg (guest, representing the League of
women Voters)
Chief Frandsen
1 Minutes of the previous Annual Meeting were read and approved
as read. Minutes of the January 28, 1971 meeting were read
and approved as revised and issued.
2 Eligible �2egisters
A It was agreed that a Lieutenant ' s Register would not be
developed until needed.
B The Sergeant ' s Register is in the process of developing.
C The Patrolman ' s Register is complete effective February l, 1971.
3 A draft defining the Commission ' s general responsibilities and
another explaining examination procedures each were read and
modifications offered. The secretary will re-draft.

B Salary Scale
(1) Patrolman
Starting $775/Mo
After 4 years minimum - $950/Mo
+ 2%2/ for assignment to life insurance
(2) Sergeant
Starting $1000/Mo
After 1 year minimum - $1030/Mo
(3) Lieutenant and. Chief - no set salary
(4) Longevity
1% of base after 5 years
2% of base after 10 years
3% of base after 15 years .
(5) Higher Education Credit - 50�/month/quarter credit
in blocks of 10 credits
5 In 1970 - 2 police officers resigned, one was hired.
17 officers �ttended college in 1970.
6 In a review of the department ' s personnel attitudes, Chief
Frandsen believes that morale is improved over one year ago.
7 Bob Hazelrigg, outgoing Chairman of the Commission, received
the commendations of the Commission for his excellent leader-
ship this past year.
8 The meeting was adjourned at 10:20 PM.

Minutes of January 28, 1971 Meeting
The meeting was opened at 8 :45 PM. The new Chairman is wally
Erickson . Ed Glass was elected Secretary.
The matter of the new Patrolman Register was first consi�ered.
At previous meetings, al1 cand.idates had not as yet t.aken their
psychological oral interview. The new list of_ 14 candidates was
certified upon motion by Commissioner Hazelrigq. The secretary
was directed to send the new register to the Village Manager with
copy to the Chief of Police .
Commissioner Hazlerigg reported that the Council is planning on
a joint meeting with the Commission .
The request was made by the Village Manager that the Sergeant ' s
examination scores be posted. It was agreed that this pro-
cedure is not in accordance with accepted general civil service
procedures and would itself result in eventual unhappiness .
February 6 , Saturday, will be the first choice for oral inter-
views for the Sergeant ' s register. The Chairman will have the
Chief contact the 10 candidates f_or this date, and will �ontact
the Chief_ of Maplewood (Schaller) and of Plymouth (Hawkinson)
to sit on the panel with one commissioner voting.
For next meeting the Secretary is to bring a policy statement
draft of our responsibilities and. examination procedures .
The Commission ' s 1971 annual meeting is tentatively scheduled
for 7 : 30 PM, Wednesday, February 3 , at Chairman Erickson ' s home .
The meeting was adjourned at 11 : 00 PM.
