Motion carried unanimously. 5.Stormwater Management Presentation – Wildwood Park Eric Eckman shared a brief history and timeline of the Wildwood Park-SEA School Stormwater Improvement Study.He then shared three proposed concept plansand discussed the benefits of each. He explained that a virtual engagement video to present the concepts and receive public comments will be posted by the City in the next couple weeks. C ommissioners provided feedback and concerns. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 2 March 23, 2021 – 6:30 pm Commissioners providedfeedback and concerns. Eckman said he will share all the information and feedback with the project team for consideration and inclusion in the draft feasibility report. 7.2020 OSRC Annual Report & Workplan Draft Review Birno shared the draft of the 2020 OSRC Annual Report and 2021 Workplan. Commissioners reviewed the report and work plan and discussed a number of items scheduled for 2021. Commissioner Mattison recommended listing both the 2020 accomplishments and 2021 Workplan items in order of importance. Commissioners agreed. Birno will work with Chair Cornelius and Vice- Chair Mattison on the appropriate order. 8.2021 Resolution to Approve Recognized Golden Valley Youth Athletic Associations Birno shared a resolution to approve the following as recognized Golden Valley Youth Athletic Associations: Golden Valley Little League, Golden Valley Girls’ Softball, Park Valley United FC, Armstrong-Cooper Youth Baseball, Armstrong-Cooper Youth Hockey, Hopkins Youth Hockey, Cooper- Armstrong Girls’ Fast Pitch, Armstrong-Cooper Youth Lacrosse, and Hopkins Girls Basketball. Motion carried unanimously. 9.Commission and Staff Updates Briarwood DNR Grant Birno said the Golden Valley Engineering Department applied forand was awarded a $50K DNR Grant, which will be used to make significant nature improvements at Briarwood Nature Center. Run the Valley – Rescheduled for Saturday, September 11 Birno said the Human Service Commission has changed the date for Run the Valley to September 11, 2021 in the hopes they will host a live event. HSCGolf Classic Refocused to August Lawn Bowling Event on Sunday, August 8 Birno said the Human Service Commission changed the Golf Classic event to a Lawn Bowling only event on Sunday, August 8. Commissioner – Golden Valley Email Birno announced all Golden Valley Board and Commissioner members would be receiving a city email address for receiving all city communication. He will share more information once implemented. Leash Ordinance Approved Birno said the City Council approved the leash ordinance with all Commission recommendations. Sochacki Park Birno shared that in 2021, a water quality improvement study will be implemented for both Rice Pond and Grimes Pond. In 2022, the water quality improvement plan will be implemented, as well as the initial discussions and design concepts for the proposed three season naturalists and education building. City of Golden ValleyOpen Space & Recreation Commission Regular Meeting Minutes 3 March 23, 2021 – 6:30 pm Next Meeting is scheduled for Monday, April 26, 2021 Birno reminded the Commission that the next regular OSRC meeting will be on Monday, April 26, 2021 and will be held virtually. 10.Adjournment MOTION moved byBergman and seconded byWright to adjourn at 9 pm.Motion carried unanimously. _____________________________________ John Cornelius, Chair _________________________________ Sheila Van Sloun, Administrative Assistant Annual Implementation Report Golden Valley Bicycle and Pedestrian Plan Open Space & Recreation Commission April 26, 2021 Summary This memo serves to provide the annual summary of the implementation efforts that have taken placesince the last update of April 20, 2020. This is the first update provided to the Open Space and Recreation Commission since it was tasked with receiving annual implementation updates by the City Council in January of 2020. Implementation Update The Bicycle and Pedestrian Plan and Map are attached to this memo. The Plan includes a list of recommended improvements that coincide with the map. Staff has been utilizing these resources to implement improvements throughout the City. Infrastructure The City has been actively implementing a variety of investments to the city’s bicycle and pedestrian infrastructure. On-Street Bike Lanes Bike lanes were planned for installation in 2019 in accordance with the Bicycle and Pedestrian Plan, but the bids exceeded the budgeted amountand the project was subsequently postponed. The lanes were then planned for installation in 2020 with other work to obtain better pricing, but the project was postponed due to the economic uncertainly of the pandemic. Staff is preparing to install approximately seven miles of striped on-street bike lanes later this year. Some routes will require the removal of on-street parking to make room for the bike lanes. Detailed plans and descriptions of the bike lanes can be found on the City’s website under 2021 Bike Lanes Project heading on the City’s Bike and Pedestrian Plan webpage. As a result of engagement with businesses and property owners adjacent to the bikes land, the following considerations were madeduring the