pc-minutes-jun-08-20   REGULARMEETINGMINUTES  ThismeetingwasheldviaWebexinaccordancewiththelocalemergencydeclarationmadeby theCityunderMinn.Stat.§12.37.Inaccordancewiththatdeclaration,beginningonMarch16, 2020,allPlanningCommissionmeetingsheldduringtheemergencywereconducted electronically.TheCityusedWebextoconductthismeetingandmembersofthepublicwere abletomonitorthemeetingsbywatchingitonComcastcablechannel16,bystreamingiton CCXmedia.org,orbydialingintothepubliccallͲinline.Thepublicwasabletoparticipateinthis meetingduringpubliccommentsections,bydialingthepubliccallͲinline.  1. MOTIONmadebyCommissionerPockl,secondedbyCommissionerBrookinstoapprovetheMay 27,2020meetingminutes.Staffcalledarollcallvoteandthemotioncarriedunanimously.  4. InformalPublicHearing–ZoningCodeTextAmendment June8,2020–7pm  CityofGoldenValley PlanningCommissionRegularMeeting June8,2020–7pm   2 Applicant:CityofGoldenValley Purpose:ProposedAdjustmentstoNarrowLotRegulations  JasonZimmerman,PlanningManager,gaveapresentationonthisitem’shistoryandbackground fromNovember2017whentheinitialdiscussiontookplacethroughMay2020whenthePlanning Commissionreviewedanddiscussedthestaff’sdraftofchanges.HereviewedtheCityCouncil’s request,locationswheretheselotsexist,andallthemeetingsheldtoaddressthisconcern. Zimmermandisplayedthelistofnineitemsforcodeamendmentsandstaffrecommends1Ͳ8have changesand9staysasis: 1. Sideyardsetbacks 2. Garagestallrequirements 3. Slopeof“tent”portionofbuildingenvelope 4. Sidewallheightatsidesetbackline 5. Secondstorydormers 6. Sidewallarticulation 7. Secondaryfrontyardsetbacks 8. Lotcoverage 9. Amountofimpervioussurfaces(tostayasis) Zimmermanexpandedoneachitemthroughoutthepresentationandrespondedtoquestionsas Commissionersposedthem. ZimmermanmovedontoreviewthepubliccommentsthatCitystaffreceivedregardingthenarrow lottopic.54totalcommentswerereceivedviatheGoldenValleywebsiteoremailtoPlanningstaff. 10ofthosecommentswerefromfolkslivingonanarrowlot,8addressestotalasmorethanone personatanaddressmadecomment.44commentswerefrompeoplenotonanarrowlotandthe commentersweremostlyfromtheNorthTyrolarea.Noneofthecommenteraddresseswere immediatelyadjacenttoblockswithnarrowlots.Mostcommenterswerewithinablockortwobut somewereoveramileandahalfaway. Thetop5commentthemeswereasfollows: 1. Don’treducelotsizesorallowmorelotsplits. 2. Domoretorestricthomeconstructiononnarrowlots. 3. Domoretoprotectopen/green/landscaped/naturalareas. 4. Certainproposedchangesaretoorestrictiveorproblematic(singlecargarageprovision, limitingsecondfloorspace) 5. Changesseemreasonableandhelpprovidehousingdiversity. Inadditiontothesecomments,alocaldesigner/builderthathasofferedperspectivebefore commentedontheirconcernforreducingbuildingenvelopeandimposinggaragerestrictions. CommissionerBakerchimedintoclarifybysayingstaffisnotproposingtightergaragerestrictions butratherlooseningthem.Zimmermanrespondedbysayingthatstaffisnolongerrequiringtwo garagestallseventhoughmostpeoplewantthem.Limitingagaragefaçademayleadtoasingle stallgarageforsomelots.CommissionerSegelbaumaskedifingeneral,thesenewregulationsare morerestrictiveforbuildsthancurrentlyexist.Zimmermanrespondedthat’saccurateexceptfor dormerspace,howeverthat’sinresponsetobeingmorerestrictiveinotherareas. CityofGoldenValley PlanningCommissionRegularMeeting June8,2020–7pm   3  ChairBlumopenedthepublichearingat7:42pm,thereweretwocallersinthequeueatthetime ofopening.  PublicComments: RuthParadise,8515DuluthStreet,saiddesignersmayhavementionedatrendofmore bedrooms,butinherneighborhood,thereareafewhouseswithonepersonlivingthere. Somehavesaidtheywantedasmallerhousebutcouldn’tfindone.Ms.Paradisestatedthis couldbeanopportunityforsmallersingleͲfamilyhomes.  