Meeting of February 13, 1974
Members Present: Pierre Meyer, Robert Heckman,
and John Mitchell
Guests : Dave Gorski, Director of Public Safety; ,
Officers Bill Sullivan, LeRoy Trandem,
and Dwight Wells.
Chairman Meyer called the meeting to order at 7 :42 P.M.
Minutes of the November 14, 1973 meeting were read and accepted.
Appointments
John Mitchell - Chairperson for 1974
Robert Heckman - Secretary for 1974
Pierre Meyer - P.e-appointed for a 3 year term.
Director of Public Safety Report
Dave Gorski gave a report on the status of the Police Department.
The report identified the present personnel, salary policy,
longevity consideration, and educational incentive pay.

Register for sergeants has already expired.
Register for lieutenants expires July 25, 1974.
Lateral Entry
Reviewed the letter dated Nov�mber 20, 1973, fr•om Merwin
PetPrson, Assistant Attorney General to Robert Skare, Golden
Valley Village Attorney. It was the consensus of the Commission
that lateral entry should not be considered until after current
court cases are �settled.
Motion made and seco:�ded that the test for the sergeant 's
register be restricted to members of the Golden Valley Police
Department. (Passed 3-0) ,

Testinq for Serqeant ' s Reqister
This testing will be announced in the newspaper and posted in �
the Golden Valley Police Department. �
The testing procedure was broadly covered as follows :
l. Obtain an evaluation of the candidate ' s per-
foxmance as a patrol officer. The evaluation
to stress the overlap areas of patrol officer
and sergeant. The evaluation is to be made by
the supervisory staff. This evaluation will
constitute 20% of the test.
' 2. Obtain an assessment of the candidate as evaluated
by his peer officers. This evaluation will con-
stitute 20% of the test.
3. Written examination to cover knowledge of rules
and regulations , and other pertinent facts. The
questions will have strong inputs from the
supervisory staff. These results will consti-
tute 20% of the test.
4. Invalve those things that are unique to the
sergeant `s position.
a. Work through a simulated "in-basket"
situation.
b. Oral interview with each candidate and '
the Commission. A single commissioner
will lead the interview, thus approaching
a one-to-one relationship.
c. Conduct a group discussion of a theo-
retical situation.
� d. Conduct a psychological test.
The composite in this section will constitute
40% of the test.
The total testing is expected to cover several days.
The candidates will have an opportunity to discuss his final
rating on an objective basis with a commissioner, if he desires.

Commissioner Heckman is to continue the development of
tne sergeant testing procedure and provide more details
by the next meeting.
Commissioner Meyer is to establish a proposed schedule
for the total sergeant testing procedure. .
Dave Gorski, the Director of Public Safety, will assist
Commissioner Heckman in securing appropriate data from
the supervisory staff.