design phase: th Postpone installation of bike lanes along 10 Avenue between Decatur and Mendelssohn Avenues to avoid directing cyclists to an unsafe route on Mendelssohn. When a multi-use trail is constructed th along Mendelssohn, bike lanes could be added to this segment of 10Ave. th Install sharrows along west bound 7 Avenue between Boone and Decatur rather than full bike lanes th in order to allow patron parking along the north side of 7. This area will be monitored for conflicts and safety issues. Accommodate limited parking in select locations on Rhode Island, Boone, and Laurel Avenues. Signed Bicycle Routes Signed bike routes involve posting directional signage on street poles to provide direction for safe routes or to destinations, such as trails or bike/ped bridges. Public Works staff installedsuch signage on local streets in Maintenance District 2, 3 & 4. Additional signage will be installed in MaintenanceDistrict 5 in 2021. All five districts are expected to be full signed by 2022. Annual Implementation Report Golden Valley Bicycle and Pedestrian Plan Open Space & Recreation Commission - April 26, 2021 Hwy 55 Crossings Golden Valley staff met with MnDOT staff in January 2020 about opportunities to improve crossings at Highway 55 for bicyclists and pedestrians. MnDOT will be repaving Hwy 55 from General Mills Boulevard/Boone Avenue to Hwy 100 in 2021. This will provide the opportunity to update pavement markings at intersections to make pedestrian crossings more visible and comfortable. Staff also intends to study lighting at crossings to understand if lighting can be moved directly over crossings to improve visibility. As part of MnDOT’s Hwy 55 overlay project, amulti-use trail along the south side of Hwy 55 will be installed between Winnetka Ave and Glenwood Ave,as identified in City’s Bicycle and Pedestrian Plan.This was discussed with the Council in 2020 and staff developed an online community engagement videoto inform residents of the planned improvement. Late this winter, a MNDoT contractor removed vegetation in southern right of way in preparation for the trail work this summer. Additionally, MNDoT is planning anoverlay project of Highway 55 from Highway 100 into Minneapolis in 2024 or 2025. The project would include the construction of a trail along both the north and south sides of Hwy 55 from Schaper Park to Theodore Wirth Parkway. Hwy 55 and Winnetka Avenue Intersection Staff has proposed a project to the legislature for funding of an elevated trail above this intersection for ease of pedestrian traffic across Hwy 55. The project is still in preliminary phasing, and funding with the legislature is a key hurdle that would need to be overcome in order for the project to move forward.An exhibit of a basic concept is attached. Hwy 55 and Douglas Drive Intersection The City received $6.5M of funding for the construction of an underpass at Douglas Drive and Hwy 55 in the October 2020 Special Legislative Session.The City was already in the process of updating concept plans to 75% completion level. Upon review of the bill authorizing funding for this project, staff was informed by the State’s Management and Budget Office that the bill’s language did not sufficiently detail the project’s full scope of work. Subsequently, staff is seeking an amendment to this funding authorization in the 2021 Omnibus Transportation billto correct and clarify this technical error.Assuming the Legislature passes the omnibus bill, construction could begin in 2022. Glenwood Avenue Bike Lanes In 2017, on-street bike lanes were installed by Hennepin County on Glenwood Avenue from Hwy 55 to Xenia Avenue. In 2020, the County resurfaced Glenwood Ave from Hwy 100 to Thomas Ave in Minneapolis.The resurfacing included the installation of buffered bike lanes, the reduction of traffic lane from 13’ to 11’ in width, and the elimination of on-street parking. County staff convened a small work groupin 2019 of interested residents and City staff to discuss potential bike and pedestrian improvements, and prepared a memorandum outlining short, mid, and longer-term improvements desired for Glenwood Ave, which was presented to the City Council in September. The Council passed a resolution restricting parking on Glenwood to accommodate the installation buffered bike lanes as part of the County’s mill and overlay. The Council 2 | Page Annual Implementation Report Golden Valley Bicycle and Pedestrian Plan Open Space & Recreation Commission - April 26, 2021 also include a statement in the resolution calling for more improvements to Glenwood Ave, such as crosswalks, improved pedestrian facilities, and improvements to the Highway 100 bridge. Included in the 2020 Overlay project, the County installed a short length of mumble strips from Theodore Wirth Parkway to France Avenue as a pilot study. The County also prepared an online survey for both motorists and cyclists to provide feedback on the mumble strips. The responses were generally positive and supportive. The survey responses can be found on the County’s Glenwood Avenue project webpage. Bassett Creek Regional Trail on Golden Valley Road Three Rivers Park District applied in May of 2020to the Met Council Transportation