The meeting was called to order at 6:30pm by Cornelius.

Cornelius requested a brief follow-up discussion from the previous meeting regarding the Off-Leash
Ordinance.
4. Approval of October 26, 2020 Minutes
MOTION moved by Mattison and seconded by Bergman to approve the October 26, 2020 meeting
minutes. Motion carried unanimously.
5. Decola Ponds E & F – SEA School Wildwood Park Update – Eric Eckman
Eckman shared details on the long-term flood mitigation plan. The plan potentially includes several
capital projects that will provide additional flood storage and develop new ponds, wetlands, and or
below-ground storage throughout the watershed. The improvements would slow the flow of water
to flood prone areasin Golden Valley. Eric discussed initial data and design concepts for the SEA
School-Wildwood Park Flood Reduction Project. He noted that the process is still in the study stage to
explore all options for the long-term Flood Mitigation Plan.
Eckman shared the initial three designconcept plans for Wildwood Parkalong with resident concerns
heard by staff regarding the project. Commission members spent time reviewing each plan and
asking questions. Kuebelbeck shared neighborhood concerns regarding the proposed narrowing of
streets and the impact of a potential lack of parking.
Eckman encouraged the Commissioners to continue sharing questions, concerns, and feedback they
receive from residents.

Cornelius requested Eckmanreturn for a follow-up at a future meeting to review the next stage of
the design concepts. Eckman confirmed he would work with Parks and Recreation staff and plan to
return to the March meeting.
6. Winter Rink 2020/2021 Operation Update
Birno said in accordance with Executive Orders issued by Governor Walz, warming houses will remain
closed for the season, however rinks will be maintained. He also said portable toilets and outdoor
seating benches will be available at all rinks, along withoutdoor rink lights on timersuntil 9 pm daily.
7. Noah Joynes Youth Recreation Fund
Birno shared information on the Noah Joynes Youth Recreation Fund. Noah’s Fund was created by
the Joynes family to celebrate the life of Noah Joynes, a former Parks and Recreation employee and
resident of Golden Valley. The fund will provide financial support for youth in Golden Valley to
participate in recreational and educational activities, programs, athletics, and events. The fund also
provides grants for the improvement or addition of community youth recreation amenities.
8. Nuisance Wildlife Removal Update
Birno gave an update on the annual agreement with the USDA for the removal of nuisance wildlife.
He said the City was granted 25 permits for deer and 25 permits for turkey. The removalprocess is
set to begin December 1 and conclude at the end of March.
9. COVID 19 - Parks and Recreation Services Update
Birno gave an update on the status of Brookview. He noted that all cooperative programs and
outdoor pub curling leagues have been cancelled with refunds being offered to those registered. All
outdoor youth recreation programs have been postponed until winter break.
The Three One Six Bar + Grill is closed until the Wednesday after Thanksgiving, which will then only
offer take-out orders with a limited menu. Birno said the Three One Six had a great spring, summer,
and fall season, and staff did a great job following social distancing guidelines and COVID-19
precautions.
10. Commission and Staff Updates
Dog Leash Ordinance
Cornelius opened discussion for any additional input regarding the Off-Leash Ordinance update.
Birno asked the Commission if they had any additional information to add to the ordinance
summary review and recommendation to be forwarded to the Police Chief and City Attorney.
Mattison suggested possibly adding specific language to the ordinance regarding more aggressive
enforcement for pet clean-up andtrash. Possibly improve the park signage and addpet bag
stations. Mattison also suggested a future discussion regarding off-leash areas throughout the
park system that are not enclosed.Birno said he would add the topic to a future agenda for
discussion.

-Cornelius said ground cover that wasplaced by City maintenance staff have made thelow wet
area near the Wesley tennis courts much better.
-Weiswerda notedhe left a message for Al Lundstrom regarding a tree hanging over a trail
near Golden Ridge Park, and 24-hours later it had been removed.
- Mattison congratulated Al Lundstrom and the maintenance staff on their recent help with a
fire rescue at a residential fire on Harold Ave.
Lighted WinterMulti-UseTrail at Brookview
Birno said the solar LED lights have been installed on the winter multi-use trail at Brookview
for a second season. Staff also expanded the multi-use winter trail to the northwest corner of
the golf course. Birno noted that the new trail addition does not have lights. Daml asked if
snowshoeing was permitted and Birno said yes. He addedParks andRecreation staffis
offering a snowshoeing program for youth at Brookview over winter break.
Three One Six Bar + Grill Hours
Birno shared the new hours, Wed-Fri 4-8 pm and Sat 12-7 pm.Closed Sun-Tue.
No December meeting –next scheduled meeting is January 25, 2021