CathyWaldhauser3220OrchardAveN,statedthatthePlanningCommissioncompromises arespoton,theywillsolvemostconcernsabouthomesbeingtoolargefornarrowlots. Waldhauserstatedthatshehopesdevelopmentcanoccurinotherpartsofthecitywiththis compromise.She’dliketoseeclustersofsmallerhomesonsmallerlotsinthecity,she understandsthisisn’tthegoalnowbutmaybeGoldenValleycanheadinthatdirection.  CommissionerBakerstatedhe’sbecomingconvincedthatthedormersize/informationwithonly detailsfromdesignersandbuildersisn’tsufficientandwouldlikeinputfromotherswhoare thinkingaheadtothefutureofconstructionandwhoarefocusedonhousingequityand affordability.CommissionerSegelbaumrespondedhebelievestheCommissionhasbeencareful nottoweightooheavilyanyoneopinion,buttolookatthecollective. Theconversationmovedintolotsthataremarketableandbuildable.  MaryͲJanePappas,20ArdmoreDrive,statedwhenthinkingaboutthefuture,weallneed tobemoremindfulofhowmuchrawmaterialisbeingused.Wealsoneedtobemore economicwhenconsideringbuildingahomeandleavinggreenspacewhenpossible. Pappasagreeswithtwobathroomsandtwogaragestallsbecauseitcreatesresalevaluebut economicvalueneedstobeconsidered.Manypeopleprefersmallerhomesasitcutsdown oncostsandmaintenance.  CommissionerBrookinsstatedthegroupshouldn’trequireminimumormaxgaragesize.Hewould feelmorecomfortablenothavingthatrequirementatallashefeelsthathecan’tjustifyit.  Theconversationcontinuedregardingthetopicslistedbystaff,pastconversations,publicinput, andtheideaofconsideringbuildingforprojecteddemandinsteadofwhat’sdesirabletoday.A numberofCommissionersstatedtheyconsideredpublicinputandweretroubledthatsome residentsdidn’tfeeltheirinputwasactuallyconsidered. Bakerrequesteddiscussionondormerdimensionsandstatedhewouldnotsupporta recommendationtoday.Blumthensuggestedthegroupgothrougheachofthe9itemsandasses thegroup’sagreement.Segelbaumpointedoutthateachitemisdependentonanothersoifone changesthentheotherswilltoo.Brookinsstatedthegroupshouldcometoadecisionotherwise theconversationmaycontinueforafewmoremonths.  CityofGoldenValley PlanningCommissionRegularMeeting June8,2020–7pm   4 MaryͲJanePappas,20ArdmoreDrive,commentedonBaker’sstatementaboutneedinga modeltoseewhattheshadingiswithdormers.Shesuggestedlookingatanarchitect’s plansandusingthatasaguideforminimumrequirements.  CommissionerSadeghistatedthathehasaccesstoaprogramthathasasunsettingandthat creatingamodelandutilizingthesunshadesettingwouldbeeasy.  TheCommissionmovedonwithstafftoreviewallthelisteditemsandrestateCommissioners previousopinionsoneach;discussionfollowed.  ChairBlumclosedthepublichearingat8:44pm  Commissionersenteredintoaconversationregardingthegaragestallrequirementsand transitionedintoaconversationaboutdormers.Bakerwantedtoknowtheshadowingeffectbased ondormersatdifferentpercentages.CommissionerPocklaskediftheregulationspresentedare similartothoseapreviousbuildersuggested.Staffclarifiedthatthedormerregulationswere stricterthanthebuilderoriginallystatedthey’dliketosee.Thesedormerregulationsareto addresssecondfloorusabilitybutnotto“giveback”spaceandmimicafullsecondfloor.Brookins statedhelikesthedormerpercentageseveniftheyseemabittoostricttohim.Basedon questions,staffclarifiedgableandsheddormers. Thediscussiontransitionedintospecificpercentages,measurements,andthedesiretosee modelingtounderstandproximityandshading.  MOTIONmadebyCommissionerBakerandsecondedbyCommissionerJohnsontotabletheitem totheJune22,2020meetingwithstaffprovidingmoreinformationondormers. Stafftookarollcallvoteanditpassed5Ͳ2. CouncilLiaisonReport CouncilMemberRosenquistupdatedtheCommissionontheCityCouncilmeetingwherethe Schuller’srezoningwasdiscussed.Theapplicantwithdrewpriortothestaffpresentationandwillwork tofindacompromisesolutionbeforethesummerof2021.Shealsomentionedtherecent Council/ManagermeetingandthefactthattheCitywillmoveforwardwithhiringanEquity,Inclusion, andVolunteerManager.ChairBlumaskedaquestionaboutcomposting.  6.
