08/23/73 CSC Minutes Police Civil Service Commission Village of Golden Valley , , Minutes Meeting of August 23, 1973 Members present : Pierre Meyer, Robert Heckman, and John ' � Mitchell ' Guests : Dave Gorski, Director of Public Safety; Ms. Sandra Hi11, League of Women V�ters; HoJ_mer Frickson, Golden Valley Human Rights Commission; Lt. Tom Morgan; Officers Milt Zoupas, Leroy Trandem, Dwight Wells, Dennis Heyda, Jim Beardsley, Lee Wanglie, David Stohl, K. J. Harder. Chairman Meyer called the meeting to order at 7 :43 P.M. � Minutes , Minutes of June 11 , 1973, were accepted as mailed. Lateral Entry Reviewed the ruling submitted by the Village Attorney. ' Although he concluded that the fair answer would be to treat both "inside" and "outside" veteran the same; he was indecisive on a firm opinion. 7.ei:ter has been sent to the MinnPsota Attorney GenPr.al �or ' an official opinion. No further action is contemplated unti.l an opinion is rendered. Testinq Pr_ocedure for Police Serqeant Reqister Thi.s item was postponed in order to give adequate time to consider the new position of Police Agent. � �� �i • - 2 - I . Police Aqent Proposal The concept of a Police Agent and associated functions were discussed. The commission agreed with the concept. The � o�ficers present were asked to express their opinions, and all were in favor of the new position. Although there was some difference of opinion, the consensus of the officers present was that Police Agent should not be a pre-requisite . for a sergeant position. • Further discussion gave evidence that the uniquene�s of the position would require knowledge of the community and the workings of the Golden Valley Police Department. Hence, it was suggested. that the minimum requirements for this position include 90 hours credit from an accredited college or uni- versity, and two years experience with the Golden Valley Police Department. The testing procedure for Police Agent was discussed. Peer rating should be given consideration in evaluating candi- dates for this position. Written portion of the testing should reflect police experience pertinent to the needs of the position. Commissioner Heckman will look into a testing procedure for Police Agent. The motion was made that a position of Police Agent be created. CMitchell, Heckman) Motion passed 3-0 Chanqe in ReQulations . The Commission has agreed to modify the Golden Valley Civil Service Regulations to include a statement that no prejudice will be held against an officer not seeking a promotion. It is recognized that an officer might wish to make � his career serving as an effective patrol of�icer. This desire should have no negative impact on the future of the officer.