OPERATIONS, PROCEDURES AND COURSE REGULATIONS
IT IS THE INTENT AND PURPOSE OF BROOKVIEW GOLF COURSE & LAWN BOWLING TO
PROVIDE THE BEST POSSIBLE PLAYING CONDITIONS AND ENVIRONMENT FOR THE
ENJOYMENT OF ALL GOLFERS AND LAWN BOWLERS WHO UTILIZE THE AMENITIES.
Brookview Golf Course & Lawn Bowling is owned and operated by the City of Golden Valley under the
direction of the Parks and Recreation Department.
The golf course is located at 316 Brookview Parkway, Golden Valley, Minnesota, 55426. The website is

The operations, procedures, and regulations document is reviewed and recommended for implementation
by the Open Space & Recreation Commission anytime there is a proposed change to the operation
procedures and/or fees.
ANNUAL GOLF SEASON & AMENITIES
The seasonal opening and closing of the golf course and lawn bowling green is dictated by the
weather. As a general rule, the main season will commence in April and run through the end of
October. Golf staff does install temporary holes on the regulation course and keep the driving range
nets up if weather allows temporary late season and early season play. It should also be noted that the
golf operation operates 36 winter disc golf holes, pub curling rinks and a lighted winter groomed cross-
country ski trail during the winter months on the golf course.
Hours of operation vary with the weather and the hours of daylight. Generally, the course is open at
6:30am and offers a final tee time at 8:00pm. This adjusts as daylight changes throughout the season.

