REGULAR MEETING MINUTES
1. Call to Order
The meeting was called to order at 6:30pm by Cornelius.
2. Roll Call
Commissioners present: Roger Bergman, John Cornelius, Della Daml, Bill Delaney, Bob Mattison,
Matthew Sanders, Linden Weiswerda, and Brian Wright
Commissioners absent: Kelly Kuebelbeck and Dawn Speltz
Staff present: Rick Birno, Parks and Recreation Director; Eric Eckman, Environmental
Resources Supervisor; Al Lundstrom, Park Maintenance Supervisor; and
Sheila Van Sloun, Administrative Assistant
3. Agenda Changes or Additions
None.
4. Approval of January 25, 2021 Minutes
Commissioner Mattison asked that STS be spelled out under Commission and Staff Updates. Van
Sloun will update the minutes with Sentence to Serve.
MOTION moved by Mattison and seconded by Bergman to approve the amended January 25, 2021
meeting minutes. Motion carried unanimously.
5. Stormwater Management Presentation – Wildwood Park
Eric Eckman shared a brief history and timeline of the Wildwood Park-SEA School Stormwater
Improvement Study. He then shared three proposed concept plans and discussed the benefits of
each. He explained that a virtual engagement video to present the concepts and receive public
comments will be posted by the City in the next couple weeks.
Commissioners provided feedback and concerns. Eckman said he will share the information and
feedback with the project team for consideration and inclusion in the draft feasibility report, set to
go to the Bassett Creek Watershed Management Commission in May 2021.

Eric Eckman shared a brief history and timeline of the Medley Park Stormwater Improvement Study.
He then shared three proposed concept plans and discussed the benefits of each. He explained that a
virtual engagement video to present the concepts and receive public comments will be posted by the

7. 2020 OSRC Annual Report & Workplan Draft Review
Birno shared the draft of the 2020 OSRC Annual Report and 2021 Workplan. Commissioners
reviewed the report and work plan and discussed a number of items scheduled for 2021.
Commissioner Mattison recommended listing both the 2020 accomplishments and 2021 Workplan
items in order of importance. Commissioners agreed. Birno will work with Chair Cornelius and Vice-
Chair Mattison on the appropriate order.
8. 2021 Resolution to Approve Recognized Golden Valley Youth Athletic Associations
Birno shared a resolution to approve the following as recognized Golden Valley Youth Athletic
Associations: Golden Valley Little League, Golden Valley Girls’ Softball, Park Valley United FC,
Armstrong-Cooper Youth Baseball, Armstrong-Cooper Youth Hockey, Hopkins Youth Hockey, Cooper-
Armstrong Girls’ Fast Pitch, Armstrong-Cooper Youth Lacrosse, and Hopkins Girls Basketball.
MOTION moved by Mattison and seconded by Bergman to approve the above named as recognized
Golden Valley Youth Athletic Associations. Motion carried unanimously.
9. Commission and Staff Updates
Briarwood DNR Grant
Birno said the Golden Valley Engineering Department applied forand was awarded a $50K
DNR Grant, which will be used to make significant nature improvements at Briarwood Nature
Center.
Run the Valley – Rescheduled for Saturday, September 11
Birno said the Human Service Commission has changed the date for Run the Valley to
September 11, 2021 in the hopes they will host a live event.
HSC Golf Classic Refocused to August Lawn Bowling Event on Sunday, August 8
Birno said the Human Service Commission changed the Golf Classic event to a Lawn Bowling
only event on Sunday, August 8.
Commissioner –Golden Valley Email
Birno announced all Golden Valley Board and Commissioner members would be receiving a
city email address for receiving all city communication. He will share more information once
implemented.
Leash Ordinance Approved
Birno said the City Council approved the leash ordinance with all Commission
recommendations.
Sochacki Park
Birno shared that in 2021, a water quality improvement study will be implemented for both
Rice Pond and Grimes Pond. In 2022, the water quality improvement plan will be
implemented, as well as the initial discussions and design concepts for the proposed three
season naturalists and education building.

Next Meeting is scheduled for Monday, April 26, 2021
Birno reminded the Commission that the next regular OSRC meeting will be on Monday, April
26, 2021 and will be held virtually.
10.Adjournment
MOTION moved by Bergman and seconded by Wright to adjourn at 9 pm. Motion carried
unanimously.
