Chairman Meyer called the meeting to order at 7�43 P•M•
Resi�nations
The Commission has been notified that Officers Robert
Kurtz and Darroch Smith had resigned and both had accepted
positions with the Minneapolis Police Department.
Officer Eli�ibilitv Re�ister
The register established on March 17, 1973, needed to be
re—organized to reflect the fact that individuals currently
serving in the armed forces are not classified as veterans,
and hence, do not have any veteran preference. The
re—arrangement is as follows:

New Appointments
Names from the eligibility register were submitted to the
Village Manager for selection of officers to fi11 vacancies.
Robert J. Shellum was appointed 6/11/73. Another selection
will be made later this year.
Lateral Entry
Since the last CSC meeting, the Chairman� and Publi� Safety
Director attended several community meetings concerning
"lateral entry". No one questions the desire to have
higher requirements for police positions. The Police
Association agrees that higher requirements are needed.
After an open discussion at the Police—Community Relations
Committee meeting, the committee favored having no lateral
entry for sergeants. It was recognized that the committee
had limited exposure on this subject.
Meeting with League of Municipalities brought forth the
following: "Otztside candidates on an official register
would have absolute veteran preference as sergeant, where
as Golden Valley candidates would have merely the 5 (five )
points for promotion, as veterans seeking sergeant positions. "
This new input (which is a reversal of a prior input ) has
affected the thinking of the commission. It was agreed
that the lateral entry question would be re—examined
after obtaining an opinion from the Village Attorney on
the absolute veteran preference matter. If necessary, an
opinion from the Attorney General of Minnesota, would be
sought.
The villages represented in the municipalities meeting were
Plymouth, New Hope, Crystal, Richfield, Fridley, and
Golden Valley. Mr. David Norgard (League of Municipalities)
obtained a list of those communities that indicated an
interest, and will convene the group based on this interest.
At such a meeting the question of limited lateral entry
(i. e. with communities on a reciprocal basis) would be
examined on a "Joint Powers agreement" approach.
Testin� Procedures For Police Ser�eant Re�ister
A general discussion was hel.d on the subject with inputs
from the Officers present.

The testing procedure would include written� oral, and
psychological portions. In the appropriate portion, the
test might include the following :
•Simulate situations that are considered
functions of the sergeant.
•Test to determine interest in super—�
vision and in giving direction.
•Test to measure how we1.1 a police
officer performs in his current
assignment.
•Test for effectiveness in situations
such as traffic, domestic, angry
crowds, etc.
•Proficiency test to determine
supervisory skill.
•Make test broad enough to assess
general capability.
The commission will develop the elements of the testing
procedure. Will meet with the current sergeants to get
their inputs as to what attributes are desired to fill
a sergeant position and how best to test for these
attributes. The commission will also ask for inputs
from the patrol officers.