GOLF COURSE REGULATIONS
It is the responsibility of golf course management to coordinate all operations and enforce the rules
and regulations of the golf and lawn bowling operation
18 Hole Regulation Course - children under 10 years of age are not permitted at any time.
Youth ages 10 - 12 must be accompanied by an adult while on the regulation golf course at all
times. Juniors ages 13 - 15 must play with an adult on weekends and holidays before 3:30.
Par 3 Course and Driving Range - No one under 4 years of age is permitted at any time.
Children 4 - 9 years of age may play the Par 3 course or use the Driving Range if accompanied
by an adult. Children 10 and older may use the driving range and Par 3 course
unaccompanied.
Every golfer on the course must purchase a ticket and make it available when checked by the
golf starter or ranger.
The golf starter/golf shop staff shall be responsible for assigning foursomes and placing them
on the course. Fivesomes will generally not be permitted unless approved by the Golf Course
Management.
It is recommended that all golfers check in at the Golf Shop ten minutes prior to their tee time.
Every golfer must have a set of clubs (4 minimum) and bag before teeing off.
Golfers must be properly attired. Shirts and shoes must be worn at all times while on the golf
complex.
Persons using Brookview’s driving range and golf course assume the risk of injury incident to
the game of golf, including, but not limited to, being struck by golf balls. Players are hereby
warned to remain attentive to shots struck by members of their group, by other persons using
the golf course, and persons using the practice tee to the left of the fairway. Golfers are
responsible for the ball they hit. If lightning is seen, please seek shelter or return to the
clubhouse.
Golf rain checks will be provided for storm/rain events only. For a nine-hole Par 3 course or 9
hole Regulation course round a rain check will be provided if 4 holes or less have been
completed. For an eighteen-hole regulation course round a rain check will be provided if 12
holes or less have been completed.
Walk-a-longs and ride-a-longs are generally not allowed. The exceptions are MGA or
Minnesota High School League sponsored events. During these sponsored events walk/riders
will be required to sign a waiver and will be expected to pay a fee to be on the course.
Caddies carrying clubs are allowed.
Individuals must be a minimum of 16 years of age and have a valid driver’s license to rent and
operate a motorized golf cart.
No more than 2 riders are allowed on a motorized cart.
Power carts must be kept at least 30 feet from tee boxes and greens.
A fee will be charged and a waiver signed for all golfers using privately owned motorized golf
carts on Brookview Golf Course.
Brookview Golf Cart Statement: Any person using their own motorized golf cart, or persons
leasing from Brookview Golf Course, shall save, defend, and hold Brookview Golf Course
harmless from any claim or damage that may result from said use, whether such damage be to
the property or person of the users or employees, or property of Brookview Golf Course, the
property of persons or others.
Golf cart rainchecks shall be issued if will be provided for storm/rain events only. For a nine-
hole Par 3 course or 9 hole Regulation course round a golf cart rain check will be provided if 4
holes or less have been completed. For a eighteen hole regulation course round a golf cart rain
check will be provided if 12 holes or less have been completed.
Golf cart rainchecks will not be issued on additional carts that have to be rented by Brookview
Golf Course for private tournaments or group events.
Any damage caused to a motorized golf cart due to negligence and or abuse of the vehicle will
be billed to the renter of the cart
All non-golfers including walkers, dog-walkers, bird feeders, bicycle riders, picnickers, ball
pickers or any other unauthorized person shall not be permitted on the course areas when in
operation.
A golfer may be asked to leave the course when he/she cannot reasonably hit the ball or keep
up with the normal pace of a public golf course. A full refund will be issued.
No person shall play golf on the course after it has been closed by the course Maintenance
Supervisor or his designee because of weather or specific maintenance needs. Cart usage is
also regulated by the course management.
Golf privileges may be revoked for persons who submit false information for the purpose of
securing golfing privileges.
No coolers or outside beverages are allowed. All beverages must be purchased on the
premises.
Golf rangers and authorized employees are responsible for orderly play, general policing of the
course and seeing that the overall speed of play is reasonably maintained. They may remove
a golfer or golfers from the course for any flagrant violations of course rules and conduct such
as obnoxious behavior, intoxication, fighting, damage to the course, failure to follow course
design from a hole-to-hole basis, improper use of motorized golf carts, and abusive behavior
toward other golfers and/or golf course employees.
During the 2021 season, all golfers are required to follow the updated requirements of the
State of Minnesota and the City of Golden Valley’s “Golfing during COVID-19” policies and
procedures.
FOOD & BEVERAGES
All food and beverages available at Brookview Golf Course and Lawn Bowling are provided by
the Three One Six Bar + Grill. Only alcohol purchased from the Three One Six is allowed at
Brookview.
The Three One Six Bar + Grill is operated year-round.
The Brookview banquet rooms, decks, and patios are available for rental. Brookview facilities
can be reserved and partnered with preferred catering & beverage services. Reservations can
be made by contacting the Parks and Recreation office.
Brookview provides beverage carts throughout the course with a large selection of beverages
and pre-packaged snacks during busy times.
Tournament “beverage carts” and or alcohol sample hole sponsors are not allowed on the
course at any time unless staffed and provided by Brookview. Sponsors of golf tournaments or
outings who desire to provide their participants with beverages may do so only by purchasing
product through the Three One Six Bar + Grill.
RESERVATIONS, CLUB MEMBER CARDS, LEAGUES, TOURNAMENTS & GROUPS