Advisory Board for a federal grant to construct an off-street trail and complete the Bassett Creek Regional Trail between Bonnie Lane and Regent Ave. Past grant applications had not scored well, so the Park District approached the City and County about includinglocal trail improvements from Regent Avenue to Douglas Drive along Duluth Street. Due to the number of multi-family and commercial developments, as well as the employment and the planned transit opportunities in the area, the project scored well and received $2.5M. It is anticipated that design work will occur in 2024 with construction in 2025. Additionally, with the likely realignment of the Blue Line, a number of planned infrastructure improvements associated with the rail project will no longer have federal funding to complete these improvements. This includes trail construction from Bonnie Lane to the east along Golden Valley Road. Staff and Council are engaged with Blue Line project staff to advocate for the trails and other improvements around the Golden Valley Road Station site.More information on the trail can be found on Three Rivers Park District webpage. Pedestrian Crossing Improvements The City has looked at improvements and additions for pedestrian signals at several locations around the community. Winnetka and Harold – A study was completed by SEH Consultants in late 2019 regarding the demand, impacts and designof a contemporary pedestrian walk signal at this intersection. Funding for the installation of a signal is in the 2022CIP. Winnetka and Western – This signal is operational but at the end of its service life. Funding for its replacement is in the 2022 CIP. Isaacson Park – An analysis of the crossingis planned for this year. St. Croix Trail at Duluth Street – the intersection of this trail with Duluth St. occurs at “mid-block”, and the County has been reluctant to install crossings in such locations. Improvements to this intersection can be considered when the Bassett Creek Trail project moves intothe design phase. Planning, Policies, & Programs The City has been working on a variety of policies, programs, and planning efforts that implement the goals and objectives set forth by the Bicycle and Pedestrian Plan. 3 | Page Annual Implementation Report Golden Valley Bicycle and Pedestrian Plan Open Space & Recreation Commission - April 26, 2021 Downtown Golden Valley Planning Study Through the Comprehensive Plan process, the 2040 Future Land Use Plan identifies Downtown Golden Valley as one of four Planning Districts that will experience population growth and redevelopment. The City worked with the Urban Land Institute in 2018 to begin to identify opportunities and challenges to guiding redevelopment and improving bicycle and pedestrian connections throughout the area. In 2019, the City hired the planning consultant Hoisington Koegler Group, Inc. (HKGi) to develop these connections further while also envisioning redevelopment scenarios for the four quadrants surrounding the Golden Valley Road/Winnetka Avenue intersection. The Phase II report can be found here: http://www.goldenvalleymn.gov/planning/studies/downtown-west/pdf/HGKi-final-report.pdf Phase III, which will finalize the bicycle and pedestrian system as well as generate design guidelines for redevelopment, will be concluded in 2021 and result in a Small Area Plan which will be adopted as an addendum to the 2040 Comprehensive Plan. The next round of community engagement for the Downtown Study will begin the last week in April using an interactive storyboard and available through the City’s website. 2021Bike Rodeo th The 2021 Bike Rodeo will be held at the Crystal Community Center on May 6. Updates from Neighboring Cities St. Louis Park The City is constructinga bicycle and pedestrian bridge over the Burlington Northern railroad tracks at Dakota Park. The project includes bicycle and pedestrian improvements to Edgewood Avenue and Dakota Avenue between Cedar Lake Road and Lake Street. My name is Tom Schreiner and I am a resident of Golden Valley as well as the USAPA Pickleball ambassador for Golden Valley. When Midge Frailich and myself made a presentation to the city council a couple of years ago about the exponential growth of our game nation wide and specifically in our area we advised that one set of courts in the city, while greatly appreciated, was not going to be enough. We feel the time for more courts, specifically 12 in one spot, with parking , covered waiting area for between games, drinking water supply and off street parking. Big list right? The demand for court time has grown just like we said it would and will be used. It also would be great if those that help get these things approved would consult with Pickleball players as we have much experience in play at various facilities in the metro area and can offer valuable information about how facilities should be built. We understand that this will take funding, but much funding has been spent on other recreational facilities. We believe it’s our turn again. We are more then willing to work with the city/park department to help with planning. We also understand the that covid 19 has been a setback for many city services and projects.
