Call to Order The meeting was called to order at 6:45pm by Aaron Black, Chair. 2.Roll Call Commissioners present: Aaron Black, Jonas Courneya, Stephanie Devitt, Katie Hart, Denise La Mere-Anderson, Caitlin Peick, and Toots Vodovoz Commissioners absent: Hilmer Erickson andJoel Nelson Staff present: Brian Erickson, Staff Liaison, Sheila Van Sloun, Recording Secretary; and Kimberly Sanberg, City Council. 3. Approval of April 13, 2020 – Regular Meeting Minutes MOTION made by La Mere-Anderson and seconded by Black to approve the April 13, 2020 regular meeting minutes. Motion carried unanimously. Approval of April 28, 2020 – Special Meeting Minutes MOTION made by Hart and seconded by La Mere-Anderson to approve the April 28, 2020 special meeting minutes. Motion carried unanimously. 4. Old Business A. Budget—Black shared and reviewed the budget with Commissioners. Discussion focused onways the pandemic could affect future revenues. B. Special Allocation—Council member Sanberg said the Council is very supportive of the emergency allocation and is very happy with how the Commission took initiative in this time of need. C. Run The Valley—Erickson shared registration numbers with the Commission, stating there are a total of 188 participants. He then discussed options for distributing shirts to all the participants. Mail and distanced pick-up were options discussed. Several Commissioners volunteered their time to help with the distribution. La Mere-Anderson encouraged all the Commissioners to register and participate in Run The Valley. Peick suggested keeping registration open after the race start date for those that still want to participate. Erickson agreed with the idea and will adjust dates. City of Golden ValleyHuman Services Commission Regular Meeting Minutes 2 May 11, 2020 5. New Business A. Commission Orientation—Before Erickson presented the commission orientation, he introduced new commission member Caitlin Peick. Peick shared that she is married, lives in the South Tyrol neighborhood, and works in Marketing at Children’s Hospital. Commissioners then introduced themselves. Erickson then shared a PowerPoint presentation for the commission orientation. B. Bylaws Review—Erickson shared and reviewed the commission bylaws. Discussion then focused on attendance. C. Election of Chair and Vice-Chair—Black asked if anyone was interested in serving as Chair or Vice-Chair. After no one stepped forward, La Mere-Anderson offered to serve as Chair, and Black offered to serve as Vice-Chair. Each will serve one year terms. D. Allocation Application for 2021—Erickson said the application should be available at the end of May or early part of June, for agencies to apply for funding. He said the applications will be brought to Council for approval in November. 6. Adjournment MOTION moved by Black and seconded by Devitt to adjourn at 7:55 pm. Any resident of Golden Valley or an employee of a business/organization within Golden Valley is eligible to apply. Staff will create a selection committee to review applications. Staff will recommend up to 12 members to the City Council for final approval of the Energy Action Planning Team roster. Energy Action Planning Team member finalists would represent: Environmental Commission, Human Rights Commission, Rising TIDES Task Force, Human Services Commission, Planning Commission 1-2 Citizen(s) at-large Golden Valley Business Council or Twin West Chamber of Commerce Corporate sector - large corporation with energy/sustainability goals and experience Industrial sector - industrial company with operations in Golden Valley Commercial/Office sector – owner/operator, broker, property manager Multi-family Residential sector – owner, broker, property manager, residents Schools Community-based organizations Faith-based organizations Youth or Seniors in Golden Valley If more than 12 applicants fit this criteria, than those who can demonstrate the following will be selected: Those who can commit to 3-5 facilitated workshops over 6 months to help us develop goals, strategies, and a plan of action, starting in June 2020 and occurring every 4-5 weeks. (Meeting dates will be provided after the first meeting is set). o With current social distancing guidelines, we are planning to hold our first workshop and engagements using video conferencing. Those who have demonstrated commitment to City matters with previous projects, commissions, etc. Those who have demonstrated commitment to energy-related improvements and actions. Those representing a unique perspective or sector not listed here (that is demonstrated in their application). \[Publish Date\] Dear \[Name\], Golden Valleyis developing an Energy Action Plan and needs your helpas a key influencer in our community. We recently entered into an agreement to team up with Xcel Energy’s Partners in Energy offering. This is a two-year endeavor designed to support Golden Valley in developing and implementing a strategic energy plan unique to our energy efficiency objectives. We’re excited to get going refining our energy goals and rolling up our sleeves to make a difference—and we would like you to be part of our team! Here’s what we aim to accomplish through Partners in Energy: • Develop and document our community’s long-term energy vision • Identify the appropriate goals and strategies to help achieve that vision • Engage and motivate our residents and businesses to take action • Monitor and track our results • Celebrate our achievements and promote our successes • Carry forward our energy momentum for the long term We would like to extend to you an invitation to participate on an advisory committee to help develop our plan. This will entail attendance at 3-5 facilitated workshops kicking off in June over a six-month period to help us develop goals, strategies, and a plan of action. With current social distancing guidelines, we are planning to hold our first workshop and engagements using video conferencing. Please let me know if you have any concerns with using digital platforms, and how we can accommodate those concerns. We plan to transition our workshops to in-person after social distancing guidelines are relaxed. Xcel Energy will provide resources to support Golden Valley as we develop a plan we will own. They will also provide resources to reach the goals identified. In addition to their existing rebates and programs, examples of these resources include project management, program outreach, trainings for local implementation, data or tracking assistance, and more.