Shop at 763-512-2330 or at www.brookviewgolf.com.
Reservations can be made for the Par 3 golf course by contacting the Par 3 at 763-512-2333
or at www.brookviewgolf.com.
Club Member card holders are allowed to make reservations up to seven days in advance.
The general public are allowed to schedule tee times up to five days in advance.
A Club Member card entitles its holder to a discount on green fees and power carts, advanced
reservation privileges, driving range, merchandise, and food and beverage discounts. Club
Member cards may be purchased by residents or non-residents of Golden Valley.
Senior Club Member Card Holders are entitled to all club member privileges, plus benefits of
the senior golf program on weekday mornings.
All persons with reservations that wish to cancel a tee time are required to cancel a minimum
of 2 hours in advance of their scheduled tee time. Failure to do so will result in being billed for
all no-shows in that time slot. If a member card holder cancels within the two hour restriction,
member card privileges will be suspended until payment is made.
Brookview Golf Course allows the right to reserve reoccurring tee times for groups larger than
16 golfers. Reoccurring tee time blocks are scheduled for 12-16 weeks upon approval by
Brookview Golf Management. Golfers are required to tee off in 10-minute intervals in groups of
four people maximum.
BWGA & BMGA
The Brookview Women’s Golf Association (BWGA) and the Brookview Men’s Golf Association
(BMGA) are independently organized and operated by a group of men and women who play
regularly at Brookview Golf Course. They provide club affiliation and golfing events for their
members. The BWGA and BMGA must at all times perform their functions within the policies
and regulations approved by the Golden Valley Open Space and Recreation Commission and
Brookview Golf Management.
The BWGA has an 18-hole womens’ reoccurring tee time reservation on Tuesday mornings at
7:00a.m. as well as a Thursday morning 9-hole reoccurring tee time reservation beginning at
6:30a.m.
The BMGA provides a 9-hole reoccurring tee time reservation which plays on Wednesday
afternoons from 3:30-6:00 p.m. The organization also offers an 18-hole option which is played
on scheduled Saturday mornings from 6:30 a.m. to 8:30 a.m. There are 3 additional weekend
events which include both Saturday and Sunday tee times from 6:30-8:30 a.m.
Those interested in joining the BMGA or the BWGA should contact the golf shop for
information.
Senior League Golf Program is scheduled weekday mornings before noon.
Seniors (60 or older) may play the regulation or Par 3 course for a reduced green fee on
Monday through Friday during designated times. Reservations must be made in advance and
tee times are based on availability. The senior discount is not valid on holidays, or for special
events.
Junior Golf Programs: Brookview Golf offers a number of junior golf opportunities for 17-year
olds and under. Please contact Brookview Golf at 763-512-2300 or at www.brookviewgolf.com
for information on all the programs available.
Tournaments: Brookview Golf Course welcomes the use of its facilities for group events and
for tournaments. The course is available for use on a limited basis throughout the golf season.

tournaments at Brookview Golf Course. Group events and tournaments are required to pay full
green fees and cart fees at least 8 days prior to the event. Shotgun events will only be held
with a minimum of 100 and a maximum of 144 golfers.

Lawn Bowling rinks are available for rent on an hourly basis. The Lawn Bowling season typically
runs April-October. Single rink rentals can be reserved up to seven days in advance. Groups may
reserve single rinks, half green, or full green for private events. Game equipment is provided. Only
flat soled shoes, socks, or bare feet are allowed on the green. Reservations can be made by

Sec. 6-33. –Control of Animals
a) On private land. No person having custody or control of any dog or animal shall at any time
permit the dog or animal to be on private land, without the dog or animal being adequately
supervised and effectively restrained from going beyond such private land by voice control,
leash, tether, fence, or electronic pet fence.
b)
On public land. No person having custody or control of any dog or animal shall permit the
dog or animal to be on any public land, including but not limited to any street, alley,
sidewalk, trail, public park, or public place, other than an area officially designated for off
leash activities, without being effectively restrained by a leash not exceeding twenty feet in
length, which is shortened to six feet when another person or animal is within twenty feet.
Any person accompanied by such dog or animal on public land shall not interfere or allow
the dog oranimal to interfere with other users.
c) Other requirements.
(1)Any area, lot, or yard that utilizes an electronic pet fence to prevent a dog or animal
from escaping or getting loose must have prominent signage indicating that an
electronic pet fence is present, and the electronic pet fence must be in working order
and effective in restraining the movement of the dog or animal and preventing its
escape from the fenced area, lot, or yard.
(2) Tethers may only be used if all of the following requirements are met:
a)Tethers must be at least three times the length of thedog or animal secured to
it.
b) Any dog or animal secured with a tether must be in an area that would not allow
the dog or animal to become tangled aroundobjects.
c) Any dog or animal secured with a tether must have access to shelter and water.
d) Tethers must be placed in such a location as to inhibit the secured dog or animal
from reaching a public sidewalk, street, public park, school grounds, alley, or
public place, or any other property other than the owner or custodian's
property.
e)Tethers may not exceed five pounds in weight but shall be of appropriate weight
for the size of the dog or animal.
f) Dogs and animals shall not be tethered without on-site supervision.
g) Dogs and animals shall not be tether by the leg.
(3) It is unlawful for any person who causes or permits any dog to be on any property,
public or private, not owned or possessed by that person, to fail to remove excrement
left by that dog to a proper receptacle located on property owned or possessed by that
person or a public refuse receptacle .
