Chairman Glass called the meeting to order at 7:00 p.m. in the Public �
Safety Building. i

Pierre Meyer was elected Secretary for the year 1,972. �
A general discussion regarding meetings was held. This interest in �
attending public meetings , shown by the League of Women Voters and the
Numan Rights Commission, was noted. Future meetings will be open and held
in public buildings . Arrangements will be made to notify interested per- , �
sons about the dates of ineetings . It was suggested that a statement about ,
the role and responsibilities of the Commission be placed in the Village I

Motion 1 -1-72 - A motion was made that wE prepare such
a statement (Mitchell , Meyer) . Motion passed 3-0.
Chairman asked Mitchell to prepare draft of the statement. �
7he retirement of Chief of Police Everett Frandsen was announced. I .
The resignation of Sgt. William Ludtke was announced. �
Motion 1 -2-72 ; A motion was made to add the name of
- . Patrolman Roger Marx to those of James Zelinsky and �
� , ' Milton Zoupas as candidates for the open position of � ;
' Sergeant. These men have the highest scores of those
on the current Sergeant's Eligible Roster. (Mitchell , ''
Meyer) . Motion .passed 3-0. i
- Public aspects of the role of the Commission were discussed. Various i
� ways of notifying candidates of oral and written test scores were discussed;
no resolution. � Clearance should be obtained from the psychological consul- 1��
tant before assessment results are provided to employees. Chairman asked ;
Meyer to follpw-up. Notices of future meetings will be given as early as �
possible. i

Chairman Glass read a letter from Village Manager Barkley Omans . It
advised that the Village Council would act to:
,
l - eliminate the position of chief,
2 - change ordinances to replace the title of "Chief" �
by the title "Director of Public Safety",
3 - create two positions of "Administrative Lieutenant", and
4 - reduce the number of patrolman from 21 to 20.
The Village Council asked that a meeting to discuss these items be held with
the Commission on Monday, January 31 at 7:00 p:m.
The Commission disc�ussed the educational qualifications for the open
positions of Administrative Lieutenant and Sergeant : Reactions from r�uests
were solicited. The Chairman directed the Secretary to write to the Village
Attorney to ask if changes in qualifications for positions would effect tfie
i current registers for Sergeant and for Patrolman. Contact will also be made
with the attorney for the League of Minnesota Municipalities . Pierre Meyer
will investigate the extent of curricula in polic admi°nistration at Minnesota
colleges , The Chairman asked David Gorski to check the educational require-
ments of other departments to discover the results of requiring college
education credits.
� The next meeting of the Commission will be Thursday, January 27 at 7:00 p,m. '
in the Public Safety Building. i
The mee.ting with the Village Council will be January 31 .
The annual meeting of the Commission has tentatively been scheduled for I
Monday, February 7 at 7:00 p,m.
